  記者:進一步規范小微權力,破解上級監督偏遠、同級監督偏軟、群眾監督偏難等問題,有哪些行之有效的探索實踐?

  張(zhang)桂英:我(wo)們推行(xing)權(quan)(quan)(quan)力(li)清(qing)單(dan)化(hua)、履(lv)職程(cheng)(cheng)序化(hua)、監(jian)(jian)督(du)科技化(hua)、問責(ze)常(chang)態化(hua)的監(jian)(jian)督(du)體(ti)系,讓村干(gan)部(bu)在(zai)權(quan)(quan)(quan)力(li)清(qing)單(dan)面前,都清(qing)楚自(zi)己該(gai)干(gan)什么(me)(me),不能干(gan)什么(me)(me),責(ze)任權(quan)(quan)(quan)力(li)是(shi)什么(me)(me),確保(bao)(bao)在(zai)制度(du)的框架下履(lv)職用(yong)權(quan)(quan)(quan),用(yong)制度(du)規(gui)范辦事流程(cheng)(cheng),用(yong)制度(du)管(guan)(guan)控權(quan)(quan)(quan)力(li)行(xing)使(shi),用(yong)制度(du)防控工作(zuo)風險。探索村集體(ti)“三(san)(san)資”提級(ji)監(jian)(jian)督(du)新(xin)路徑,聚焦(jiao)村集體(ti)“三(san)(san)資”管(guan)(guan)理中的難點、痛(tong)點,涉(she)農(nong)政(zheng)策落實(shi)等細(xi)化(hua)監(jian)(jian)督(du)表單(dan),建(jian)設智慧(hui)監(jian)(jian)督(du)平(ping)臺,確保(bao)(bao)提級(ji)監(jian)(jian)督(du)督(du)在(zai)關鍵(jian)處、查出真問題,為鄉村振(zhen)興打(da)好村級(ji)經濟內生(sheng)動力(li)基礎。同時,以(yi)清(qing)廉(lian)鄉村“智慧(hui)管(guan)(guan)家”為載體(ti),強化(hua)廉(lian)情直報(bao)功能,讓群眾能夠隨時在(zai)線反饋問題,打(da)通(tong)內外監(jian)(jian)督(du)“雙(shuang)循環”通(tong)道。

  大力懲治基層微腐敗,增強制度剛性約束力、監督威懾力,推動小微權力規范運行

  記者:離開懲(cheng)治這一(yi)手(shou),制度就沒有約束(shu)力,監督就會失去威懾力,嚴懲(cheng)涉農領域職務違法犯(fan)罪(zui),需要(yao)抓住哪些環節持續發力?

  孫繼光:我(wo)們深入開展基(ji)(ji)層(ceng)微腐敗(bai)及(ji)涉農(nong)領(ling)(ling)域職務違(wei)法(fa)犯罪專項治(zhi)(zhi)理工(gong)作,緊盯村(cun)集(ji)體(ti)“三資(zi)(zi)”管(guan)理、征地(di)拆遷(qian)、惠(hui)農(nong)補貼等領(ling)(ling)域深挖徹查(cha)(cha)(cha),以(yi)(yi)鐵腕反腐規范約束公權(quan)(quan)力運行,以(yi)(yi)正(zheng)風肅紀(ji)保障民(min)生(sheng)(sheng)改善。首先是強(qiang)化政(zheng)治(zhi)(zhi)監督,推動巡察(cha)向基(ji)(ji)層(ceng)延伸。延伸巡察(cha)村(cun)居時(shi),重(zhong)點檢(jian)查(cha)(cha)(cha)黨中(zhong)央(yang)決策(ce)部署(shu)、惠(hui)民(min)政(zheng)策(ce)落(luo)實(shi)情況,重(zhong)點督導基(ji)(ji)層(ceng)黨組織(zhi)建(jian)(jian)設、民(min)主集(ji)中(zhong)制(zhi)執行等情況,發揮巡察(cha)優勢(shi),壓實(shi)基(ji)(ji)層(ceng)黨組織(zhi)全面(mian)從嚴治(zhi)(zhi)黨政(zheng)治(zhi)(zhi)責任(ren)。聚焦民(min)生(sheng)(sheng)痛點,緊盯惠(hui)農(nong)政(zheng)策(ce)、民(min)生(sheng)(sheng)資(zi)(zi)金、征地(di)拆遷(qian)、舊村(cun)改造、工(gong)程建(jian)(jian)設等領(ling)(ling)域,嚴查(cha)(cha)(cha)以(yi)(yi)權(quan)(quan)謀私(si)、徇私(si)舞弊、濫(lan)用職權(quan)(quan)等問(wen)題(ti)。回(hui)應群眾關切,嚴查(cha)(cha)(cha)服(fu)務群眾過程中(zhong)吃拿卡要、辦事(shi)不公、不作為慢(man)作為亂作為等問(wen)題(ti)。堅持系(xi)統(tong)施(shi)治(zhi)(zhi),把(ba)以(yi)(yi)案促改工(gong)作貫穿始終,深入探究(jiu)農(nong)村(cun)基(ji)(ji)層(ceng)及(ji)涉農(nong)領(ling)(ling)域腐敗(bai)問(wen)題(ti)成(cheng)因,查(cha)(cha)(cha)找制(zhi)度漏洞,用好(hao)紀(ji)檢(jian)監察(cha)建(jian)(jian)議(yi)書(shu),推動涉農(nong)領(ling)(ling)域相關單位(wei)及(ji)農(nong)村(cun)基(ji)(ji)層(ceng)組織(zhi)完善制(zhi)度、整改問(wen)題(ti)。強(qiang)化警(jing)示教育,前(qian)移教育陣(zhen)地(di),加(jia)強(qiang)農(nong)村(cun)廉潔文化建(jian)(jian)設,推動基(ji)(ji)層(ceng)政(zheng)治(zhi)(zhi)生(sheng)(sheng)態持續(xu)向好(hao)。

  蔡(cai)可輝:我們(men)盯住縣里(li)的(de)權、鄉(xiang)里(li)的(de)情、村里(li)的(de)點(dian)(dian)(dian)(dian),聚(ju)焦基(ji)層(ceng)干(gan)部的(de)政治(zhi)(zhi)(zhi)(zhi)素質、惠農(nong)政策、涉(she)農(nong)項(xiang)目資金,盯住重點(dian)(dian)(dian)(dian)事、重點(dian)(dian)(dian)(dian)人(ren)、重點(dian)(dian)(dian)(dian)崗(gang)位、重點(dian)(dian)(dian)(dian)環節,大力整(zheng)治(zhi)(zhi)(zhi)(zhi)農(nong)村基(ji)層(ceng)微(wei)腐(fu)敗,讓查(cha)辦案件成為最好的(de)監督,推(tui)動查(cha)處(chu)(chu)一(yi)(yi)案、警示一(yi)(yi)片、治(zhi)(zhi)(zhi)(zhi)理一(yi)(yi)域。近年來,我們(men)一(yi)(yi)方面結(jie)合涉(she)農(nong)領域專(zhuan)項(xiang)治(zhi)(zhi)(zhi)(zhi)理工(gong)作,嚴肅查(cha)處(chu)(chu)了農(nong)村公路、水利工(gong)程(cheng)、征地補償、農(nong)村集體(ti)“三資”以及(ji)基(ji)層(ceng)醫療(liao)衛生(sheng)等一(yi)(yi)批涉(she)農(nong)領域腐(fu)敗案件。比(bi)如(ru),我們(men)開展(zhan)糧食購銷(xiao)領域腐(fu)敗問(wen)(wen)題專(zhuan)項(xiang)治(zhi)(zhi)(zhi)(zhi)理以來,全市立案12件。在今年開展(zhan)的(de)醫療(liao)衛生(sheng)系統腐(fu)敗問(wen)(wen)題專(zhuan)項(xiang)治(zhi)(zhi)(zhi)(zhi)理工(gong)作中,查(cha)處(chu)(chu)了12名縣級醫院(yuan)、鄉(xiang)鎮衛生(sheng)院(yuan)主要負責(ze)人(ren)腐(fu)敗案件。另一(yi)(yi)方面做(zuo)好查(cha)辦案件“后半篇文章”,摸準吃(chi)透涉(she)農(nong)領域腐(fu)敗問(wen)(wen)題產生(sheng)的(de)盲點(dian)(dian)(dian)(dian)、漏點(dian)(dian)(dian)(dian)、失(shi)控(kong)點(dian)(dian)(dian)(dian),提出(chu)“帶刺見血”的(de)紀檢監察建(jian)議,直(zhi)擊問(wen)(wen)題要害(hai),讓整(zheng)改和規范成果“看得(de)見、摸得(de)著(zhu)、管(guan)長(chang)遠”。

  張桂英(ying):基層(ceng)微(wei)腐(fu)敗,黨員干部(bu)(bu)違紀違法只是(shi)表象,根子問題(ti)出(chu)在基層(ceng)政治(zhi)生態(tai)上(shang)。因此(ci),必須把(ba)不敢腐(fu)、不能腐(fu)、不想(xiang)腐(fu)一體(ti)推(tui)進的理念貫(guan)穿到懲(cheng)治(zhi)群眾(zhong)身邊腐(fu)敗和(he)作風(feng)問題(ti)的全過程,聚焦(jiao)違紀違法問題(ti)的發現(xian)、查處、整改等關(guan)鍵環節持續發力。實踐中(zhong),我們探索出(chu)了“巡察村(cun)(cun)居(ju)發現(xian)線索、查辦案件(jian)形成震懾、以(yi)案促(cu)改貫(guan)穿始終、建章(zhang)立(li)制注重長(chang)效(xiao)”的基層(ceng)治(zhi)理模式。既突(tu)出(chu)懲(cheng),嚴查違規違紀違法行為,更注重治(zhi)和(he)防,清矛(mao)盾(dun)隱患、解遺留難題(ti)、選(xuan)賢能班子、建長(chang)效(xiao)機(ji)(ji)制,從根源上(shang)凈化和(he)改善農(nong)村(cun)(cun)基層(ceng)政治(zhi)生態(tai)。比如,我們成立(li)由紀檢(jian)監察機(ji)(ji)關(guan)牽頭,多部(bu)(bu)門參與的工作組,聚焦(jiao)資金富集(ji)、信訪(fang)問題(ti)突(tu)出(chu)的村(cun)(cun)居(ju)開展(zhan)集(ji)中(zhong)整治(zhi),整治(zhi)工作開展(zhan)以(yi)來,共整治(zhi)村(cun)(cun)居(ju)276個(ge),查處黨員干部(bu)(bu)974人,挽回村(cun)(cun)集(ji)體(ti)資產8902萬余元。

  破解深層次體制機制問題,促進規范行權、及時監督、健全機制,不斷提升鄉村治理水平

  記者:請結合實踐,談談目前涉農小微權力運行還存在哪些問題?

  孫(sun)繼(ji)光:農(nong)村小微權力(li)運行目前還存在(zai)行權不(bu)(bu)(bu)(bu)規(gui)范(fan)、監督(du)(du)不(bu)(bu)(bu)(bu)及時、機制(zhi)不(bu)(bu)(bu)(bu)健全等問題,存在(zai)腐(fu)敗風(feng)險,一定程度上制(zhi)約了鄉(xiang)村治理(li)水(shui)平(ping)的提升。比如,個別農(nong)村黨(dang)組織建(jian)設存在(zai)軟(ruan)弱(ruo)虛化問題,村委(wei)會決策“一言堂(tang)”“一刀(dao)切”現象仍然存在(zai),民主集中制(zhi)原則執行不(bu)(bu)(bu)(bu)到(dao)位。再如,基層監督(du)(du)力(li)量(liang)偏(pian)弱(ruo),鄉(xiang)鎮紀委(wei)、村務監督(du)(du)委(wei)員(yuan)會配備的干部業(ye)務能(neng)力(li)有待提高,村務監督(du)(du)委(wei)員(yuan)會職能(neng)發揮不(bu)(bu)(bu)(bu)充分,有的存在(zai)不(bu)(bu)(bu)(bu)敢、不(bu)(bu)(bu)(bu)會、不(bu)(bu)(bu)(bu)想(xiang)監督(du)(du)的現象。

  蔡(cai)可輝:從(cong)我們查處(chu)的(de)(de)涉農(nong)(nong)腐敗(bai)案件看,涉農(nong)(nong)補貼優(you)親厚(hou)友、涉農(nong)(nong)項目小(xiao)官大(da)貪以及基層干部用權(quan)任(ren)性(xing)仍較為(wei)突出。基層組織運行中(zhong)也面(mian)臨一(yi)些現實困境。比(bi)如,強(qiang)化(hua)監督制(zhi)(zhi)約與(yu)管控治(zhi)理成(cheng)本的(de)(de)難(nan)題,權(quan)力(li)與(yu)責任(ren)匹配的(de)(de)難(nan)題,治(zhi)理效能(neng)與(yu)治(zhi)理能(neng)力(li)相協(xie)調的(de)(de)難(nan)題,等(deng)等(deng)。這些問題不僅需要我們給予高度(du)重視,而且(qie)要自上而下破解深層次體(ti)制(zhi)(zhi)機制(zhi)(zhi)問題,立足(zu)長遠,久久為(wei)功,以制(zhi)(zhi)度(du)完善(shan)促進鄉村治(zhi)理水(shui)平提(ti)升(sheng)。

  張桂英:一方面(mian),小(xiao)微權(quan)力運(yun)行(xing)的(de)規范性還不夠(gou)。有(you)(you)的(de)地方村務(wu)(wu)管理家長(chang)化(hua)作風嚴(yan)重,習(xi)慣(guan)用個(ge)人意志代(dai)替政策法規,加(jia)之群眾主動參與(yu)村務(wu)(wu)管理意識(shi)不強,導致(zhi)部(bu)分村干部(bu)的(de)權(quan)力得不到有(you)(you)效制(zhi)約(yue)。有(you)(you)的(de)村級(ji)涉農資(zi)金管理混亂,財務(wu)(wu)制(zhi)度不完(wan)善,財務(wu)(wu)狀況公開不充分,村干部(bu)權(quan)力運(yun)行(xing)監(jian)管不嚴(yan),使(shi)政策性資(zi)金在落(luo)實過程中(zhong)容易(yi)走形(xing)變味(wei)。另一方面(mian),對小(xiao)微權(quan)力運(yun)行(xing)的(de)監(jian)督(du)(du)(du)制(zhi)約(yue)不夠(gou)到位,尤其(qi)是針對非黨員(yuan)監(jian)督(du)(du)(du)對象,縣級(ji)監(jian)督(du)(du)(du)不能、鄉級(ji)監(jian)督(du)(du)(du)不強、村級(ji)監(jian)督(du)(du)(du)不實等現象仍存在。

  立(li)足長(chang)遠、久(jiu)久(jiu)為功(gong),形(xing)成(cheng)長(chang)效(xiao)機制(zhi),以“三不(bu)”一體(ti)推進護航(hang)鄉(xiang)村(cun)振興(xing)

  記者(zhe):上(shang)述存在的問(wen)題表(biao)明,規范涉農小微權力運行,形成長效機制(zhi),不能(neng)一蹴(cu)而就,須久久為功。對(dui)此,有哪些思考建議?

  孫(sun)繼光:建立規(gui)范科學(xue)的(de)(de)(de)涉農小(xiao)微權力運行(xing)體系,是提高(gao)鄉村(cun)(cun)治理(li)效(xiao)能、全面推(tui)進鄉村(cun)(cun)振興的(de)(de)(de)重要(yao)保障(zhang)。要(yao)在(zai)壓實(shi)“兩個(ge)責(ze)任”上(shang)見常態,在(zai)健全小(xiao)微權力運行(xing)體系上(shang)做長功,在(zai)建立清(qing)廉善(shan)治的(de)(de)(de)農村(cun)(cun)政(zheng)治生態上(shang)求長效(xiao)。保持(chi)反(fan)腐(fu)高(gao)壓態勢,讓不敢腐(fu)的(de)(de)(de)震懾(she)在(zai)農村(cun)(cun)基層(ceng)充(chong)分(fen)彰(zhang)顯,推(tui)動涉農領(ling)域(yu)及農村(cun)(cun)基層(ceng)“人、財、物”管理(li)制(zhi)度健全完善(shan),扎(zha)緊不能腐(fu)的(de)(de)(de)籠(long)子(zi),加強農村(cun)(cun)基層(ceng)黨員干部(bu)政(zheng)治建設(she)、思想(xiang)建設(she),夯(hang)實(shi)不想(xiang)腐(fu)的(de)(de)(de)思想(xiang)防線,持(chi)續凈化(hua)農村(cun)(cun)政(zheng)治生態土壤,推(tui)動“三(san)不”一體在(zai)基層(ceng)走深(shen)走實(shi)。

  蔡可輝:要把以(yi)案促改貫穿懲治基層(ceng)(ceng)微腐(fu)敗(bai)工作(zuo)始終,特別是(shi)在(zai)分析問題、查(cha)找成因、研究措施(shi)上應(ying)更(geng)深入(ru)(ru)、更(geng)實際、更(geng)有操(cao)作(zuo)性。要不(bu)斷(duan)健全(quan)鄉鎮村(cun)級監督力(li)(li)(li)量,增強市縣鄉村(cun)四級聯動監督的(de)協調(diao)性。要繼續加(jia)大科技投(tou)入(ru)(ru),圍繞村(cun)社(she)行(xing)權(quan)高頻事項,建設基層(ceng)(ceng)公(gong)權(quan)力(li)(li)(li)大數(shu)據監督應(ying)用平(ping)臺(tai),讓百(bai)姓身邊的(de)公(gong)權(quan)力(li)(li)(li)運行(xing)和監督全(quan)程“在(zai)線”,以(yi)信(xin)息化助(zhu)力(li)(li)(li)監督下沉(chen)落地。

  張(zhang)桂(gui)英:要(yao)將扎緊小微(wei)權力(li)運行監(jian)(jian)(jian)督(du)網,與(yu)完善基(ji)(ji)(ji)層治理(li)體系、提升基(ji)(ji)(ji)層治理(li)能力(li)一(yi)起謀劃、一(yi)起推(tui)進。我們將持續優化(hua)民生(sheng)領域(yu)大(da)數據(ju)監(jian)(jian)(jian)督(du)平臺智(zhi)慧監(jian)(jian)(jian)督(du)功能,聚焦鞏固拓(tuo)展脫貧攻堅成(cheng)果(guo)同鄉村(cun)(cun)振(zhen)興(xing)有效銜接重大(da)戰略(lve)任務,明確監(jian)(jian)(jian)督(du)事項(xiang),跟進監(jian)(jian)(jian)督(du)、全(quan)程監(jian)(jian)(jian)督(du)、精準監(jian)(jian)(jian)督(du),線上線下同步發力(li),推(tui)動各級(ji)黨(dang)(dang)組(zu)織、各職能部門(men)落(luo)實鄉村(cun)(cun)振(zhen)興(xing)各項(xiang)任務。同時,把全(quan)面從嚴治黨(dang)(dang)向基(ji)(ji)(ji)層延伸(shen)、向基(ji)(ji)(ji)層深(shen)化(hua),聚焦“三(san)資”管(guan)理(li)、教育醫療(liao)、就業社保、生(sheng)態環境等群眾“急難愁盼”問題(ti),持續深(shen)挖(wa)徹查微(wei)腐敗(bai)。同時,針對典型(xing)案件暴露出(chu)的(de)問題(ti)和漏(lou)洞,廣(guang)泛開展以案促改,推(tui)動制度機制創新和完善,以風(feng)清(qing)氣正的(de)基(ji)(ji)(ji)層政治生(sheng)態護航(hang)鄉村(cun)(cun)振(zhen)興(xing)。(記者(zhe) 李張(zhang)光(guang))
