中共蘭州城市學院委員會關于省委第七輪巡視整改進展情況的通報
根據省委(wei)(wei)(wei)統一部署,2020年10月(yue)至12月(yue),省委(wei)(wei)(wei)第四巡(xun)視(shi)組對中(zhong)共(gong)蘭州城市學院委(wei)(wei)(wei)員會進行了常規(gui)巡(xun)視(shi)。2021年3月(yue),省委(wei)(wei)(wei)巡(xun)視(shi)組向(xiang)中(zhong)共(gong)蘭州城市學院委(wei)(wei)(wei)員會反饋(kui)了巡(xun)視(shi)意(yi)見。按照(zhao)巡(xun)視(shi)工作有關要求,現將巡(xun)視(shi)整(zheng)改進展情況予以公布。
一、高度重視巡視和巡視反饋問題
巡(xun)(xun)(xun)(xun)視(shi)(shi)是(shi)政(zheng)(zheng)治(zhi)(zhi)監督(du),是(shi)黨(dang)(dang)(dang)(dang)對(dui)(dui)省(sheng)屬高校(xiao)黨(dang)(dang)(dang)(dang)委(wei)(wei)履行黨(dang)(dang)(dang)(dang)的領導職能責(ze)任的政(zheng)(zheng)治(zhi)(zhi)體檢,是(shi)省(sheng)委(wei)(wei)對(dui)(dui)學(xue)校(xiao)黨(dang)(dang)(dang)(dang)委(wei)(wei)各項工作(zuo)和黨(dang)(dang)(dang)(dang)員干部(bu)的“全(quan)面檢閱”。學(xue)校(xiao)黨(dang)(dang)(dang)(dang)委(wei)(wei)將接(jie)受省(sheng)委(wei)(wei)巡(xun)(xun)(xun)(xun)視(shi)(shi)作(zuo)為學(xue)校(xiao)革(ge)除痼(gu)疾弊(bi)病、改進各方面工作(zuo)、推動(dong)高質量發展的有利契機。自去年10月(yue)16日省(sheng)委(wei)(wei)第四(si)巡(xun)(xun)(xun)(xun)視(shi)(shi)組(zu)巡(xun)(xun)(xun)(xun)視(shi)(shi)蘭(lan)州(zhou)城市學(xue)院(yuan)黨(dang)(dang)(dang)(dang)委(wei)(wei)工作(zuo)動(dong)員會(hui)召開以來,學(xue)校(xiao)黨(dang)(dang)(dang)(dang)委(wei)(wei)堅(jian)決(jue)貫徹落(luo)實省(sheng)委(wei)(wei)巡(xun)(xun)(xun)(xun)視(shi)(shi)相關(guan)要(yao)(yao)求(qiu),堅(jian)決(jue)服從(cong)巡(xun)(xun)(xun)(xun)視(shi)(shi)組(zu)安排,堅(jian)決(jue)支(zhi)持巡(xun)(xun)(xun)(xun)視(shi)(shi)組(zu)工作(zuo),對(dui)(dui)標中央和省(sheng)委(wei)(wei)要(yao)(yao)求(qiu),主動(dong)查擺、系統梳理學(xue)校(xiao)存在(zai)的問(wen)題和不足,深入(ru)剖析原(yuan)因,實事(shi)求(qiu)是(shi)向省(sheng)委(wei)(wei)巡(xun)(xun)(xun)(xun)視(shi)(shi)組(zu)反(fan)映。各級黨(dang)(dang)(dang)(dang)組(zu)織和黨(dang)(dang)(dang)(dang)員干部(bu)嚴(yan)(yan)明政(zheng)(zheng)治(zhi)(zhi)紀律、嚴(yan)(yan)守(shou)政(zheng)(zheng)治(zhi)(zhi)規矩(ju)、強(qiang)化責(ze)任擔當,嚴(yan)(yan)格按照(zhao)巡(xun)(xun)(xun)(xun)視(shi)(shi)要(yao)(yao)求(qiu),實事(shi)求(qiu)是(shi)匯(hui)報工作(zuo),客(ke)觀真(zhen)實反(fan)映問(wen)題,誠實誠信接(jie)受檢查,努(nu)力(li)使(shi)巡(xun)(xun)(xun)(xun)視(shi)(shi)組(zu)全(quan)面掌握情況、發現真(zhen)實問(wen)題。
今(jin)年3月24日,省委(wei)第(di)四巡(xun)(xun)(xun)(xun)視組(zu)向學(xue)(xue)校黨委(wei)反(fan)饋了4個(ge)方面15項問(wen)題。按照(zhao)省委(wei)巡(xun)(xun)(xun)(xun)視工作領(ling)導(dao)小組(zu)關(guan)于巡(xun)(xun)(xun)(xun)視整(zheng)(zheng)改(gai)的工作要求,學(xue)(xue)校黨委(wei)堅(jian)持以習(xi)近平新時代中國(guo)特色社會主(zhu)義思想為(wei)指導(dao),從增(zeng)強(qiang)“四個(ge)意識(shi)”、堅(jian)定“四個(ge)自(zi)信”、做(zuo)到“兩(liang)個(ge)維(wei)護”的政(zheng)治高(gao)度,提(ti)高(gao)政(zheng)治判斷力、政(zheng)治領(ling)悟力、政(zheng)治執行(xing)力,認(ren)真履(lv)行(xing)新時代肩(jian)負的職責(ze)(ze)使命(ming),堅(jian)決落(luo)(luo)(luo)實(shi)(shi)“兩(liang)個(ge)責(ze)(ze)任(ren)”,把抓好整(zheng)(zheng)改(gai)落(luo)(luo)(luo)實(shi)(shi)作為(wei)重要政(zheng)治任(ren)務,全(quan)盤接受巡(xun)(xun)(xun)(xun)視反(fan)饋問(wen)題和(he)巡(xun)(xun)(xun)(xun)視組(zu)提(ti)出的意見建議,針對巡(xun)(xun)(xun)(xun)視新發現的問(wen)題和(he)上輪巡(xun)(xun)(xun)(xun)視整(zheng)(zheng)改(gai)不到位的問(wen)題,以及選人用人、落(luo)(luo)(luo)實(shi)(shi)意識(shi)形態責(ze)(ze)任(ren)制專(zhuan)項檢查提(ti)出的問(wen)題,層層傳導(dao)壓力,落(luo)(luo)(luo)實(shi)(shi)整(zheng)(zheng)改(gai)責(ze)(ze)任(ren)。黨委(wei)書(shu)記切實(shi)(shi)擔起第(di)一(yi)責(ze)(ze)任(ren)人責(ze)(ze)任(ren),班子成員嚴(yan)格落(luo)(luo)(luo)實(shi)(shi)“一(yi)崗雙責(ze)(ze)”,主(zhu)動認(ren)領(ling)整(zheng)(zheng)改(gai)責(ze)(ze)任(ren),不回避、不掩蓋、不遲疑,按照(zhao)“四個(ge)融入”要求,認(ren)真制定整(zheng)(zheng)改(gai)措施,積極主(zhu)動抓好整(zheng)(zheng)改(gai),堅(jian)持做(zuo)到懲(cheng)前(qian)毖后、革故(gu)鼎(ding)新,努力開(kai)創學(xue)(xue)校“十四五(wu)”事業發展(zhan)新局面。
二、整改工作研究部署情況

(二(er))深(shen)(shen)入反(fan)思剖析,科學(xue)(xue)(xue)制定整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)方案(an)和臺(tai)賬(zhang)。4月(yue)上旬至中旬,學(xue)(xue)(xue)校(xiao)省(sheng)(sheng)委(wei)(wei)(wei)(wei)(wei)(wei)(wei)巡視(shi)問(wen)題整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)工(gong)作(zuo)領(ling)導小組(zu)(zu)帶領(ling)相關(guan)責任(ren)單(dan)位(wei)(wei)和部門(men),將(jiang)巡視(shi)反(fan)饋(kui)的15項(xiang)問(wen)題細化分解為(wei)45項(xiang)具體(ti)(ti)問(wen)題,深(shen)(shen)入剖析問(wen)題根源,認真(zhen)研究(jiu)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)措(cuo)(cuo)施,初(chu)步(bu)形成《關(guan)于(yu)省(sheng)(sheng)委(wei)(wei)(wei)(wei)(wei)(wei)(wei)第(di)四(si)巡視(shi)組(zu)(zu)反(fan)饋(kui)意見(jian)的整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)落(luo)實(shi)方案(an)》和《臺(tai)賬(zhang)》,報請(qing)省(sheng)(sheng)紀委(wei)(wei)(wei)(wei)(wei)(wei)(wei)監委(wei)(wei)(wei)(wei)(wei)(wei)(wei)、省(sheng)(sheng)委(wei)(wei)(wei)(wei)(wei)(wei)(wei)組(zu)(zu)織部、省(sheng)(sheng)委(wei)(wei)(wei)(wei)(wei)(wei)(wei)巡視(shi)辦、省(sheng)(sheng)教育廳(ting)審(shen)(shen)核后,認真(zhen)進行了(le)(le)修改(gai)(gai)(gai)(gai)完善。4月(yue)25日,學(xue)(xue)(xue)校(xiao)黨(dang)委(wei)(wei)(wei)(wei)(wei)(wei)(wei)召開(kai)2021年(nian)第(di)8次(ci)常委(wei)(wei)(wei)(wei)(wei)(wei)(wei)會會議(yi)(yi),審(shen)(shen)議(yi)(yi)通過了(le)(le)《中共(gong)蘭州城市學(xue)(xue)(xue)院(yuan)委(wei)(wei)(wei)(wei)(wei)(wei)(wei)員(yuan)會關(guan)于(yu)省(sheng)(sheng)委(wei)(wei)(wei)(wei)(wei)(wei)(wei)第(di)四(si)巡視(shi)組(zu)(zu)反(fan)饋(kui)意見(jian)的整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)落(luo)實(shi)方案(an)》和《整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)落(luo)實(shi)臺(tai)賬(zhang)》。《方案(an)》提出了(le)(le)堅(jian)(jian)持(chi)(chi)實(shi)事(shi)求(qiu)是(shi)、堅(jian)(jian)持(chi)(chi)統籌兼顧、堅(jian)(jian)持(chi)(chi)群眾路線、堅(jian)(jian)持(chi)(chi)務求(qiu)實(shi)效(xiao)、堅(jian)(jian)持(chi)(chi)系統思維(wei)的總體(ti)(ti)要求(qiu),根據巡視(shi)反(fan)饋(kui)的45項(xiang)問(wen)題制定了(le)(le)160條(tiao)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)措(cuo)(cuo)施,明確了(le)(le)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)目標,責任(ren)領(ling)導和責任(ren)單(dan)位(wei)(wei)部門(men),按照“1個月(yue)內整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)到(dao)(dao)位(wei)(wei)”“3個月(yue)內整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)到(dao)(dao)位(wei)(wei)”“3個月(yue)內取得階(jie)段性成效(xiao)并在(zai)(zai)6個月(yue)內整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)到(dao)(dao)位(wei)(wei)”“3個月(yue)內取得階(jie)段性成效(xiao)并在(zai)(zai)1年(nian)內整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)到(dao)(dao)位(wei)(wei)”四(si)種類(lei)型確定了(le)(le)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)時(shi)限。同時(shi),學(xue)(xue)(xue)校(xiao)黨(dang)委(wei)(wei)(wei)(wei)(wei)(wei)(wei)根據時(shi)任(ren)省(sheng)(sheng)委(wei)(wei)(wei)(wei)(wei)(wei)(wei)書記林鐸同志在(zai)(zai)省(sheng)(sheng)委(wei)(wei)(wei)(wei)(wei)(wei)(wei)書記專(zhuan)題會議(yi)(yi)聽取十三屆省(sheng)(sheng)委(wei)(wei)(wei)(wei)(wei)(wei)(wei)第(di)七輪巡視(shi)情況綜合匯報時(shi)點到(dao)(dao)一些具體(ti)(ti)人(ren)、具體(ti)(ti)事(shi)和省(sheng)(sheng)委(wei)(wei)(wei)(wei)(wei)(wei)(wei)巡視(shi)工(gong)作(zuo)領(ling)導小組(zu)(zu)辦公室有(you)關(guan)文件精神,逐(zhu)項(xiang)對(dui)照問(wen)題事(shi)項(xiang),認真(zhen)研究(jiu)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)措(cuo)(cuo)施,一體(ti)(ti)推(tui)進整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)落(luo)實(shi)工(gong)作(zuo)。

回(hui)(hui)。七是對(dui)(dui)(dui)省(sheng)紀委(wei)、省(sheng)委(wei)巡(xun)(xun)視(shi)(shi)組(zu)(zu)移交(jiao)的(de)(de)(de)(de)相(xiang)關(guan)(guan)(guan)(guan)問(wen)(wen)(wen)(wen)(wen)題(ti)(ti)(ti)(ti)(ti)線(xian)索全(quan)部(bu)(bu)由校(xiao)(xiao)(xiao)紀委(wei)本級查(cha)辦(ban)(ban)、立(li)(li)查(cha)立(li)(li)辦(ban)(ban)、立(li)(li)改(gai)(gai)(gai)立(li)(li)行(xing)(xing)。八是緊扣反饋問(wen)(wen)(wen)(wen)(wen)題(ti)(ti)(ti)(ti)(ti)完(wan)善相(xiang)關(guan)(guan)(guan)(guan)制(zhi)度,目前已經制(zhi)定(ding)發(fa)布了(le)有關(guan)(guan)(guan)(guan)班(ban)子建(jian)(jian)(jian)(jian)設(she)(she)、紀檢(jian)(jian)監察、基層黨(dang)建(jian)(jian)(jian)(jian)、專業(ye)建(jian)(jian)(jian)(jian)設(she)(she)、教(jiao)學(xue)(xue)管(guan)理(li)、人(ren)(ren)才培養、師(shi)德(de)師(shi)風、國(guo)資(zi)管(guan)理(li)、工(gong)程管(guan)理(li)等(deng)方(fang)面文件30余個。學(xue)(xue)校(xiao)(xiao)(xiao)成(cheng)(cheng)(cheng)立(li)(li)了(le)內部(bu)(bu)控(kong)制(zhi)體(ti)(ti)(ti)系(xi)(xi)(xi)建(jian)(jian)(jian)(jian)設(she)(she)領導小組(zu)(zu),招標確(que)定(ding)了(le)內控(kong)體(ti)(ti)(ti)系(xi)(xi)(xi)項目建(jian)(jian)(jian)(jian)設(she)(she)單(dan)位,幫助學(xue)(xue)校(xiao)(xiao)(xiao)整(zheng)(zheng)(zheng)合(he)(he)(he)建(jian)(jian)(jian)(jian)立(li)(li)現代化的(de)(de)(de)(de)內控(kong)制(zhi)度體(ti)(ti)(ti)系(xi)(xi)(xi)。
四、下一步整改工作安排
目前,學校整(zheng)改(gai)落實工作取得了一定(ding)成效(xiao),但與(yu)省委、省紀委監委整(zheng)改(gai)要求相(xiang)比還(huan)有很大差(cha)距,有些(xie)整(zheng)改(gai)任務(wu)完成度(du)還(huan)不高(gao),整(zheng)改(gai)效(xiao)果還(huan)不明顯。下一步,我們將進一步提(ti)高(gao)政治站位,增強政治判斷力(li)、政治領悟力(li)、政治執(zhi)行力(li),壓實整(zheng)改(gai)責任,加(jia)強督(du)責督(du)查,確保(bao)各項(xiang)整(zheng)改(gai)任務(wu)應改(gai)盡改(gai),努力(li)為學校高(gao)質量發展提(ti)供(gong)優良環境。
(一(yi)(yi))堅持黨(dang)(dang)(dang)(dang)的全面(mian)領(ling)導(dao),加(jia)(jia)強黨(dang)(dang)(dang)(dang)的建(jian)(jian)設(she)(she)。一(yi)(yi)是(shi)(shi)提(ti)(ti)高政(zheng)(zheng)治站(zhan)位,強化(hua)(hua)思(si)(si)(si)想(xiang)理論(lun)武裝,進(jin)一(yi)(yi)步(bu)增(zeng)強學(xue)習(xi)自覺性(xing)(xing)、主(zhu)(zhu)動(dong)(dong)性(xing)(xing)、系統性(xing)(xing),準(zhun)確(que)把握習(xi)近(jin)平新時代中國特色社會(hui)主(zhu)(zhu)義(yi)思(si)(si)(si)想(xiang)精髓,精研細悟習(xi)近(jin)平總書(shu)記(ji)關于(yu)教(jiao)育的重要論(lun)述,增(zeng)強“四個意識(shi)(shi)”、堅定“四個自信”、做到“兩個維護(hu)”,將(jiang)理論(lun)學(xue)習(xi)成果(guo)轉化(hua)(hua)為指導(dao)和(he)推(tui)動(dong)(dong)學(xue)校(xiao)事(shi)業(ye)發(fa)展的巨大(da)(da)(da)力(li)量。二(er)是(shi)(shi)充分發(fa)揮黨(dang)(dang)(dang)(dang)委(wei)核心作(zuo)用,加(jia)(jia)強領(ling)導(dao)班(ban)子建(jian)(jian)設(she)(she),堅決貫徹落實(shi)黨(dang)(dang)(dang)(dang)委(wei)領(ling)導(dao)下(xia)的校(xiao)長(chang)負(fu)責制(zhi),嚴格執(zhi)行(xing)學(xue)校(xiao)相關制(zhi)度(du)和(he)議事(shi)規則,確(que)保黨(dang)(dang)(dang)(dang)政(zheng)(zheng)團結(jie)、決策科(ke)學(xue),政(zheng)(zheng)令暢通、執(zhi)行(xing)有力(li)。三(san)(san)是(shi)(shi)深(shen)化(hua)(hua)黨(dang)(dang)(dang)(dang)支部建(jian)(jian)設(she)(she)標準(zhun)化(hua)(hua)工(gong)(gong)作(zuo),選優配(pei)強基層黨(dang)(dang)(dang)(dang)委(wei)書(shu)記(ji)、組織員、黨(dang)(dang)(dang)(dang)支部書(shu)記(ji),落實(shi)“三(san)(san)會(hui)一(yi)(yi)課”、主(zhu)(zhu)題(ti)黨(dang)(dang)(dang)(dang)日(ri)等(deng)活(huo)動(dong)(dong),推(tui)進(jin)黨(dang)(dang)(dang)(dang)建(jian)(jian)工(gong)(gong)作(zuo)與業(ye)務工(gong)(gong)作(zuo)緊(jin)密(mi)結(jie)合,積極(ji)打造黨(dang)(dang)(dang)(dang)支部特色活(huo)動(dong)(dong)、精品活(huo)動(dong)(dong),努(nu)力(li)創建(jian)(jian)國家級(ji)、省級(ji)“樣板黨(dang)(dang)(dang)(dang)支部”。四是(shi)(shi)壓緊(jin)靠(kao)實(shi)校(xiao)院兩級(ji)黨(dang)(dang)(dang)(dang)委(wei)書(shu)記(ji)和(he)機(ji)關部門主(zhu)(zhu)要負(fu)責人(ren)意識(shi)(shi)形(xing)態(tai)(tai)工(gong)(gong)作(zuo)責任,配(pei)齊建(jian)(jian)強意識(shi)(shi)形(xing)態(tai)(tai)工(gong)(gong)作(zuo)隊(dui)伍,開展增(zeng)強“四力(li)”專題(ti)教(jiao)育和(he)網絡(luo)意識(shi)(shi)形(xing)態(tai)(tai)管控(kong)能力(li)培(pei)訓,提(ti)(ti)升(sheng)網絡(luo)輿(yu)情引導(dao)及處(chu)置能力(li);健全意識(shi)(shi)形(xing)態(tai)(tai)工(gong)(gong)作(zuo)制(zhi)度(du)體系,把好關鍵環節,加(jia)(jia)強陣地管理,牢(lao)牢(lao)把握意識(shi)(shi)形(xing)態(tai)(tai)工(gong)(gong)作(zuo)領(ling)導(dao)權(quan)。五是(shi)(shi)加(jia)(jia)強和(he)改進(jin)思(si)(si)(si)想(xiang)政(zheng)(zheng)治教(jiao)育工(gong)(gong)作(zuo),以(yi)重點(dian)馬(ma)院建(jian)(jian)設(she)(she)為契機(ji),加(jia)(jia)大(da)(da)(da)馬(ma)克思(si)(si)(si)主(zhu)(zhu)義(yi)理論(lun)學(xue)科(ke)建(jian)(jian)設(she)(she)和(he)思(si)(si)(si)政(zheng)(zheng)課教(jiao)師培(pei)訓力(li)度(du),推(tui)進(jin)思(si)(si)(si)政(zheng)(zheng)課程(cheng)與課程(cheng)思(si)(si)(si)政(zheng)(zheng)緊(jin)密(mi)結(jie)合。六是(shi)(shi)整合學(xue)校(xiao)各項育人(ren)元素和(he)校(xiao)內外各類資源,建(jian)(jian)立各類人(ren)員參與的全員育人(ren)機(ji)制(zhi)、節氣(qi)化(hua)(hua)的全過程(cheng)育人(ren)機(ji)制(zhi)和(he)“四個課堂(tang)”并(bing)舉的全方位育人(ren)機(ji)制(zhi),構建(jian)(jian)“三(san)(san)全育人(ren)”大(da)(da)(da)思(si)(si)(si)政(zheng)(zheng)工(gong)(gong)作(zuo)格局。
(二)切實(shi)落實(shi)“兩個責(ze)(ze)任(ren)”,推(tui)進全(quan)面(mian)從(cong)嚴(yan)治(zhi)(zhi)黨(dang)(dang)(dang)。堅決(jue)承擔好(hao)全(quan)面(mian)從(cong)嚴(yan)治(zhi)(zhi)黨(dang)(dang)(dang)的(de)主體責(ze)(ze)任(ren),始終把政(zheng)治(zhi)(zhi)紀(ji)(ji)律和政(zheng)治(zhi)(zhi)規(gui)(gui)矩(ju)擺在(zai)(zai)首位。認真履行全(quan)面(mian)從(cong)嚴(yan)治(zhi)(zhi)黨(dang)(dang)(dang)監(jian)(jian)督(du)(du)責(ze)(ze)任(ren),準確運用(yong)好(hao)“四種形(xing)態(tai)(tai)”,強化(hua)(hua)監(jian)(jian)督(du)(du)執紀(ji)(ji)問責(ze)(ze),馳(chi)而不息正風(feng)肅(su)紀(ji)(ji),努力(li)(li)營(ying)造(zao)風(feng)清氣正的(de)良好(hao)氛圍。一是(shi)嚴(yan)格落實(shi)校院兩級黨(dang)(dang)(dang)委主體責(ze)(ze)任(ren)、書記第一責(ze)(ze)任(ren)人責(ze)(ze)任(ren)和紀(ji)(ji)委、監(jian)(jian)察(cha)專員辦(ban)公室監(jian)(jian)督(du)(du)責(ze)(ze)任(ren),層層傳導壓力(li)(li),一體落實(shi)、同向發力(li)(li),形(xing)成(cheng)全(quan)面(mian)從(cong)嚴(yan)治(zhi)(zhi)黨(dang)(dang)(dang)整體合力(li)(li)。二是(shi)深化(hua)(hua)紀(ji)(ji)檢(jian)監(jian)(jian)察(cha)體制(zhi)改革(ge),選優(you)配(pei)齊(qi)(qi)紀(ji)(ji)檢(jian)監(jian)(jian)察(cha)干(gan)部(bu)(bu)(bu),開展(zhan)對二級黨(dang)(dang)(dang)組織的(de)全(quan)覆(fu)蓋巡察(cha),緊盯“關鍵少(shao)數”,加大監(jian)(jian)督(du)(du)執紀(ji)(ji)問責(ze)(ze)力(li)(li)度(du)(du),持之以恒正風(feng)肅(su)紀(ji)(ji)。三是(shi)完善作(zuo)風(feng)建(jian)設(she)評價(jia)、考核和結(jie)果運用(yong)機(ji)制(zhi),用(yong)好(hao)廉政(zheng)檔案,將黨(dang)(dang)(dang)風(feng)廉政(zheng)建(jian)設(she)責(ze)(ze)任(ren)制(zhi)落實(shi)情況納入(ru)部(bu)(bu)(bu)門(men)和干(gan)部(bu)(bu)(bu)年度(du)(du)考核體系,與(yu)評優(you)評先、選拔任(ren)用(yong)、工資績(ji)(ji)效掛鉤,扎(zha)緊全(quan)面(mian)從(cong)嚴(yan)治(zhi)(zhi)黨(dang)(dang)(dang)的(de)制(zhi)度(du)(du)籠子。四是(shi)深入(ru)落實(shi)中央八(ba)項(xiang)規(gui)(gui)定精神,持續(xu)加強黨(dang)(dang)(dang)風(feng)廉政(zheng)建(jian)設(she),做好(hao)警示宣傳、抓好(hao)風(feng)險防控,建(jian)立(li)健全(quan)馳(chi)而不息反“四風(feng)”長效機(ji)制(zhi),全(quan)面(mian)營(ying)造(zao)風(feng)清氣正的(de)政(zheng)治(zhi)(zhi)生態(tai)(tai),引領帶動全(quan)校干(gan)部(bu)(bu)(bu)以更(geng)(geng)優(you)異的(de)業績(ji)(ji)、更(geng)(geng)堅強的(de)擔當(dang)、更(geng)(geng)扎(zha)實(shi)的(de)作(zuo)風(feng),在(zai)(zai)全(quan)校形(xing)成(cheng)上(shang)(shang)下齊(qi)(qi)心謀(mou)發展(zhan)、提質(zhi)增效上(shang)(shang)水平的(de)良好(hao)新風(feng)尚。
(三)認真貫徹(che)組織路線,加強(qiang)干(gan)(gan)部(bu)隊伍建(jian)設。一(yi)是(shi)貫徹(che)落實新時代黨的組織路線,進一(yi)步加強(qiang)改進干(gan)(gan)部(bu)選(xuan)任工(gong)作(zuo),嚴格執行(xing)干(gan)(gan)部(bu)選(xuan)拔任用(yong)、輪崗交流等制(zhi)度,準確識人(ren)、因事擇人(ren)、配(pei)齊(qi)配(pei)強(qiang)缺崗干(gan)(gan)部(bu),力(li)爭做到人(ren)崗相適(shi)、人(ren)盡(jin)其才,干(gan)(gan)部(bu)隊伍整體結構均(jun)衡優化。二是(shi)切(qie)實提高(gao)干(gan)(gan)部(bu)政治能(neng)(neng)(neng)力(li)、調查研究能(neng)(neng)(neng)力(li)、科(ke)學決(jue)策能(neng)(neng)(neng)力(li)、改革攻堅能(neng)(neng)(neng)力(li)、應急(ji)處(chu)突能(neng)(neng)(neng)力(li)、群眾工(gong)作(zuo)能(neng)(neng)(neng)力(li)、抓落實能(neng)(neng)(neng)力(li),增強(qiang)啃硬骨頭的意識,勇于擔當(dang)作(zuo)為。三是(shi)健全轉“作(zuo)風(feng)”長效(xiao)機制(zhi),不斷提高(gao)干(gan)(gan)部(bu)執行(xing)力(li)、創新力(li),激勵引導干(gan)(gan)部(bu)跳出舊框(kuang)框(kuang)、尋(xun)找新辦法、解決(jue)雜難問(wen)題(ti)。
(四)深入推進綜(zong)合改革(ge),完善大學(xue)(xue)(xue)(xue)治理(li)(li)體(ti)系(xi)。一是推動校院兩級管理(li)(li)體(ti)制(zhi)(zhi)(zhi)機(ji)制(zhi)(zhi)(zhi)改革(ge),明確學(xue)(xue)(xue)(xue)校與(yu)學(xue)(xue)(xue)(xue)院的(de)責權利關系(xi),強化目(mu)(mu)標(biao)管理(li)(li)和(he)(he)周期考核(he),促進辦(ban)學(xue)(xue)(xue)(xue)重心下移。二是全面(mian)(mian)修訂(ding)相(xiang)關規章(zhang)制(zhi)(zhi)(zhi)度(du),整(zheng)(zheng)合形成(cheng)以(yi)學(xue)(xue)(xue)(xue)校章(zhang)程(cheng)為(wei)(wei)統領,以(yi)章(zhang)程(cheng)、基(ji)本制(zhi)(zhi)(zhi)度(du)、專門(men)(men)制(zhi)(zhi)(zhi)度(du)和(he)(he)部門(men)(men)制(zhi)(zhi)(zhi)度(du)為(wei)(wei)框架的(de)制(zhi)(zhi)(zhi)度(du)體(ti)系(xi),著(zhu)力(li)加(jia)快建立學(xue)(xue)(xue)(xue)校內控(kong)制(zhi)(zhi)(zhi)度(du)體(ti)系(xi),健全風險防(fang)控(kong)機(ji)制(zhi)(zhi)(zhi)。三(san)是系(xi)統梳理(li)(li)部門(men)(men)職能、崗位職責,推進機(ji)構和(he)(he)人員整(zheng)(zheng)合調整(zheng)(zheng),優化運行機(ji)制(zhi)(zhi)(zhi),明確工作流程(cheng),構建科學(xue)(xue)(xue)(xue)高(gao)效(xiao)(xiao)的(de)服(fu)務保障體(ti)系(xi),整(zheng)(zheng)體(ti)提(ti)升服(fu)務效(xiao)(xiao)率和(he)(he)治理(li)(li)效(xiao)(xiao)能。四是構建科學(xue)(xue)(xue)(xue)合理(li)(li)的(de)激(ji)勵和(he)(he)約束機(ji)制(zhi)(zhi)(zhi),加(jia)強目(mu)(mu)標(biao)考核(he)和(he)(he)結(jie)果運用(yong),實現定性與(yu)定量(liang)結(jie)合、過(guo)程(cheng)與(yu)目(mu)(mu)標(biao)統一、結(jie)果與(yu)績效(xiao)(xiao)掛鉤,全面(mian)(mian)激(ji)發(fa)(fa)發(fa)(fa)展動力(li)。
(五)堅決消除頑疾舊疾,全(quan)(quan)面改(gai)(gai)(gai)善(shan)發展(zhan)(zhan)環境(jing)。一(yi)是深(shen)入(ru)貫徹(che)落(luo)實省委關(guan)于巡(xun)視、審(shen)計(ji)和主題(ti)(ti)教育(yu)檢視問(wen)(wen)題(ti)(ti)的(de)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)的(de)部署要求(qiu),強化政治擔當,扛起主體責任抓好學習貫徹(che)、研究(jiu)部署、督(du)導推(tui)(tui)動(dong)、績效(xiao)評價工作(zuo)閉環,按(an)照(zhao)“四個融入(ru)”要求(qiu),推(tui)(tui)進巡(xun)視問(wen)(wen)題(ti)(ti)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)與黨史學習教育(yu)、專(zhuan)項審(shen)計(ji)、省委第(di)七輪選人用(yong)人專(zhuan)項檢查反饋問(wen)(wen)題(ti)(ti)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)緊密(mi)結合(he),一(yi)體推(tui)(tui)進深(shen)層次整(zheng)(zheng)(zheng)改(gai)(gai)(gai)。二是推(tui)(tui)進問(wen)(wen)題(ti)(ti)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)與學校改(gai)(gai)(gai)革發展(zhan)(zhan)緊密(mi)結合(he),對(dui)各類問(wen)(wen)題(ti)(ti)以及本(ben)次巡(xun)視新發現(xian)問(wen)(wen)題(ti)(ti),主動(dong)認(ren)領(ling),不(bu)(bu)回(hui)避、不(bu)(bu)掩(yan)蓋、不(bu)(bu)遲疑(yi),進一(yi)步(bu)深(shen)查細照(zhao)、剖析原因,認(ren)真落(luo)實整(zheng)(zheng)(zheng)改(gai)(gai)(gai)措(cuo)施,積(ji)極主動(dong)抓好整(zheng)(zheng)(zheng)改(gai)(gai)(gai),確保(bao)件件有著(zhu)落(luo),事(shi)事(shi)有回(hui)應,努力實現(xian)問(wen)(wen)題(ti)(ti)清(qing)零,開創風清(qing)氣正(zheng)、砥礪前行(xing)的(de)“十四五”事(shi)業高質量發展(zhan)(zhan)新局。三是著(zhu)力構建解決問(wen)(wen)題(ti)(ti)的(de)常態(tai)長效(xiao)機制,從整(zheng)(zheng)(zheng)章建制入(ru)手,補足管理缺位等薄弱環節,用(yong)制度管人管事(shi),把牢(lao)基建招(zhao)標(biao)、審(shen)計(ji)結算等關(guan)鍵(jian)關(guan)口,加大(da)(da)監督(du)檢查力度,對(dui)違紀違規問(wen)(wen)題(ti)(ti)嚴肅執(zhi)紀問(wen)(wen)責,全(quan)(quan)面提升治理能力和治理效(xiao)能,努力構建現(xian)代化大(da)(da)學治理體系,為建設蘭州(zhou)城市大(da)(da)學奠定良好的(de)發展(zhan)(zhan)基礎。
