持續深化紀檢監察體制改革

  在十九屆(jie)中央紀(ji)委(wei)四(si)次全(quan)會(hui)上,習(xi)近(jin)平總(zong)書(shu)記(ji)強調,完善(shan)(shan)黨(dang)(dang)(dang)和(he)(he)國(guo)(guo)(guo)(guo)家監(jian)督體(ti)(ti)(ti)系,統籌推進紀(ji)檢(jian)(jian)監(jian)察(cha)(cha)體(ti)(ti)(ti)制(zhi)改革。此前,黨(dang)(dang)(dang)的(de)十九屆(jie)四(si)中全(quan)會(hui)作出健(jian)全(quan)黨(dang)(dang)(dang)和(he)(he)國(guo)(guo)(guo)(guo)家監(jian)督制(zhi)度(du)的(de)戰略部(bu)署,要(yao)(yao)求深化(hua)紀(ji)檢(jian)(jian)監(jian)察(cha)(cha)體(ti)(ti)(ti)制(zhi)改革,加強上級紀(ji)委(wei)監(jian)委(wei)對下級紀(ji)委(wei)監(jian)委(wei)的(de)領導,推進紀(ji)檢(jian)(jian)監(jian)察(cha)(cha)工(gong)作規范化(hua)、法治化(hua)。中央紀(ji)委(wei)四(si)次全(quan)會(hui)工(gong)作報告將“持(chi)續深化(hua)紀(ji)檢(jian)(jian)監(jian)察(cha)(cha)體(ti)(ti)(ti)制(zhi)改革,推動健(jian)全(quan)黨(dang)(dang)(dang)和(he)(he)國(guo)(guo)(guo)(guo)家監(jian)督體(ti)(ti)(ti)系”作為2020年(nian)一項主要(yao)(yao)工(gong)作進行部(bu)署,這是貫(guan)徹落實習(xi)近(jin)平總(zong)書(shu)記(ji)重要(yao)(yao)講話精神的(de)具體(ti)(ti)(ti)舉措。紀(ji)檢(jian)(jian)監(jian)察(cha)(cha)機關必(bi)須堅持(chi)一體(ti)(ti)(ti)推進黨(dang)(dang)(dang)的(de)紀(ji)律檢(jian)(jian)查體(ti)(ti)(ti)制(zhi)改革、國(guo)(guo)(guo)(guo)家監(jian)察(cha)(cha)體(ti)(ti)(ti)制(zhi)改革和(he)(he)紀(ji)檢(jian)(jian)監(jian)察(cha)(cha)機構改革,促進黨(dang)(dang)(dang)內監(jian)督、國(guo)(guo)(guo)(guo)家監(jian)察(cha)(cha)與堅持(chi)和(he)(he)完善(shan)(shan)我國(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)家制(zhi)度(du)和(he)(he)國(guo)(guo)(guo)(guo)家治理(li)體(ti)(ti)(ti)系相適應相協(xie)調,不斷(duan)提高治理(li)能(neng)力,著力把制(zhi)度(du)優勢轉化(hua)為治理(li)效能(neng)。

  一體推進“三項改革”,治理效能不斷提升

  中央(yang)紀委國家監(jian)委把(ba)堅持和(he)加(jia)強黨的全(quan)面(mian)領導(dao)(dao)作為紀檢監(jian)察體(ti)制改(gai)革(ge)(ge)的根本(ben)方向和(he)重大政治(zhi)原則,確保(bao)改(gai)革(ge)(ge)始(shi)終在(zai)黨中央(yang)集中統一領導(dao)(dao)下謀(mou)劃、部署和(he)推(tui)動。各(ge)級紀檢監(jian)察機關把(ba)黨的領導(dao)(dao)貫(guan)穿改(gai)革(ge)(ge)全(quan)過程,體(ti)現在(zai)職責定(ding)位(wei)、機構職能(neng)、協作銜接、建(jian)章立制等各(ge)方面(mian)各(ge)環節,以改(gai)革(ge)(ge)加(jia)強黨的領導(dao)(dao),以黨的領導(dao)(dao)推(tui)動改(gai)革(ge)(ge)落實。

  ——強化上(shang)級紀委(wei)監委(wei)對下級紀委(wei)監委(wei)的領導(dao)。

  《中國共(gong)產黨紀(ji)(ji)律檢查機關監(jian)(jian)(jian)督(du)執紀(ji)(ji)工作(zuo)規(gui)(gui)(gui)則》在“總則”部分(fen)明確“監(jian)(jian)(jian)督(du)執紀(ji)(ji)工作(zuo)以上級紀(ji)(ji)委(wei)領(ling)導(dao)為(wei)主”,并對(dui)線索(suo)處(chu)理、立案審(shen)查等(deng)報(bao)告范圍(wei)和(he)程序作(zuo)出規(gui)(gui)(gui)定。各級紀(ji)(ji)檢監(jian)(jian)(jian)察機關完(wan)(wan)善對(dui)下級紀(ji)(ji)委(wei)監(jian)(jian)(jian)委(wei)“兩(liang)為(wei)主一(yi)(yi)報(bao)告”、對(dui)派(pai)駐(zhu)機構“三為(wei)主一(yi)(yi)報(bao)告”的工作(zuo)機制(zhi)(zhi)(zhi),切(qie)實加強上對(dui)下的統(tong)(tong)籌、聯(lian)絡和(he)領(ling)導(dao)、指導(dao),不斷(duan)完(wan)(wan)善請示報(bao)告制(zhi)(zhi)(zhi)度,及時掌(zhang)握(wo)面上情況(kuang),真(zhen)正把雙重領(ling)導(dao)體制(zhi)(zhi)(zhi)落實落細。發揮合署辦(ban)公優(you)勢,健全統(tong)(tong)一(yi)(yi)決策、一(yi)(yi)體運行的執紀(ji)(ji)執法工作(zuo)機制(zhi)(zhi)(zhi)。健全基層紀(ji)(ji)檢監(jian)(jian)(jian)察組織(zhi)制(zhi)(zhi)(zhi)度,江(jiang)西、新疆等(deng)開展鄉鎮紀(ji)(ji)委(wei)標準化規(gui)(gui)(gui)范化建設。市地級以上紀(ji)(ji)委(wei)監(jian)(jian)(jian)委(wei)全面完(wan)(wan)成監(jian)(jian)(jian)督(du)檢查與審(shen)查調查部門(men)分(fen)設,進一(yi)(yi)步加強監(jian)(jian)(jian)督(du)力量、強化內部制(zhi)(zhi)(zhi)約。

  ——分類(lei)推進派駐機(ji)構改革。

  在黨(dang)(dang)中央(yang)堅強領導下,通過紀(ji)檢監(jian)(jian)察(cha)體制改革(ge),形(xing)成了紀(ji)律監(jian)(jian)督(du)(du)(du)(du)(du)、監(jian)(jian)察(cha)監(jian)(jian)督(du)(du)(du)(du)(du)、派(pai)駐(zhu)監(jian)(jian)督(du)(du)(du)(du)(du)、巡視監(jian)(jian)督(du)(du)(du)(du)(du)“四(si)個全覆蓋”的(de)權力(li)監(jian)(jian)督(du)(du)(du)(du)(du)格局(ju)。在總(zong)結(jie)黨(dang)(dang)的(de)十八(ba)大以來(lai)強化(hua)派(pai)駐(zhu)監(jian)(jian)督(du)(du)(du)(du)(du)經(jing)驗基礎上,進一步(bu)深化(hua)派(pai)駐(zhu)機(ji)構改革(ge),強化(hua)對所有(you)黨(dang)(dang)員和(he)行使公權力(li)的(de)公職人員的(de)監(jian)(jian)督(du)(du)(du)(du)(du),實現黨(dang)(dang)內監(jian)(jian)督(du)(du)(du)(du)(du)和(he)國(guo)家機(ji)關監(jian)(jian)督(du)(du)(du)(du)(du)、黨(dang)(dang)的(de)紀(ji)律檢查和(he)國(guo)家監(jian)(jian)察(cha)的(de)有(you)機(ji)統(tong)一,進一步(bu)完善中國(guo)特色社會(hui)主義(yi)監(jian)(jian)督(du)(du)(du)(du)(du)體系。

  貫徹(che)落實(shi)《關(guan)于深化(hua)中(zhong)(zhong)(zhong)央紀(ji)委(wei)(wei)國家監(jian)(jian)委(wei)(wei)派駐(zhu)機構改革(ge)的意見》,深入推(tui)(tui)進中(zhong)(zhong)(zhong)央一級黨(dang)和國家機關(guan)、中(zhong)(zhong)(zhong)管(guan)(guan)企(qi)業(ye)(ye)(ye)、中(zhong)(zhong)(zhong)管(guan)(guan)金融企(qi)業(ye)(ye)(ye)、黨(dang)委(wei)(wei)書記(ji)和校長列入中(zhong)(zhong)(zhong)央管(guan)(guan)理(li)(li)的高校紀(ji)檢(jian)(jian)監(jian)(jian)察體制(zhi)(zhi)改革(ge),賦予相應監(jian)(jian)察權,制(zhi)(zhi)定派駐(zhu)機構考核辦法。開(kai)展垂直管(guan)(guan)理(li)(li)單位和部(bu)分以(yi)上級管(guan)(guan)理(li)(li)為主單位紀(ji)檢(jian)(jian)監(jian)(jian)察體制(zhi)(zhi)改革(ge)試點(dian),推(tui)(tui)進國務院國資委(wei)(wei)黨(dang)委(wei)(wei)管(guan)(guan)理(li)(li)領(ling)導班子(zi)的中(zhong)(zhong)(zhong)央企(qi)業(ye)(ye)(ye)紀(ji)檢(jian)(jian)監(jian)(jian)察體制(zhi)(zhi)改革(ge)。加強對(dui)省(sheng)區市派駐(zhu)機構改革(ge)的領(ling)導,地方紀(ji)委(wei)(wei)監(jian)(jian)委(wei)(wei)全面完(wan)成向機構改革(ge)后的黨(dang)政(zheng)機關(guan)派駐(zhu)紀(ji)檢(jian)(jian)監(jian)(jian)察組(zu),因地制(zhi)(zhi)宜開(kai)展地方黨(dang)委(wei)(wei)管(guan)(guan)理(li)(li)企(qi)事業(ye)(ye)(ye)單位紀(ji)檢(jian)(jian)監(jian)(jian)察機構改革(ge)。2019年(nian),全國紀(ji)檢(jian)(jian)監(jian)(jian)察機關(guan)派駐(zhu)機構共處(chu)置問題線索27.5萬件(jian),談話函詢8.3萬人次,初步(bu)核實(shi)21萬人次,立(li)案6.6萬件(jian),處(chu)分5.9萬人。實(shi)踐(jian)中(zhong)(zhong)(zhong),派駐(zhu)紀(ji)檢(jian)(jian)監(jian)(jian)察組(zu)和地方紀(ji)委(wei)(wei)監(jian)(jian)委(wei)(wei)聯合辦案的模式,已經在審查(cha)調查(cha)中(zhong)(zhong)(zhong)得到廣泛應用。紀(ji)檢(jian)(jian)監(jian)(jian)察組(zu)情況(kuang)熟、專業(ye)(ye)(ye)強、懂行業(ye)(ye)(ye),地方紀(ji)委(wei)(wei)監(jian)(jian)委(wei)(wei)了(le)解地方政(zheng)治生態,雙方發揮(hui)各自特點(dian)形成內外合力,助(zhu)推(tui)(tui)制(zhi)(zhi)度優勢不斷轉化(hua)為治理(li)(li)效(xiao)能。

  ——健全(quan)完善制(zhi)度機(ji)制(zhi)。

  堅持(chi)改(gai)革和法治相統一相協調,是習(xi)近平總書記反(fan)復(fu)強調的重要方法論。黨中央堅持(chi)“先立后破(po)、不立不破(po)”,把加(jia)強監督頂層設計和摸著石(shi)頭過河(he)結合起來,圍繞理論、思想、制度(du)(du)構建(jian)(jian)體系,圍繞權力(li)、責(ze)任、擔當(dang)設計制度(du)(du),實現制度(du)(du)建(jian)(jian)設與時俱進。

  黨(dang)中央(yang)頒布實施《中國共產(chan)黨(dang)紀(ji)(ji)律檢(jian)查(cha)機(ji)關監(jian)督執紀(ji)(ji)工(gong)(gong)作(zuo)(zuo)規(gui)(gui)則》,審(shen)議批準《監(jian)察機(ji)關監(jian)督執法(fa)(fa)工(gong)(gong)作(zuo)(zuo)規(gui)(gui)定》,嚴格(ge)規(gui)(gui)范(fan)紀(ji)(ji)檢(jian)監(jian)察機(ji)關執紀(ji)(ji)執法(fa)(fa)工(gong)(gong)作(zuo)(zuo)。中央(yang)紀(ji)(ji)委國家監(jian)委先(xian)后起草制定數十(shi)項法(fa)(fa)規(gui)(gui)制度,完善了(le)信訪舉報、線索(suo)處置、案件監(jian)督管(guan)理(li)、監(jian)督檢(jian)查(cha)、審(shen)查(cha)調查(cha)、辦案安全、案件審(shen)理(li)和涉案財物管(guan)理(li)等方面制度,進一步規(gui)(gui)范(fan)了(le)監(jian)督執紀(ji)(ji)執法(fa)(fa)權(quan)力的運行機(ji)制和工(gong)(gong)作(zuo)(zuo)流程(cheng)。

  監察(cha)體(ti)制(zhi)(zhi)(zhi)(zhi)改革不斷(duan)深化,對(dui)執紀執法(fa)(fa)貫通、有(you)效(xiao)銜(xian)接司法(fa)(fa)提出新的更(geng)高要求。中(zhong)央紀委國家(jia)監委統籌有(you)序(xu)推進(jin)法(fa)(fa)規制(zhi)(zhi)(zhi)(zhi)度(du)建設,協助(zhu)全(quan)國人大常委會做好(hao)公(gong)職人員政(zheng)務處分法(fa)(fa)立法(fa)(fa)工作,制(zhi)(zhi)(zhi)(zhi)定(ding)(ding)《紀檢監察(cha)機(ji)關處理檢舉(ju)控告工作規則》、《紀檢監察(cha)機(ji)關處理主(zhu)動(dong)投(tou)案問題的規定(ding)(ding)(試行(xing))》等法(fa)(fa)規制(zhi)(zhi)(zhi)(zhi)度(du),主(zhu)動(dong)對(dui)接以審(shen)判為中(zhong)心的訴訟制(zhi)(zhi)(zhi)(zhi)度(du),完(wan)善(shan)辦案程序(xu)、證(zheng)據標(biao)準銜(xian)接機(ji)制(zhi)(zhi)(zhi)(zhi),促進(jin)與(yu)司法(fa)(fa)機(ji)關、執法(fa)(fa)部門互相配(pei)合(he)、互相制(zhi)(zhi)(zhi)(zhi)約。

  深化紀檢監察體制改革是實現治理體系和治理能力現代化的重要任務

  在(zai)(zai)黨(dang)(dang)的十八(ba)屆(jie)三中(zhong)(zhong)全會對黨(dang)(dang)的紀(ji)律檢(jian)(jian)查(cha)體(ti)制改(gai)革作(zuo)出全面(mian)部署基(ji)礎上(shang),黨(dang)(dang)的十九大和十九屆(jie)三中(zhong)(zhong)全會又明(ming)確提出推進國家監(jian)察體(ti)制改(gai)革任務。在(zai)(zai)黨(dang)(dang)中(zhong)(zhong)央(yang)堅強領(ling)導下,紀(ji)檢(jian)(jian)監(jian)察體(ti)制改(gai)革扎實(shi)推進、持續深(shen)(shen)化(hua),取得顯(xian)著(zhu)成效。黨(dang)(dang)的十九屆(jie)四中(zhong)(zhong)全會站在(zai)(zai)新的起點上(shang),提出“深(shen)(shen)化(hua)紀(ji)檢(jian)(jian)監(jian)察體(ti)制改(gai)革”“推進紀(ji)檢(jian)(jian)監(jian)察工作(zuo)規(gui)范化(hua)、法(fa)治(zhi)化(hua)”的要求,對于鞏(gong)固發展(zhan)紀(ji)檢(jian)(jian)監(jian)察體(ti)制改(gai)革成果(guo)、推進全面(mian)從嚴治(zhi)黨(dang)(dang)向(xiang)縱深(shen)(shen)發展(zhan)具有重要意(yi)義。

  ——深化(hua)紀檢監察(cha)體制改革的目的是加強黨對紀檢監察(cha)工(gong)作(zuo)和反腐敗斗爭的集(ji)中(zhong)統一領導(dao)。

  中國共(gong)產黨(dang)(dang)的(de)(de)(de)領(ling)(ling)(ling)導(dao)是中國特色社(she)會主(zhu)義最(zui)本質的(de)(de)(de)特征,是中國特色社(she)會主(zhu)義制度的(de)(de)(de)最(zui)大優勢。黨(dang)(dang)是最(zui)高政治(zhi)領(ling)(ling)(ling)導(dao)力量(liang),必須(xu)堅(jian)持(chi)黨(dang)(dang)對(dui)一切工(gong)(gong)作(zuo)的(de)(de)(de)領(ling)(ling)(ling)導(dao)。堅(jian)持(chi)和加強黨(dang)(dang)的(de)(de)(de)集中統一領(ling)(ling)(ling)導(dao)和全面(mian)領(ling)(ling)(ling)導(dao),既是推進紀(ji)檢監(jian)察(cha)體(ti)(ti)制改革的(de)(de)(de)根本目標,也是改革的(de)(de)(de)根本保(bao)證(zheng)。在黨(dang)(dang)的(de)(de)(de)領(ling)(ling)(ling)導(dao)下,對(dui)行使(shi)公(gong)(gong)權力的(de)(de)(de)黨(dang)(dang)員干部、公(gong)(gong)職(zhi)(zhi)人員進行監(jian)督,對(dui)違紀(ji)者進行查(cha)處,對(dui)涉嫌違法犯罪者調查(cha)處置,這(zhe)是堅(jian)持(chi)黨(dang)(dang)管干部原則、加強黨(dang)(dang)的(de)(de)(de)領(ling)(ling)(ling)導(dao)的(de)(de)(de)重要體(ti)(ti)現,是完(wan)善堅(jian)持(chi)黨(dang)(dang)的(de)(de)(de)全面(mian)領(ling)(ling)(ling)導(dao)體(ti)(ti)制機制的(de)(de)(de)重要舉措。這(zhe)樣就從(cong)組織形(xing)式、職(zhi)(zhi)能(neng)定位、決策程序上,把黨(dang)(dang)對(dui)紀(ji)檢監(jian)察(cha)工(gong)(gong)作(zuo)和反腐敗斗爭(zheng)的(de)(de)(de)集中統一領(ling)(ling)(ling)導(dao)具體(ti)(ti)體(ti)(ti)現出來,并實現了全過(guo)程領(ling)(ling)(ling)導(dao),進一步強化(hua)各級(ji)黨(dang)(dang)委全面(mian)從(cong)嚴治(zhi)黨(dang)(dang)政治(zhi)責任(ren)。

  ——深化紀(ji)(ji)檢監察(cha)體制改革將推動紀(ji)(ji)檢監察(cha)工作高質(zhi)量發展(zhan)。

  我們黨(dang)(dang)(dang)(dang)要履行好執政(zheng)興國(guo)的(de)(de)重大職責,必須依據(ju)黨(dang)(dang)(dang)(dang)章黨(dang)(dang)(dang)(dang)規(gui)管黨(dang)(dang)(dang)(dang)治(zhi)黨(dang)(dang)(dang)(dang)、依據(ju)憲法法律治(zhi)國(guo)理政(zheng)。依規(gui)治(zhi)黨(dang)(dang)(dang)(dang)和(he)(he)依法治(zhi)國(guo)一(yi)體(ti)兩面、高度契合,黨(dang)(dang)(dang)(dang)內(nei)監督和(he)(he)國(guo)家(jia)(jia)監察內(nei)在(zai)一(yi)致、高度互補。黨(dang)(dang)(dang)(dang)中(zhong)央從改革黨(dang)(dang)(dang)(dang)的(de)(de)紀律檢查體(ti)制出招破局(ju)、統領牽引,由全國(guo)人大常委會授權、立法保障國(guo)家(jia)(jia)監察體(ti)制創制突破、提(ti)升效能,黨(dang)(dang)(dang)(dang)的(de)(de)十九屆(jie)三中(zhong)全會把組(zu)建(jian)國(guo)家(jia)(jia)監察委員會列為深化(hua)黨(dang)(dang)(dang)(dang)中(zhong)央機構改革第一(yi)項(xiang)任務,充分體(ti)現(xian)了黨(dang)(dang)(dang)(dang)中(zhong)央對依規(gui)治(zhi)黨(dang)(dang)(dang)(dang)和(he)(he)依法治(zhi)國(guo)、黨(dang)(dang)(dang)(dang)內(nei)監督和(he)(he)國(guo)家(jia)(jia)監察的(de)(de)整體(ti)謀劃和(he)(he)一(yi)體(ti)落實,有效提(ti)升了黨(dang)(dang)(dang)(dang)的(de)(de)執政(zheng)能力和(he)(he)治(zhi)國(guo)理政(zheng)科學化(hua)水平。

  加強(qiang)對黨中央重大決策(ce)部署等(deng)在(zai)基(ji)層(ceng)(ceng)(ceng)執(zhi)行情況(kuang)的(de)監(jian)(jian)(jian)(jian)督檢(jian)查,以(yi)嚴明(ming)的(de)紀律保證政(zheng)令暢通,確保好政(zheng)策(ce)、民(min)生(sheng)福利(li)真正惠(hui)及群(qun)眾(zhong)。堅持定位向基(ji)層(ceng)(ceng)(ceng)監(jian)(jian)(jian)(jian)督聚焦、責任向基(ji)層(ceng)(ceng)(ceng)監(jian)(jian)(jian)(jian)督壓實(shi)、力量向基(ji)層(ceng)(ceng)(ceng)監(jian)(jian)(jian)(jian)督傾(qing)斜,把(ba)監(jian)(jian)(jian)(jian)督觸角(jiao)落實(shi)到(dao)基(ji)層(ceng)(ceng)(ceng)、直抵實(shi)處。要堅守以(yi)人民(min)為中心的(de)政(zheng)治(zhi)(zhi)立場,集(ji)中整治(zhi)(zhi)形式主義(yi)(yi)官僚主義(yi)(yi),深(shen)化脫貧攻堅、民(min)生(sheng)、涉黑(hei)涉惡腐敗等(deng)專項治(zhi)(zhi)理,讓(rang)群(qun)眾(zhong)有更多的(de)獲得感、幸(xing)福感、安全感。基(ji)層(ceng)(ceng)(ceng)監(jian)(jian)(jian)(jian)督點(dian)多面廣線長,必須創新(xin)監(jian)(jian)(jian)(jian)督機(ji)制,要從(cong)創新(xin)基(ji)層(ceng)(ceng)(ceng)紀檢(jian)監(jian)(jian)(jian)(jian)察(cha)(cha)組(zu)織建設入(ru)手(shou),整合紀檢(jian)監(jian)(jian)(jian)(jian)察(cha)(cha)、巡視巡察(cha)(cha)等(deng)方(fang)面力量,在(zai)人員配(pei)備上統一(yi)調(diao)配(pei)使(shi)用,在(zai)履職履責上統一(yi)工作(zuo)標準,為基(ji)層(ceng)(ceng)(ceng)紀檢(jian)監(jian)(jian)(jian)(jian)察(cha)(cha)機(ji)關精準監(jian)(jian)(jian)(jian)督賦能(neng)。

  ——完(wan)善紀律監(jian)(jian)(jian)督(du)(du)、監(jian)(jian)(jian)察(cha)監(jian)(jian)(jian)督(du)(du)、派(pai)駐監(jian)(jian)(jian)督(du)(du)、巡視監(jian)(jian)(jian)督(du)(du)統籌(chou)銜接制度,強化(hua)紀委監(jian)(jian)(jian)委的協(xie)助引導推(tui)動功能。

  要(yao)(yao)按(an)照十(shi)九屆(jie)四中(zhong)全會(hui)關(guan)于“推(tui)進(jin)紀(ji)律監(jian)(jian)(jian)督(du)(du)(du)(du)(du)、監(jian)(jian)(jian)察監(jian)(jian)(jian)督(du)(du)(du)(du)(du)、派(pai)駐(zhu)監(jian)(jian)(jian)督(du)(du)(du)(du)(du)、巡(xun)(xun)視(shi)(shi)監(jian)(jian)(jian)督(du)(du)(du)(du)(du)統籌銜(xian)接(jie)”的(de)要(yao)(yao)求,完善協(xie)(xie)調(diao)(diao)(diao)(diao)聯(lian)動機制,使“四項監(jian)(jian)(jian)督(du)(du)(du)(du)(du)”貫通(tong)融合、協(xie)(xie)調(diao)(diao)(diao)(diao)銜(xian)接(jie),實現同(tong)步推(tui)進(jin)、同(tong)向發力(li)、同(tong)增質效(xiao),形(xing)成(cheng)合力(li)。研(yan)究建立(li)紀(ji)檢監(jian)(jian)(jian)察機關(guan)黨(dang)風政風監(jian)(jian)(jian)督(du)(du)(du)(du)(du)部(bu)(bu)門(men)、信(xin)訪舉報(bao)部(bu)(bu)門(men)、監(jian)(jian)(jian)督(du)(du)(du)(du)(du)檢查(cha)部(bu)(bu)門(men)、派(pai)駐(zhu)紀(ji)檢監(jian)(jian)(jian)察組(zu)、巡(xun)(xun)視(shi)(shi)巡(xun)(xun)察機構(gou)(gou)之間(jian)信(xin)息互通(tong)、監(jian)(jian)(jian)督(du)(du)(du)(du)(du)互動的(de)工作機制。加強對(dui)(dui)監(jian)(jian)(jian)督(du)(du)(du)(du)(du)工作的(de)整體(ti)規劃(hua),通(tong)過聯(lian)席會(hui)議(yi)、對(dui)(dui)口指(zhi)導、聯(lian)合調(diao)(diao)(diao)(diao)研(yan)等機制,強化“四項監(jian)(jian)(jian)督(du)(du)(du)(du)(du)”的(de)綜合、協(xie)(xie)調(diao)(diao)(diao)(diao)與(yu)聯(lian)動。堅持(chi)力(li)量一體(ti)調(diao)(diao)(diao)(diao)配,將監(jian)(jian)(jian)督(du)(du)(du)(du)(du)檢查(cha)部(bu)(bu)門(men)力(li)量與(yu)派(pai)駐(zhu)機構(gou)(gou)、巡(xun)(xun)視(shi)(shi)巡(xun)(xun)察機構(gou)(gou)力(li)量統籌調(diao)(diao)(diao)(diao)配。堅持(chi)成(cheng)果(guo)一體(ti)運(yun)用,健全監(jian)(jian)(jian)督(du)(du)(du)(du)(du)檢查(cha)部(bu)(bu)門(men)、派(pai)駐(zhu)機構(gou)(gou)、巡(xun)(xun)視(shi)(shi)巡(xun)(xun)察機構(gou)(gou)工作會(hui)商機制,定期(qi)(qi)、不定期(qi)(qi)交(jiao)流監(jian)(jian)(jian)督(du)(du)(du)(du)(du)信(xin)息。促進(jin)黨(dang)內監(jian)(jian)(jian)督(du)(du)(du)(du)(du)與(yu)人大監(jian)(jian)(jian)督(du)(du)(du)(du)(du)、民主監(jian)(jian)(jian)督(du)(du)(du)(du)(du)、行政監(jian)(jian)(jian)督(du)(du)(du)(du)(du)、司法監(jian)(jian)(jian)督(du)(du)(du)(du)(du)、審計監(jian)(jian)(jian)督(du)(du)(du)(du)(du)、財會(hui)監(jian)(jian)(jian)督(du)(du)(du)(du)(du)、統計監(jian)(jian)(jian)督(du)(du)(du)(du)(du)、群眾監(jian)(jian)(jian)督(du)(du)(du)(du)(du)和輿論(lun)監(jian)(jian)(jian)督(du)(du)(du)(du)(du)貫通(tong)融合、協(xie)(xie)調(diao)(diao)(diao)(diao)協(xie)(xie)同(tong)。

  ——健全紀檢監察法規(gui)制(zhi)度(du)體系。

  改革的(de)本質是組織和(he)(he)制(zhi)(zhi)(zhi)度(du)創新(xin),創新(xin)的(de)實(shi)(shi)踐和(he)(he)制(zhi)(zhi)(zhi)度(du)建(jian)設緊密相(xiang)連。紀(ji)檢(jian)監(jian)(jian)(jian)察(cha)(cha)法(fa)(fa)規(gui)制(zhi)(zhi)(zhi)度(du)體系(xi)是堅持和(he)(he)完(wan)善(shan)黨和(he)(he)國(guo)(guo)家監(jian)(jian)(jian)督(du)體系(xi)的(de)重要(yao)內容(rong)。要(yao)在黨中(zhong)央(yang)集中(zhong)統一(yi)領導(dao)下(xia)(xia),自上而下(xia)(xia)、依(yi)法(fa)(fa)有序(xu)推進監(jian)(jian)(jian)委向本級人(ren)大(da)常委會報告專項工作,修訂《中(zhong)國(guo)(guo)共產黨黨員權(quan)(quan)利保障條例(li)》,制(zhi)(zhi)(zhi)定(ding)(ding)監(jian)(jian)(jian)察(cha)(cha)法(fa)(fa)實(shi)(shi)施條例(li),推動(dong)研究制(zhi)(zhi)(zhi)定(ding)(ding)監(jian)(jian)(jian)察(cha)(cha)官法(fa)(fa),依(yi)法(fa)(fa)履行(xing)制(zhi)(zhi)(zhi)定(ding)(ding)監(jian)(jian)(jian)察(cha)(cha)法(fa)(fa)規(gui)職權(quan)(quan)。落實(shi)(shi)紀(ji)法(fa)(fa)貫通、法(fa)(fa)法(fa)(fa)銜接(jie)要(yao)求,建(jian)立健全(quan)紀(ji)檢(jian)監(jian)(jian)(jian)察(cha)(cha)信訪(fang)舉報、案件監(jian)(jian)(jian)督(du)管理、監(jian)(jian)(jian)督(du)檢(jian)查、審查調(diao)查、案件審理和(he)(he)涉案財物(wu)管理等方面機制(zhi)(zhi)(zhi)制(zhi)(zhi)(zhi)度(du)和(he)(he)工作流程。要(yao)在協助黨委健全(quan)全(quan)面從嚴治黨制(zhi)(zhi)(zhi)度(du)上下(xia)(xia)功夫,完(wan)善(shan)落實(shi)(shi)中(zhong)央(yang)八項規(gui)定(ding)(ding)精神、糾治“四風”長(chang)效(xiao)機制(zhi)(zhi)(zhi)。在深化運(yun)用(yong)監(jian)(jian)(jian)督(du)執紀(ji)“四種形態(tai)”上下(xia)(xia)功夫,完(wan)善(shan)發現(xian)問題、糾正(zheng)偏差、精準問責有效(xiao)機制(zhi)(zhi)(zhi)。健全(quan)統一(yi)決(jue)策(ce)、一(yi)體運(yun)行(xing)的(de)執紀(ji)執法(fa)(fa)工作機制(zhi)(zhi)(zhi),完(wan)善(shan)自身權(quan)(quan)力運(yun)行(xing)機制(zhi)(zhi)(zhi)和(he)(he)管理監(jian)(jian)(jian)督(du)制(zhi)(zhi)(zhi)約體系(xi)。

  ——用嚴明的紀律維(wei)護制度,強化制度執行(xing)力。

  制(zhi)(zhi)度的生(sheng)命力在(zai)于執(zhi)(zhi)行。要(yao)完善(shan)全覆蓋的制(zhi)(zhi)度執(zhi)(zhi)行監(jian)(jian)(jian)督(du)機(ji)(ji)制(zhi)(zhi),用(yong)嚴(yan)格執(zhi)(zhi)紀(ji)推(tui)動(dong)制(zhi)(zhi)度執(zhi)(zhi)行。把制(zhi)(zhi)度執(zhi)(zhi)行情況(kuang)納入考核內容,推(tui)動(dong)干部嚴(yan)格按照制(zhi)(zhi)度履職盡(jin)責(ze)、善(shan)于運(yun)用(yong)制(zhi)(zhi)度謀事干事。推(tui)進(jin)反腐敗(bai)工作(zuo)(zuo)規(gui)(gui)(gui)范化(hua)(hua)、法治(zhi)化(hua)(hua),前提是紀(ji)檢監(jian)(jian)(jian)察(cha)工作(zuo)(zuo)自(zi)身運(yun)行要(yao)規(gui)(gui)(gui)范化(hua)(hua)、法治(zhi)化(hua)(hua)。黨中央制(zhi)(zhi)定監(jian)(jian)(jian)督(du)執(zhi)(zhi)紀(ji)工作(zuo)(zuo)規(gui)(gui)(gui)則(ze)、批準監(jian)(jian)(jian)督(du)執(zhi)(zhi)法工作(zuo)(zuo)規(gui)(gui)(gui)定,就是給紀(ji)檢監(jian)(jian)(jian)察(cha)機(ji)(ji)關定制(zhi)(zhi)度、立(li)規(gui)(gui)(gui)矩,必須(xu)不折不扣執(zhi)(zhi)行到位。各(ge)級黨委要(yao)加(jia)強對紀(ji)委監(jian)(jian)(jian)委的領導和(he)監(jian)(jian)(jian)督(du),確保(bao)執(zhi)(zhi)紀(ji)執(zhi)(zhi)法權受監(jian)(jian)(jian)督(du)、有約(yue)束。紀(ji)檢監(jian)(jian)(jian)察(cha)機(ji)(ji)關要(yao)在(zai)強化(hua)(hua)自(zi)我(wo)監(jian)(jian)(jian)督(du)、自(zi)我(wo)約(yue)束上作(zuo)(zuo)表率(lv),牢固樹立(li)法治(zhi)意識、程(cheng)序意識、證據意識,嚴(yan)格按照權限、規(gui)(gui)(gui)則(ze)、程(cheng)序開展(zhan)工作(zuo)(zuo)。

  深化(hua)(hua)紀(ji)檢監(jian)察體(ti)制改革(ge),推(tui)(tui)進完善黨(dang)和國(guo)(guo)家監(jian)督(du)體(ti)系,是一(yi)項艱(jian)巨(ju)復雜的系統(tong)工程。必須以習近平新(xin)時代中國(guo)(guo)特色(se)社會主義(yi)思想為指導,堅決貫徹黨(dang)的十(shi)九屆四中全會精神,認真落實中央紀(ji)委(wei)四次全會工作部署(shu),堅持穩中求進、統(tong)籌(chou)推(tui)(tui)進,不斷激發改革(ge)活力,持續釋放改革(ge)效能(neng),增強監(jian)督(du)嚴肅(su)性、協同性、有效性,推(tui)(tui)動制度(du)優勢更(geng)好轉化(hua)(hua)為治理(li)效能(neng),推(tui)(tui)進國(guo)(guo)家治理(li)體(ti)系和治理(li)能(neng)力現代化(hua)(hua)。(中國(guo)(guo)紀(ji)檢監(jian)察報(bao)記者 王卓)
