  注重加強學(xue)(xue)(xue)習(xi)培(pei)(pei)訓和(he)實戰鍛煉(lian),不斷提高政治能(neng)(neng)力和(he)業(ye)(ye)務水平。組(zu)(zu)織專職紀檢(jian)干(gan)部(bu)(bu)深入(ru)學(xue)(xue)(xue)習(xi)業(ye)(ye)務知識,以(yi)全員培(pei)(pei)訓作(zuo)為提升能(neng)(neng)力的(de)重要(yao)抓手,深入(ru)學(xue)(xue)(xue)習(xi)中央紀委國(guo)家監(jian)委關于紀檢(jian)監(jian)察(cha)干(gan)部(bu)(bu)培(pei)(pei)訓課(ke)程(cheng)等學(xue)(xue)(xue)習(xi)資料,積極參加上級紀檢(jian)監(jian)察(cha)機(ji)關組(zu)(zu)織的(de)培(pei)(pei)訓。選送(song)專職紀檢(jian)干(gan)部(bu)(bu)參加上級黨組(zu)(zu)織巡視(shi)和(he)借調(diao)上級紀檢(jian)監(jian)察(cha)機(ji)關工作(zuo),進(jin)行實踐(jian)鍛煉(lian)。依托學(xue)(xue)(xue)校(xiao)“黨風廉政建設研究(jiu)(jiu)中心”,組(zu)(zu)織開展(zhan)學(xue)(xue)(xue)校(xiao)廉政建設研究(jiu)(jiu)。2020年召開5次二級紀委書記調(diao)研座談(tan)會(hui),以(yi)會(hui)代訓,組(zu)(zu)織兼職紀檢(jian)干(gan)部(bu)(bu)深入(ru)交流學(xue)(xue)(xue)習(xi),進(jin)一步提升素質能(neng)(neng)力。

  從嚴管理,筑牢防火墻

  堅(jian)持權(quan)力(li)行(xing)使慎之又慎,切實(shi)規(gui)范(fan)自身權(quan)力(li)運(yun)行(xing)。2020年(nian),貫徹落實(shi)教(jiao)育部(bu)黨(dang)組《關于規(gui)范(fan)直屬高等(deng)學(xue)校紀(ji)(ji)委(wei)機構(gou)(gou)設(she)置和(he)人(ren)員配備的(de)(de)若(ruo)干意見》,配合學(xue)校黨(dang)委(wei)完成對學(xue)校紀(ji)(ji)委(wei)機構(gou)(gou)設(she)置的(de)(de)改(gai)革。學(xue)校紀(ji)(ji)委(wei)下設(she)紀(ji)(ji)委(wei)辦公室(shi)、監(jian)(jian)(jian)督(du)(du)(du)(du)檢查(cha)室(shi)、案件監(jian)(jian)(jian)督(du)(du)(du)(du)管(guan)理室(shi)、案件審理室(shi)等(deng)4個正副處級機構(gou)(gou),科學(xue)配置紀(ji)(ji)委(wei)內部(bu)權(quan)力(li),形(xing)成有效的(de)(de)權(quan)力(li)運(yun)行(xing)機制和(he)管(guan)理監(jian)(jian)(jian)督(du)(du)(du)(du)制約體系(xi)。注重(zhong)案件監(jian)(jian)(jian)督(du)(du)(du)(du)管(guan)理工(gong)作(zuo)和(he)干部(bu)監(jian)(jian)(jian)督(du)(du)(du)(du)工(gong)作(zuo)的(de)(de)有機結合,發揮好案管(guan)部(bu)門紀(ji)(ji)律部(bu)隊中的(de)(de)“紀(ji)(ji)律部(bu)隊”作(zuo)用,強(qiang)化內部(bu)監(jian)(jian)(jian)管(guan)職(zhi)責,做實(shi)對監(jian)(jian)(jian)督(du)(du)(du)(du)檢查(cha)、線索處置、審查(cha)審理全過程監(jian)(jian)(jian)督(du)(du)(du)(du)管(guan)理。

  不斷健全(quan)完善內控機制(zhi),制(zhi)定(ding)議事(shi)(shi)決策制(zhi)度(du)、問題線(xian)索集體(ti)(ti)研(yan)判專題例會制(zhi)度(du)等(deng),集體(ti)(ti)決策學(xue)校紀檢(jian)工作(zuo)重要事(shi)(shi)項。結合學(xue)校實(shi)際,研(yan)究制(zhi)定(ding)了(le)學(xue)校《信訪舉(ju)報及問題線(xian)索處置(zhi)管(guan)理辦法》《線(xian)索處置(zhi)工作(zuo)流程及文書模板》《審(shen)(shen)查審(shen)(shen)理工作(zuo)流程文書模板》《審(shen)(shen)查措施(shi)文書模板》等(deng)工作(zuo)制(zhi)度(du),實(shi)現工作(zuo)的制(zhi)度(du)化(hua)(hua)(hua)(hua)、規范化(hua)(hua)(hua)(hua)、程序(xu)化(hua)(hua)(hua)(hua)。系統梳(shu)理紀委權力(li)運行各環節、各步驟,制(zhi)定(ding)有針對性的完善措施(shi),優化(hua)(hua)(hua)(hua)工作(zuo)流程,明確審(shen)(shen)批權限,嚴格做(zuo)到有權受約束、用權受監督。

  堅持問題導(dao)向(xiang),以(yi)建(jian)立(li)健全(quan)責(ze)任清(qing)單制(zhi)度為抓(zhua)手,構建(jian)以(yi)明責(ze)、督責(ze)、考責(ze)、問責(ze)循環作用推動責(ze)任落(luo)實的工(gong)作體系,創(chuang)新推出學(xue)校(xiao)紀(ji)委和二級紀(ji)檢組(zu)織履行職(zhi)責(ze)20條正面(mian)清(qing)單和14條負(fu)面(mian)清(qing)單,準確把握權力邊界和政策界限;進(jin)一步明確紀(ji)檢干部職(zhi)責(ze)范(fan)圍(wei),將工(gong)作具體責(ze)任落(luo)實到(dao)人,實行清(qing)單式、臺賬式記(ji)錄工(gong)作。

  從嚴監督,防止燈下黑

  堅(jian)持(chi)自(zi)我(wo)監督嚴之又嚴,敢于(yu)刀刃向內(nei)。實事求(qiu)是用好“四(si)種形態(tai)”,通(tong)過日常(chang)(chang)約談(tan)提醒(xing),深入了(le)解(jie)紀(ji)(ji)(ji)檢(jian)(jian)(jian)干(gan)(gan)部思(si)想動態(tai)、工作(zuo)生活(huo)、家風(feng)家教以及(ji)“八小時內(nei)外”情況。學(xue)校(xiao)紀(ji)(ji)(ji)委書記對(dui)二級(ji)紀(ji)(ji)(ji)檢(jian)(jian)(jian)組織負責(ze)同(tong)志開(kai)展(zhan)(zhan)經常(chang)(chang)性談(tan)心(xin)談(tan)話,組織開(kai)展(zhan)(zhan)調(diao)研座談(tan)等。對(dui)紀(ji)(ji)(ji)檢(jian)(jian)(jian)干(gan)(gan)部違紀(ji)(ji)(ji)違法問題(ti)零容忍(ren),發現一起(qi)查(cha)處(chu)一起(qi),不(bu)護短不(bu)遮丑。對(dui)反映學(xue)校(xiao)紀(ji)(ji)(ji)檢(jian)(jian)(jian)干(gan)(gan)部的信訪(fang)件嚴格把(ba)關(guan),問題(ti)線索(suo)優先處(chu)置(zhi),嚴格實行交叉內(nei)審、全面取證(zheng),確保處(chu)置(zhi)規(gui)范高(gao)效。對(dui)紀(ji)(ji)(ji)檢(jian)(jian)(jian)干(gan)(gan)部違紀(ji)(ji)(ji)違規(gui)問題(ti)嚴肅處(chu)理,堅(jian)決維護紀(ji)(ji)(ji)檢(jian)(jian)(jian)干(gan)(gan)部隊(dui)伍的純潔(jie)性,通(tong)過懲治極少(shao)數(shu)、管住大多(duo)數(shu),堅(jian)決防(fang)止“燈下黑”。近年來(lai),學(xue)校(xiao)紀(ji)(ji)(ji)委嚴肅查(cha)處(chu)2名(ming)二級(ji)紀(ji)(ji)(ji)委書記有關(guan)違紀(ji)(ji)(ji)問題(ti),給予相應黨紀(ji)(ji)(ji)處(chu)分,并調(diao)離紀(ji)(ji)(ji)檢(jian)(jian)(jian)崗(gang)位(wei)。

  貫(guan)徹落實《意見》,做(zuo)好日常(chang)監(jian)督(du)(du)(du)(du)工作,必(bi)須(xu)牢牢把握“對監(jian)督(du)(du)(du)(du)者(zhe)的(de)直接監(jian)督(du)(du)(du)(du)”“監(jian)督(du)(du)(du)(du)的(de)再(zai)監(jian)督(du)(du)(du)(du)”職(zhi)責定(ding)位,在做(zuo)實做(zuo)細日常(chang)監(jian)督(du)(du)(du)(du)上下功(gong)夫,確保干部監(jian)督(du)(du)(du)(du)工作精(jing)準有(you)力、抓(zhua)早抓(zhua)小、形成常(chang)態。

  以處(chu)置問(wen)(wen)題線索(suo)為抓手強化日常監(jian)(jian)督(du)。加強日常監(jian)(jian)督(du),必須針對(dui)(dui)(dui)紀(ji)(ji)(ji)(ji)(ji)(ji)檢(jian)(jian)(jian)監(jian)(jian)察(cha)(cha)(cha)干(gan)(gan)部(bu)特點,加大嚴(yan)(yan)(yan)管(guan)嚴(yan)(yan)(yan)治、自我凈化力度。一(yi)是(shi)堅持(chi)(chi)抓早抓小抓預(yu)防、從(cong)源頭(tou)發現問(wen)(wen)題。積極發揮信訪舉(ju)(ju)報(bao)、巡視(shi)巡察(cha)(cha)(cha)、專項檢(jian)(jian)(jian)查等(deng)主渠道作(zuo)用,對(dui)(dui)(dui)反映紀(ji)(ji)(ji)(ji)(ji)(ji)檢(jian)(jian)(jian)監(jian)(jian)察(cha)(cha)(cha)干(gan)(gan)部(bu)的信訪舉(ju)(ju)報(bao),優先排查、優先辦(ban)理(li),從(cong)源頭(tou)上(shang)強化管(guan)理(li)監(jian)(jian)督(du)。每(mei)半年(nian)開展一(yi)次干(gan)(gan)部(bu)監(jian)(jian)督(du)情況統計分析,掌握紀(ji)(ji)(ji)(ji)(ji)(ji)檢(jian)(jian)(jian)監(jian)(jian)察(cha)(cha)(cha)干(gan)(gan)部(bu)違紀(ji)(ji)(ji)(ji)(ji)(ji)趨勢和規律,增強監(jian)(jian)督(du)工(gong)(gong)作(zuo)的針對(dui)(dui)(dui)性和實(shi)(shi)效性。二是(shi)堅持(chi)(chi)提(ti)級(ji)管(guan)理(li)、從(cong)嚴(yan)(yan)(yan)要(yao)求(qiu)。對(dui)(dui)(dui)紀(ji)(ji)(ji)(ji)(ji)(ji)檢(jian)(jian)(jian)監(jian)(jian)察(cha)(cha)(cha)組(zu)內設機(ji)構(gou)、直(zhi)屬(shu)(shu)機(ji)構(gou)、派駐(zhu)機(ji)構(gou)全體干(gan)(gan)部(bu)以及(ji)(ji)專業公司紀(ji)(ji)(ji)(ji)(ji)(ji)委(wei)、直(zhi)屬(shu)(shu)紀(ji)(ji)(ji)(ji)(ji)(ji)委(wei)、企(qi)事(shi)(shi)業單位(wei)紀(ji)(ji)(ji)(ji)(ji)(ji)委(wei)二級(ji)副及(ji)(ji)以上(shang)紀(ji)(ji)(ji)(ji)(ji)(ji)檢(jian)(jian)(jian)干(gan)(gan)部(bu)的問(wen)(wen)題線索(suo)提(ti)級(ji)管(guan)理(li),由(you)紀(ji)(ji)(ji)(ji)(ji)(ji)檢(jian)(jian)(jian)監(jian)(jian)察(cha)(cha)(cha)組(zu)統一(yi)處(chu)置。紀(ji)(ji)(ji)(ji)(ji)(ji)檢(jian)(jian)(jian)監(jian)(jian)察(cha)(cha)(cha)體制(zhi)(zhi)改革以來,本(ben)級(ji)共處(chu)置涉及(ji)(ji)紀(ji)(ji)(ji)(ji)(ji)(ji)檢(jian)(jian)(jian)監(jian)(jian)察(cha)(cha)(cha)干(gan)(gan)部(bu)問(wen)(wen)題線索(suo)49件,給予黨(dang)(dang)紀(ji)(ji)(ji)(ji)(ji)(ji)政務處(chu)分3人(ren)、組(zu)織處(chu)理(li)9人(ren),特別(bie)是(shi)對(dui)(dui)(dui)1名企(qi)業紀(ji)(ji)(ji)(ji)(ji)(ji)委(wei)書(shu)記、1名一(yi)級(ji)正(zheng)(zheng)(zheng)巡視(shi)干(gan)(gan)部(bu)給予黨(dang)(dang)紀(ji)(ji)(ji)(ji)(ji)(ji)政務重處(chu)分。三是(shi)堅持(chi)(chi)嚴(yan)(yan)(yan)管(guan)厚愛結(jie)合、激勵約(yue)束(shu)并(bing)重。制(zhi)(zhi)定紀(ji)(ji)(ji)(ji)(ji)(ji)檢(jian)(jian)(jian)監(jian)(jian)察(cha)(cha)(cha)組(zu)激勵干(gan)(gan)部(bu)擔當作(zuo)為干(gan)(gan)事(shi)(shi)創業、容錯(cuo)糾(jiu)錯(cuo)、失(shi)實(shi)(shi)檢(jian)(jian)(jian)舉(ju)(ju)控告澄清等(deng)制(zhi)(zhi)度,保(bao)護(hu)(hu)紀(ji)(ji)(ji)(ji)(ji)(ji)檢(jian)(jian)(jian)監(jian)(jian)察(cha)(cha)(cha)干(gan)(gan)部(bu)工(gong)(gong)作(zuo)積極性。精(jing)準有(you)效運用“四種形態”,對(dui)(dui)(dui)有(you)信訪舉(ju)(ju)報(bao)但(dan)經查失(shi)實(shi)(shi)的,及(ji)(ji)時澄清正(zheng)(zheng)(zheng)名;對(dui)(dui)(dui)輕微(wei)違紀(ji)(ji)(ji)(ji)(ji)(ji)的,及(ji)(ji)時提(ti)醒糾(jiu)正(zheng)(zheng)(zheng)和幫(bang)助(zhu)教育;對(dui)(dui)(dui)違紀(ji)(ji)(ji)(ji)(ji)(ji)違法(fa)的,從(cong)嚴(yan)(yan)(yan)查處(chu),絕不“護(hu)(hu)犢子”,嚴(yan)(yan)(yan)防“燈下黑”。(吳兵 作(zuo)者系(xi)中國(guo)石(shi)油天(tian)然氣集團有(you)限公司紀(ji)(ji)(ji)(ji)(ji)(ji)檢(jian)(jian)(jian)監(jian)(jian)察(cha)(cha)(cha)組(zu)副組(zu)長(chang))(本(ben)文刊登于《中國(guo)紀(ji)(ji)(ji)(ji)(ji)(ji)檢(jian)(jian)(jian)監(jian)(jian)察(cha)(cha)(cha)報(bao)》2021年(nian)2月25日理(li)論周刊第7版)
