十九屆中(zhong)央紀(ji)(ji)委(wei)(wei)(wei)(wei)四次全(quan)會強調,要(yao)協(xie)助黨(dang)(dang)委(wei)(wei)(wei)(wei)健全(quan)全(quan)面從嚴治(zhi)(zhi)黨(dang)(dang)制度,推動黨(dang)(dang)委(wei)(wei)(wei)(wei)(黨(dang)(dang)組)主(zhu)體(ti)責(ze)(ze)任(ren)(ren)、書記第一責(ze)(ze)任(ren)(ren)人責(ze)(ze)任(ren)(ren)和紀(ji)(ji)委(wei)(wei)(wei)(wei)監(jian)委(wei)(wei)(wei)(wei)監(jian)督責(ze)(ze)任(ren)(ren)貫(guan)通聯動、一體(ti)落實(shi)。中(zhong)共中(zhong)央辦公廳印(yin)發的(de)《黨(dang)(dang)委(wei)(wei)(wei)(wei)(黨(dang)(dang)組)落實(shi)全(quan)面從嚴治(zhi)(zhi)黨(dang)(dang)主(zhu)體(ti)責(ze)(ze)任(ren)(ren)規(gui)定》對黨(dang)(dang)委(wei)(wei)(wei)(wei)(黨(dang)(dang)組)、黨(dang)(dang)委(wei)(wei)(wei)(wei)(黨(dang)(dang)組)書記、紀(ji)(ji)委(wei)(wei)(wei)(wei)在全(quan)面從嚴治(zhi)(zhi)黨(dang)(dang)中(zhong)履行(xing)什么(me)責(ze)(ze)任(ren)(ren),如(ru)何履行(xing)責(ze)(ze)任(ren)(ren)等作出明確規(gui)定,提供(gong)了(le)重要(yao)制度遵循。
國有(you)企業(ye)是(shi)我(wo)國經濟發展的(de)重要(yao)力(li)量,國有(you)企業(ye)黨(dang)組(黨(dang)委)主體責(ze)任、書記第一責(ze)任人責(ze)任和紀(ji)檢(jian)監察(cha)機關(包括紀(ji)委、監察(cha)專員辦公室、派駐紀(ji)檢(jian)監察(cha)組)監督責(ze)任都是(shi)全面從嚴治黨(dang)責(ze)任的(de)重要(yao)方(fang)面,三者(zhe)是(shi)否能夠貫通協同、一體落(luo)實,對(dui)國有(you)企業(ye)健全監督體系、實現管(guan)黨(dang)治黨(dang)有(you)力(li)有(you)效至關重要(yao)。
國有企業一體落實“三個責任”的經驗措施
加強頂層設計,推(tui)動制(zhi)度建設。“三個責(ze)任(ren)”一體(ti)落實(shi)(shi),核(he)心是(shi)統籌協調,關鍵是(shi)有(you)規可依。有(you)的企(qi)業專門出臺落實(shi)(shi)主(zhu)體(ti)責(ze)任(ren)與監(jian)(jian)督(du)責(ze)任(ren)的實(shi)(shi)施細則、責(ze)任(ren)清(qing)單、履責(ze)要點、考核(he)評價辦法(fa),制(zhi)定“一崗雙(shuang)責(ze)”實(shi)(shi)施細則等,厘清(qing)責(ze)任(ren)邊界、層層壓實(shi)(shi)“兩(liang)個責(ze)任(ren)”。有(you)的黨(dang)組(zu)(黨(dang)委)與紀(ji)檢(jian)監(jian)(jian)察機(ji)關共同制(zhi)定一體(ti)推(tui)進不(bu)敢腐(fu)、不(bu)能腐(fu)、不(bu)想腐(fu)的實(shi)(shi)施意見(jian)。有(you)的完善(shan)派駐監(jian)(jian)督(du)體(ti)制(zhi)機(ji)制(zhi),探(tan)索以(yi)上(shang)級紀(ji)委監(jian)(jian)委派駐形式強化對國有(you)企(qi)業監(jian)(jian)督(du)的有(you)效機(ji)制(zhi),擴展垂直管(guan)(guan)理(li)單位(wei)和部分(fen)以(yi)上(shang)級管(guan)(guan)理(li)為主(zhu)單位(wei)紀(ji)檢(jian)監(jian)(jian)察體(ti)制(zhi)改(gai)革(ge)試點。
清(qing)晰(xi)職(zhi)責(ze)定位,擦亮派駐探頭。厘(li)清(qing)職(zhi)責(ze)邊界是(shi)形(xing)成(cheng)監督合力的(de)先(xian)決條件。派駐紀檢(jian)監察(cha)組厘(li)清(qing)與所在國(guo)有(you)企(qi)(qi)業(ye)的(de)監督與被(bei)監督關系(xi),紀檢(jian)監察(cha)組長(chang)發揮雙重身(shen)份(fen)作用(yong),把準(zhun)代表上級紀委監委的(de)監督專(zhuan)責(ze)和作為班子成(cheng)員的(de)全面從嚴治黨(dang)協(xie)助職(zhi)責(ze),立足再監督定位,協(xie)助不包(bao)攬、推(tui)動(dong)不代替,督促推(tui)動(dong)國(guo)有(you)企(qi)(qi)業(ye)黨(dang)組(黨(dang)委)把握統籌疫情(qing)(qing)防控和經(jing)濟社會(hui)發展跟進(jin)精(jing)準(zhun)全程(cheng)監督要求,及時向國(guo)有(you)企(qi)(qi)業(ye)黨(dang)組(黨(dang)委)提出一手(shou)抓疫情(qing)(qing)防控、一手(shou)抓恢復生產經(jing)營(ying)的(de)工(gong)(gong)作建(jian)議(yi),圍(wei)繞企(qi)(qi)業(ye)生產經(jing)營(ying)開(kai)展專(zhuan)項治理和監督工(gong)(gong)作。
完善組(zu)(zu)(zu)(zu)織結構,搭建(jian)(jian)(jian)溝(gou)通平(ping)臺。有的(de)(de)(de)企(qi)(qi)業成立(li)了黨(dang)風廉政建(jian)(jian)(jian)設和反腐敗工(gong)作領(ling)導(dao)小(xiao)組(zu)(zu)(zu)(zu)和協(xie)(xie)調(diao)小(xiao)組(zu)(zu)(zu)(zu),制(zhi)定工(gong)作規則,黨(dang)組(zu)(zu)(zu)(zu)書記和紀檢監察組(zu)(zu)(zu)(zu)長(chang)分別擔任領(ling)導(dao)小(xiao)組(zu)(zu)(zu)(zu)和協(xie)(xie)調(diao)小(xiao)組(zu)(zu)(zu)(zu)組(zu)(zu)(zu)(zu)長(chang)。有的(de)(de)(de)推動(dong)(dong)國有企(qi)(qi)業黨(dang)組(zu)(zu)(zu)(zu)(黨(dang)委(wei))成立(li)監督(du)委(wei)員(yuan)會,建(jian)(jian)(jian)立(li)問(wen)題(ti)發現機(ji)制(zhi)、跨部(bu)門協(xie)(xie)作機(ji)制(zhi)、上下聯(lian)動(dong)(dong)機(ji)制(zhi)、整改落實機(ji)制(zhi)和成果(guo)運用機(ji)制(zhi)。有的(de)(de)(de)通過完善黨(dang)風廉政建(jian)(jian)(jian)設協(xie)(xie)調(diao)小(xiao)組(zu)(zu)(zu)(zu)聯(lian)席(xi)會議機(ji)制(zhi),研判形勢、通報情(qing)況、移交線索,充分發揮各項(xiang)監督(du)多方聯(lian)動(dong)(dong)、合(he)力推進(jin)的(de)(de)(de)效果(guo)。
建立(li)協同機(ji)制(zhi),暢通(tong)(tong)協作渠道(dao)。在(zai)構(gou)建“三(san)個責任”職(zhi)責分(fen)明、流程規(gui)范、協同高效的(de)(de)(de)(de)落實機(ji)制(zhi)方面,有的(de)(de)(de)(de)企(qi)業(ye)(ye)專門出(chu)(chu)臺國(guo)有企(qi)業(ye)(ye)黨組(zu)(zu)(黨委(wei))與(yu)派(pai)駐紀檢(jian)(jian)監察(cha)組(zu)(zu)溝通(tong)(tong)協調(diao)(diao)的(de)(de)(de)(de)實施辦法,派(pai)駐紀檢(jian)(jian)監察(cha)組(zu)(zu)長(chang)及時與(yu)國(guo)有企(qi)業(ye)(ye)黨組(zu)(zu)(黨委(wei))成(cheng)(cheng)員就分(fen)管領(ling)域黨風(feng)廉政建設落實情況溝通(tong)(tong)交流,派(pai)駐紀檢(jian)(jian)監察(cha)組(zu)(zu)主要負責同志(zhi)在(zai)集(ji)團黨組(zu)(zu)會(hui)、總經(jing)理(li)辦公會(hui)、月度(du)經(jing)營分(fen)析例(li)會(hui)等(deng)(deng)重(zhong)要會(hui)議(yi)(yi)上發表意見、提出(chu)(chu)建議(yi)(yi)。有的(de)(de)(de)(de)國(guo)有企(qi)業(ye)(ye)與(yu)派(pai)駐紀檢(jian)(jian)監察(cha)組(zu)(zu)共同編制(zhi)企(qi)業(ye)(ye)廉情報告(gao),把經(jing)營生產中的(de)(de)(de)(de)大額(e)度(du)資金支付、合(he)同簽訂、合(he)同收(shou)款、“三(san)公”經(jing)費(fei)支出(chu)(chu)、特殊成(cheng)(cheng)本支出(chu)(chu)等(deng)(deng)作為(wei)關鍵數據(ju)采集(ji)點,加強風(feng)險預警(jing),推動國(guo)有企(qi)業(ye)(ye)風(feng)險防控工作。有的(de)(de)(de)(de)重(zhong)視(shi)(shi)派(pai)駐監督(du)與(yu)巡(xun)(xun)視(shi)(shi)監督(du)的(de)(de)(de)(de)協調(diao)(diao)貫通(tong)(tong),形(xing)成(cheng)(cheng)“巡(xun)(xun)前意見征詢、巡(xun)(xun)中溝通(tong)(tong)協調(diao)(diao)、巡(xun)(xun)后成(cheng)(cheng)果共享、監督(du)整改落實”的(de)(de)(de)(de)全程協同機(ji)制(zhi)。
責任落實需在貫通聯動上持續發力
主(zhu)體責(ze)(ze)(ze)(ze)(ze)(ze)任(ren)與(yu)第一(yi)責(ze)(ze)(ze)(ze)(ze)(ze)任(ren)人責(ze)(ze)(ze)(ze)(ze)(ze)任(ren)貫通方面(mian)。一(yi)是(shi)黨(dang)(dang)組(黨(dang)(dang)委)書記的(de)(de)(de)(de)首責(ze)(ze)(ze)(ze)(ze)(ze)主(zhu)責(ze)(ze)(ze)(ze)(ze)(ze)作(zuo)用(yong)發揮不(bu)(bu)夠(gou)。有(you)(you)(you)的(de)(de)(de)(de)黨(dang)(dang)組(黨(dang)(dang)委)書記第一(yi)責(ze)(ze)(ze)(ze)(ze)(ze)任(ren)人意(yi)識薄弱,重業務輕黨(dang)(dang)建,“企業特(te)殊論”仍然存在;有(you)(you)(you)的(de)(de)(de)(de)落實(shi)責(ze)(ze)(ze)(ze)(ze)(ze)任(ren)糊弄應(ying)付,喊口號走(zou)過場,日常監(jian)(jian)督浮于表面(mian),約談提醒很少開展,領(ling)導、指導和監(jian)(jian)督檢(jian)查(cha)不(bu)(bu)夠(gou)有(you)(you)(you)力;有(you)(you)(you)的(de)(de)(de)(de)對(dui)單位存在的(de)(de)(de)(de)廉(lian)政風(feng)險敏感(gan)性(xing)不(bu)(bu)高,執行(xing)全(quan)面(mian)從(cong)(cong)嚴治黨(dang)(dang)各(ge)項要求打(da)折(zhe)扣、搞變通,對(dui)紀(ji)檢(jian)監(jian)(jian)察(cha)機關(guan)查(cha)信(xin)辦案支(zhi)持不(bu)(bu)夠(gou)。二是(shi)班(ban)子其他成員(yuan)“一(yi)崗(gang)(gang)雙(shuang)(shuang)責(ze)(ze)(ze)(ze)(ze)(ze)”作(zuo)用(yong)發揮不(bu)(bu)夠(gou)。有(you)(you)(you)的(de)(de)(de)(de)國有(you)(you)(you)企業落實(shi)“兩個責(ze)(ze)(ze)(ze)(ze)(ze)任(ren)”與(yu)班(ban)子成員(yuan)的(de)(de)(de)(de)“一(yi)崗(gang)(gang)雙(shuang)(shuang)責(ze)(ze)(ze)(ze)(ze)(ze)”各(ge)自(zi)為(wei)營、聯動不(bu)(bu)強;有(you)(you)(you)的(de)(de)(de)(de)班(ban)子成員(yuan)認為(wei)全(quan)面(mian)從(cong)(cong)嚴治黨(dang)(dang)是(shi)一(yi)把手的(de)(de)(de)(de)事(shi),重效(xiao)率效(xiao)益(yi)輕風(feng)險防控,對(dui)分管(guan)單位和部(bu)(bu)門全(quan)面(mian)從(cong)(cong)嚴治黨(dang)(dang)工(gong)作(zuo)領(ling)導、檢(jian)查(cha)、督促(cu)不(bu)(bu)夠(gou),對(dui)分管(guan)干部(bu)(bu)失管(guan)、失教、失察(cha)。三是(shi)職能(neng)部(bu)(bu)門執行(xing)作(zuo)用(yong)發揮不(bu)(bu)夠(gou)。有(you)(you)(you)的(de)(de)(de)(de)黨(dang)(dang)委辦公廳(ting)(室)、職能(neng)部(bu)(bu)門、辦事(shi)機構等認為(wei)主(zhu)體責(ze)(ze)(ze)(ze)(ze)(ze)任(ren)落實(shi)是(shi)黨(dang)(dang)組(黨(dang)(dang)委)及其主(zhu)要領(ling)導的(de)(de)(de)(de)事(shi),監(jian)(jian)督責(ze)(ze)(ze)(ze)(ze)(ze)任(ren)是(shi)紀(ji)檢(jian)監(jian)(jian)察(cha)機關(guan)的(de)(de)(de)(de)事(shi),履行(xing)全(quan)面(mian)從(cong)(cong)嚴治黨(dang)(dang)責(ze)(ze)(ze)(ze)(ze)(ze)任(ren)推諉(wei)應(ying)付、置身(shen)事(shi)外,工(gong)作(zuo)合力沒有(you)(you)(you)形成;有(you)(you)(you)的(de)(de)(de)(de)職能(neng)部(bu)(bu)門在履行(xing)全(quan)面(mian)從(cong)(cong)嚴治黨(dang)(dang)上(shang)職責(ze)(ze)(ze)(ze)(ze)(ze)不(bu)(bu)清、溝通不(bu)(bu)夠(gou),統籌(chou)協調、聯動落實(shi)不(bu)(bu)力,離(li)系(xi)統集成、貫通聯動尚有(you)(you)(you)差距。
主(zhu)(zhu)體(ti)(ti)責(ze)(ze)(ze)(ze)任與(yu)(yu)(yu)監(jian)(jian)(jian)(jian)(jian)(jian)督責(ze)(ze)(ze)(ze)任聯動方(fang)(fang)面(mian)。一是(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)(dang)組(zu)(zu)(黨(dang)(dang)(dang)(dang)(dang)委)與(yu)(yu)(yu)紀(ji)(ji)檢(jian)(jian)(jian)(jian)監(jian)(jian)(jian)(jian)(jian)(jian)察(cha)(cha)機(ji)(ji)關(guan)(guan)聯動不(bu)(bu)(bu)夠。有(you)的(de)(de)國(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)把兩個責(ze)(ze)(ze)(ze)任割裂開(kai)來,片(pian)面(mian)認(ren)為主(zhu)(zhu)體(ti)(ti)責(ze)(ze)(ze)(ze)任就是(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)(dang)組(zu)(zu)(黨(dang)(dang)(dang)(dang)(dang)委)的(de)(de),監(jian)(jian)(jian)(jian)(jian)(jian)督責(ze)(ze)(ze)(ze)任就是(shi)(shi)(shi)紀(ji)(ji)檢(jian)(jian)(jian)(jian)監(jian)(jian)(jian)(jian)(jian)(jian)察(cha)(cha)機(ji)(ji)關(guan)(guan)的(de)(de),沒(mei)(mei)有(you)做到貫通聯動一體(ti)(ti)落(luo)實(shi)(shi),黨(dang)(dang)(dang)(dang)(dang)建工作(zuo)與(yu)(yu)(yu)業(ye)(ye)(ye)(ye)(ye)務工作(zuo)“兩手抓”相互促(cu)進效(xiao)(xiao)應沒(mei)(mei)有(you)顯現(xian);有(you)的(de)(de)國(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)黨(dang)(dang)(dang)(dang)(dang)組(zu)(zu)(黨(dang)(dang)(dang)(dang)(dang)委)將涉(she)及全面(mian)從嚴治黨(dang)(dang)(dang)(dang)(dang)的(de)(de)工作(zuo)大多批轉給紀(ji)(ji)檢(jian)(jian)(jian)(jian)監(jian)(jian)(jian)(jian)(jian)(jian)察(cha)(cha)機(ji)(ji)關(guan)(guan)落(luo)實(shi)(shi),主(zhu)(zhu)體(ti)(ti)責(ze)(ze)(ze)(ze)任落(luo)實(shi)(shi)不(bu)(bu)(bu)到位(wei)。二是(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)(dang)組(zu)(zu)(黨(dang)(dang)(dang)(dang)(dang)委)與(yu)(yu)(yu)紀(ji)(ji)檢(jian)(jian)(jian)(jian)監(jian)(jian)(jian)(jian)(jian)(jian)察(cha)(cha)機(ji)(ji)關(guan)(guan)開(kai)展監(jian)(jian)(jian)(jian)(jian)(jian)督配合(he)不(bu)(bu)(bu)夠。有(you)的(de)(de)在(zai)重大事項(xiang)監(jian)(jian)(jian)(jian)(jian)(jian)督方(fang)(fang)面(mian)不(bu)(bu)(bu)能及時有(you)效(xiao)(xiao)溝通,紀(ji)(ji)檢(jian)(jian)(jian)(jian)監(jian)(jian)(jian)(jian)(jian)(jian)察(cha)(cha)機(ji)(ji)關(guan)(guan)的(de)(de)監(jian)(jian)(jian)(jian)(jian)(jian)督多停留在(zai)參加(jia)(列席)會議、廉政教育以(yi)及程序監(jian)(jian)(jian)(jian)(jian)(jian)督層面(mian),對監(jian)(jian)(jian)(jian)(jian)(jian)督單(dan)位(wei)審(shen)批權(quan)、人(ren)事權(quan)等權(quan)力運行(xing)(xing)的(de)(de)核心(xin)(xin)工作(zuo)只能依靠談(tan)心(xin)(xin)談(tan)話、信訪舉報(bao)來發(fa)現(xian)問(wen)題(ti)線索(suo)。三(san)是(shi)(shi)(shi)主(zhu)(zhu)責(ze)(ze)(ze)(ze)部(bu)門與(yu)(yu)(yu)紀(ji)(ji)檢(jian)(jian)(jian)(jian)監(jian)(jian)(jian)(jian)(jian)(jian)察(cha)(cha)機(ji)(ji)關(guan)(guan)聯動性(xing)不(bu)(bu)(bu)夠。有(you)的(de)(de)主(zhu)(zhu)責(ze)(ze)(ze)(ze)部(bu)門落(luo)實(shi)(shi)兩個責(ze)(ze)(ze)(ze)任與(yu)(yu)(yu)具體(ti)(ti)業(ye)(ye)(ye)(ye)(ye)務工作(zuo)脫節,方(fang)(fang)法(fa)單(dan)一、措施(shi)不(bu)(bu)(bu)多;有(you)的(de)(de)主(zhu)(zhu)責(ze)(ze)(ze)(ze)部(bu)門對履(lv)職過程中發(fa)現(xian)的(de)(de)違紀(ji)(ji)違法(fa)問(wen)題(ti)故意掩飾、自行(xing)(xing)處置(zhi),不(bu)(bu)(bu)向紀(ji)(ji)檢(jian)(jian)(jian)(jian)監(jian)(jian)(jian)(jian)(jian)(jian)察(cha)(cha)機(ji)(ji)關(guan)(guan)通報(bao)反饋。四是(shi)(shi)(shi)紀(ji)(ji)檢(jian)(jian)(jian)(jian)監(jian)(jian)(jian)(jian)(jian)(jian)察(cha)(cha)機(ji)(ji)關(guan)(guan)履(lv)行(xing)(xing)監(jian)(jian)(jian)(jian)(jian)(jian)督與(yu)(yu)(yu)協助責(ze)(ze)(ze)(ze)任聯動性(xing)不(bu)(bu)(bu)夠。個別紀(ji)(ji)檢(jian)(jian)(jian)(jian)監(jian)(jian)(jian)(jian)(jian)(jian)察(cha)(cha)機(ji)(ji)關(guan)(guan)以(yi)“監(jian)(jian)(jian)(jian)(jian)(jian)督代替協助”或(huo)是(shi)(shi)(shi)以(yi)“協助代替監(jian)(jian)(jian)(jian)(jian)(jian)督”;有(you)的(de)(de)監(jian)(jian)(jian)(jian)(jian)(jian)督工作(zuo)與(yu)(yu)(yu)國(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)中心(xin)(xin)工作(zuo)融(rong)合(he)不(bu)(bu)(bu)高,在(zai)監(jian)(jian)(jian)(jian)(jian)(jian)督國(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)業(ye)(ye)(ye)(ye)(ye)務開(kai)展方(fang)(fang)面(mian)專業(ye)(ye)(ye)(ye)(ye)知識(shi)欠缺,存在(zai)外行(xing)(xing)監(jian)(jian)(jian)(jian)(jian)(jian)督內行(xing)(xing)現(xian)象。
第(di)一(yi)(yi)責(ze)(ze)任(ren)人對(dui)監(jian)(jian)督責(ze)(ze)任(ren)的(de)(de)領(ling)(ling)導(dao)(dao)方面(mian)。一(yi)(yi)是(shi)黨(dang)(dang)(dang)組(zu)(黨(dang)(dang)(dang)委)書(shu)記對(dui)紀(ji)檢(jian)(jian)(jian)監(jian)(jian)察(cha)(cha)工(gong)(gong)作(zuo)(zuo)的(de)(de)領(ling)(ling)導(dao)(dao)不(bu)(bu)(bu)(bu)(bu)(bu)足。紀(ji)檢(jian)(jian)(jian)監(jian)(jian)察(cha)(cha)工(gong)(gong)作(zuo)(zuo)實行(xing)(xing)雙重領(ling)(ling)導(dao)(dao)體(ti)(ti)(ti)制(zhi),上級紀(ji)檢(jian)(jian)(jian)監(jian)(jian)察(cha)(cha)機(ji)關(guan)和(he)(he)國有企(qi)業(ye)(ye)黨(dang)(dang)(dang)組(zu)(黨(dang)(dang)(dang)委)都(dou)應該是(shi)企(qi)業(ye)(ye)紀(ji)檢(jian)(jian)(jian)監(jian)(jian)察(cha)(cha)機(ji)關(guan)履職盡責(ze)(ze)的(de)(de)堅強后(hou)盾(dun)。有的(de)(de)國有企(qi)業(ye)(ye)黨(dang)(dang)(dang)組(zu)(黨(dang)(dang)(dang)委)書(shu)記對(dui)監(jian)(jian)督工(gong)(gong)作(zuo)(zuo)熱(re)情不(bu)(bu)(bu)(bu)(bu)(bu)高(gao)、專(zhuan)業(ye)(ye)化能力(li)不(bu)(bu)(bu)(bu)(bu)(bu)足,對(dui)紀(ji)檢(jian)(jian)(jian)監(jian)(jian)察(cha)(cha)工(gong)(gong)作(zuo)(zuo)中需要(yao)黨(dang)(dang)(dang)委領(ling)(ling)導(dao)(dao)、審批和(he)(he)協調的(de)(de)事項不(bu)(bu)(bu)(bu)(bu)(bu)知如(ru)(ru)何辦理,難(nan)以進(jin)(jin)行(xing)(xing)有效領(ling)(ling)導(dao)(dao);有的(de)(de)協調力(li)度不(bu)(bu)(bu)(bu)(bu)(bu)夠(gou),對(dui)監(jian)(jian)督執(zhi)紀(ji)問(wen)(wen)(wen)(wen)責(ze)(ze)的(de)(de)重點環節,如(ru)(ru)請(qing)求上級單位、平級單位或外部協助等情況(kuang),進(jin)(jin)行(xing)(xing)聯(lian)系溝(gou)通或向上請(qing)示的(de)(de)主動性(xing)(xing)不(bu)(bu)(bu)(bu)(bu)(bu)高(gao)。二是(shi)黨(dang)(dang)(dang)組(zu)(黨(dang)(dang)(dang)委)書(shu)記對(dui)問(wen)(wen)(wen)(wen)責(ze)(ze)工(gong)(gong)作(zuo)(zuo)的(de)(de)領(ling)(ling)導(dao)(dao)不(bu)(bu)(bu)(bu)(bu)(bu)足。有的(de)(de)黨(dang)(dang)(dang)組(zu)(黨(dang)(dang)(dang)委)書(shu)記對(dui)相關(guan)案(an)件中暴露出(chu)的(de)(de)責(ze)(ze)任(ren)缺(que)失(shi)問(wen)(wen)(wen)(wen)題缺(que)乏敏感性(xing)(xing),很多問(wen)(wen)(wen)(wen)題的(de)(de)處理就事論事,限(xian)于(yu)“問(wen)(wen)(wen)(wen)責(ze)(ze)”,怯(qie)于(yu)“追責(ze)(ze)”。三(san)是(shi)對(dui)構建一(yi)(yi)體(ti)(ti)(ti)推進(jin)(jin)不(bu)(bu)(bu)(bu)(bu)(bu)敢腐(fu)(fu)(fu)、不(bu)(bu)(bu)(bu)(bu)(bu)能腐(fu)(fu)(fu)、不(bu)(bu)(bu)(bu)(bu)(bu)想腐(fu)(fu)(fu)體(ti)(ti)(ti)制(zhi)機(ji)制(zhi)用力(li)不(bu)(bu)(bu)(bu)(bu)(bu)足。有的(de)(de)黨(dang)(dang)(dang)組(zu)(黨(dang)(dang)(dang)委)書(shu)記對(dui)一(yi)(yi)體(ti)(ti)(ti)推進(jin)(jin)不(bu)(bu)(bu)(bu)(bu)(bu)敢腐(fu)(fu)(fu)、不(bu)(bu)(bu)(bu)(bu)(bu)能腐(fu)(fu)(fu)、不(bu)(bu)(bu)(bu)(bu)(bu)想腐(fu)(fu)(fu)體(ti)(ti)(ti)制(zhi)機(ji)制(zhi)的(de)(de)目(mu)標任(ren)務了解有限(xian),對(dui)完善權力(li)配置和(he)(he)運行(xing)(xing)制(zhi)約(yue)機(ji)制(zhi)主動性(xing)(xing)不(bu)(bu)(bu)(bu)(bu)(bu)高(gao),在實際落實過程中存在職責(ze)(ze)不(bu)(bu)(bu)(bu)(bu)(bu)夠(gou)清晰、協同不(bu)(bu)(bu)(bu)(bu)(bu)夠(gou)有力(li)等問(wen)(wen)(wen)(wen)題。
推動國有企業“三個責任”貫通協同形成合力
發揮(hui)主體責(ze)(ze)(ze)任(ren)的(de)牽頭抓總作(zuo)用。《黨(dang)(dang)(dang)(dang)委(wei)(黨(dang)(dang)(dang)(dang)組(zu))落實(shi)全(quan)面(mian)從(cong)(cong)嚴(yan)治(zhi)(zhi)黨(dang)(dang)(dang)(dang)主體責(ze)(ze)(ze)任(ren)規定》對黨(dang)(dang)(dang)(dang)委(wei)(黨(dang)(dang)(dang)(dang)組(zu))落實(shi)全(quan)面(mian)從(cong)(cong)嚴(yan)治(zhi)(zhi)黨(dang)(dang)(dang)(dang)主體責(ze)(ze)(ze)任(ren)應當(dang)遵循的(de)原則、責(ze)(ze)(ze)任(ren)內容(rong)、責(ze)(ze)(ze)任(ren)落實(shi)、監(jian)督追責(ze)(ze)(ze)等都作(zuo)了(le)明(ming)確規定。國有(you)企業黨(dang)(dang)(dang)(dang)組(zu)(黨(dang)(dang)(dang)(dang)委(wei))要自覺發揮(hui)牽頭抓總作(zuo)用,與(yu)紀檢監(jian)察機關一道,研(yan)究細化“三(san)個責(ze)(ze)(ze)任(ren)”清單,將(jiang)黨(dang)(dang)(dang)(dang)的(de)建設(she)與(yu)經濟社會(hui)發展有(you)機統一、統籌謀(mou)劃,將(jiang)黨(dang)(dang)(dang)(dang)建工作(zuo)與(yu)業務工作(zuo)同謀(mou)劃、同部(bu)署(shu)、同推進、同考核(he),加(jia)強對國有(you)企業全(quan)面(mian)從(cong)(cong)嚴(yan)治(zhi)(zhi)黨(dang)(dang)(dang)(dang)各(ge)項(xiang)工作(zuo)的(de)領(ling)導,推動(dong)“三(san)個責(ze)(ze)(ze)任(ren)”逐級(ji)壓實(shi)、逐層(ceng)延伸。國有(you)企業黨(dang)(dang)(dang)(dang)組(zu)(黨(dang)(dang)(dang)(dang)委(wei))應定期(qi)召(zhao)開黨(dang)(dang)(dang)(dang)組(zu)會(hui)議(常(chang)委(wei)會(hui)會(hui)議),研(yan)究國有(you)企業全(quan)面(mian)從(cong)(cong)嚴(yan)治(zhi)(zhi)黨(dang)(dang)(dang)(dang)工作(zuo)、企業重(zhong)大(da)違紀違法案件(jian)、嚴(yan)重(zhong)“四風”問(wen)題等事項(xiang),并就有(you)關問(wen)題及(ji)時召(zhao)開專題民主生(sheng)活(huo)會(hui)。
發揮第一責任人(ren)引領(ling)(ling)推動作用(yong)。國有企業黨(dang)(dang)(dang)組(黨(dang)(dang)(dang)委(wei))書記(ji)應(ying)當履行(xing)(xing)全面從嚴(yan)(yan)治(zhi)(zhi)(zhi)黨(dang)(dang)(dang)第一責任人(ren)職責,做到重要工作親(qin)自(zi)部署、重大問(wen)題親(qin)自(zi)過問(wen)、重點環節(jie)親(qin)自(zi)協調、重要案件親(qin)自(zi)督辦;管(guan)好(hao)班(ban)(ban)子、帶(dai)(dai)好(hao)隊伍(wu)、抓(zhua)好(hao)落(luo)(luo)實,支持、指導和督促領(ling)(ling)導班(ban)(ban)子其他成員(yuan)(yuan)、下級(ji)黨(dang)(dang)(dang)組(黨(dang)(dang)(dang)委(wei))書記(ji)履行(xing)(xing)全面從嚴(yan)(yan)治(zhi)(zhi)(zhi)黨(dang)(dang)(dang)責任,發現(xian)(xian)問(wen)題及時(shi)提醒(xing)糾(jiu)正。國有企業黨(dang)(dang)(dang)組(黨(dang)(dang)(dang)委(wei))書記(ji)要把領(ling)(ling)班(ban)(ban)子、帶(dai)(dai)隊伍(wu)體現(xian)(xian)在日常管(guan)理(li)監督中(zhong),使黨(dang)(dang)(dang)員(yuan)(yuan)干部時(shi)時(shi)感受紀律(lv)約束,對發現(xian)(xian)存在政治(zhi)(zhi)(zhi)、思(si)想、工作、生活(huo)、作風、紀律(lv)等方面苗頭性、傾(qing)向性問(wen)題的,應(ying)當及時(shi)進行(xing)(xing)提醒(xing)談話(hua);發現(xian)(xian)落(luo)(luo)實全面從嚴(yan)(yan)治(zhi)(zhi)(zhi)黨(dang)(dang)(dang)責任不到位、管(guan)黨(dang)(dang)(dang)治(zhi)(zhi)(zhi)黨(dang)(dang)(dang)問(wen)題較(jiao)多、黨(dang)(dang)(dang)員(yuan)(yuan)群眾來信來訪反(fan)映(ying)問(wen)題較(jiao)多的,應(ying)當及時(shi)進行(xing)(xing)約談,嚴(yan)(yan)肅批評教(jiao)育(yu),督促落(luo)(luo)實責任。
發揮(hui)協(xie)助職(zhi)責與監(jian)督(du)責任(ren)。企(qi)業紀檢(jian)(jian)監(jian)察(cha)(cha)機關(guan)要(yao)(yao)(yao)正確處理好協(xie)助與監(jian)督(du)的關(guan)系,在履行(xing)全面從(cong)嚴治(zhi)(zhi)黨監(jian)督(du)責任(ren)同(tong)時,通過重(zhong)大(da)事項請(qing)示(shi)報告、提(ti)出(chu)意(yi)見建議、監(jian)督(du)推動決策(ce)落實(shi)等(deng)方(fang)式,協(xie)助國(guo)有企(qi)業黨組(zu)(黨委)落實(shi)全面從(cong)嚴治(zhi)(zhi)黨主(zhu)(zhu)體責任(ren)。要(yao)(yao)(yao)強化(hua)政(zheng)(zheng)治(zhi)(zhi)監(jian)督(du),重(zhong)點加(jia)(jia)強對(dui)黨章黨規和法律法規執行(xing)情況的監(jian)督(du)檢(jian)(jian)查(cha),加(jia)(jia)強對(dui)黨中(zhong)央重(zhong)大(da)決策(ce)部署(shu)和習近(jin)平總書(shu)記重(zhong)要(yao)(yao)(yao)指(zhi)示(shi)批示(shi)精神(shen)落實(shi)情況的監(jian)督(du)檢(jian)(jian)查(cha),加(jia)(jia)強對(dui)各領域各方(fang)面重(zhong)要(yao)(yao)(yao)政(zheng)(zheng)策(ce)、重(zhong)要(yao)(yao)(yao)任(ren)務推進情況的監(jian)督(du)檢(jian)(jian)查(cha)。要(yao)(yao)(yao)創新監(jian)督(du)方(fang)式,抓(zhua)住(zhu)“關(guan)鍵少數(shu)”,把精準發現(xian)黨員干部及監(jian)察(cha)(cha)對(dui)象違紀違法問(wen)題作(zuo)為衡量監(jian)督(du)檢(jian)(jian)查(cha)工作(zuo)質量的重(zhong)要(yao)(yao)(yao)標準。要(yao)(yao)(yao)用好參加(jia)(jia)民(min)主(zhu)(zhu)生活會、核實(shi)個(ge)人有關(guan)事項、述(shu)責述(shu)廉、回復黨風廉政(zheng)(zheng)意(yi)見、實(shi)地考(kao)察(cha)(cha)調研、談(tan)話(hua)誡勉(mian)、調閱審查(cha)文件資料、開展民(min)主(zhu)(zhu)測評、警示(shi)教育(yu)提(ti)醒等(deng)日常監(jian)督(du)手段,提(ti)高(gao)主(zhu)(zhu)動發現(xian)問(wen)題的能力(li)。要(yao)(yao)(yao)深(shen)(shen)化(hua)標本(ben)兼(jian)治(zhi)(zhi),推動企(qi)業黨組(zu)(黨委)深(shen)(shen)入(ru)排查(cha)廉潔風險,加(jia)(jia)大(da)以案(an)促(cu)改(gai)工作(zuo)力(li)度,通過下發紀檢(jian)(jian)監(jian)察(cha)(cha)建議書(shu)、督(du)促(cu)整改(gai)落實(shi)等(deng)方(fang)式,發揮(hui)查(cha)辦案(an)件治(zhi)(zhi)本(ben)功效(xiao)。
強化(hua)統籌協(xie)調搭建(jian)溝通(tong)協(xie)作平(ping)臺。國有企(qi)業要(yao)(yao)抓住(zhu)制度建(jian)設主線(xian),在完善機制、貫(guan)通(tong)節(jie)點、優化(hua)流程上下(xia)功夫,使各(ge)方面(mian)銜接更順(shun)暢更有效(xiao)。要(yao)(yao)完善協(xie)同機制,充分發揮國有企(qi)業黨風廉政(zheng)建(jian)設和反腐敗協(xie)調小組作用,有效(xiao)整合(he)各(ge)類監(jian)督(du)力量,定(ding)期召(zhao)開聯席會議,加強信(xin)(xin)訪舉報和案(an)件協(xie)查工作,對重要(yao)(yao)事項集體(ti)商議研(yan)究,持續構(gou)建(jian)黨組(黨委)全面(mian)監(jian)督(du)、紀檢(jian)監(jian)察(cha)機構(gou)專責監(jian)督(du)以及職能(neng)部門(men)專業監(jian)督(du)貫(guan)通(tong)融合(he)、協(xie)調協(xie)同的(de)大監(jian)督(du)格局。紀檢(jian)監(jian)察(cha)機關要(yao)(yao)利(li)用好國有企(qi)業信(xin)(xin)息化(hua)程度較(jiao)高的(de)優勢,與資產(chan)管理(li)部門(men)、生產(chan)經營(ying)管理(li)部門(men)等建(jian)立(li)信(xin)(xin)息共享平(ping)臺,以實時、真實、客(ke)觀的(de)數據反饋提(ti)高監(jian)督(du)效(xiao)能(neng)。
