廣安觀潮 | 以信息化推動破解基層監督難題
天(tian)津加快大數據(ju)(ju)監(jian)(jian)督(du)(du)應(ying)用(yong)建設,推進(jin)基層大數據(ju)(ju)監(jian)(jian)督(du)(du)試點(dian)工(gong)作;甘(gan)肅升(sheng)級鄉村振興監(jian)(jian)督(du)(du)信息(xi)平(ping)臺,各(ge)類資金在平(ping)臺上“曬”出來,方便群眾參與監(jian)(jian)督(du)(du);浙江打(da)造(zao)貫通省(sheng)市縣鄉村五級的基層公(gong)(gong)權力(li)大數據(ju)(ju)監(jian)(jian)督(du)(du)應(ying)用(yong)平(ping)臺,以信息(xi)化(hua)助(zhu)力(li)監(jian)(jian)督(du)(du)下沉落地……一段時間以來,各(ge)地紀檢(jian)監(jian)(jian)察機關深入貫徹落實二十屆(jie)中央紀委二次(ci)全會部署,深化(hua)運用(yong)大數據(ju)(ju)技術拓(tuo)展監(jian)(jian)督(du)(du)手段,推動(dong)信息(xi)化(hua)技術與紀檢(jian)監(jian)(jian)察工(gong)作深度融(rong)合,助(zhu)力(li)破解基層公(gong)(gong)權力(li)監(jian)(jian)督(du)(du)難題,不(bu)斷提升(sheng)治理效(xiao)能(neng)。
運(yun)用信(xin)(xin)息化手段為基(ji)(ji)(ji)層(ceng)(ceng)監(jian)(jian)督(du)(du)(du)賦(fu)能增(zeng)效,既是(shi)適應科技(ji)發展(zhan)形勢的(de)需要(yao)(yao),也是(shi)破(po)(po)解基(ji)(ji)(ji)層(ceng)(ceng)監(jian)(jian)督(du)(du)(du)難題(ti)的(de)必然要(yao)(yao)求。從現(xian)實(shi)看(kan),基(ji)(ji)(ji)層(ceng)(ceng)監(jian)(jian)督(du)(du)(du)存在諸多(duo)問(wen)題(ti)和難點:基(ji)(ji)(ji)層(ceng)(ceng)公(gong)(gong)權力(li)(li)(li)運(yun)行(xing)信(xin)(xin)息公(gong)(gong)開不(bu)及(ji)時(shi)、不(bu)充分,監(jian)(jian)督(du)(du)(du)力(li)(li)(li)量薄弱、點多(duo)面廣,“熟人社會”面臨人情干擾……破(po)(po)解基(ji)(ji)(ji)層(ceng)(ceng)監(jian)(jian)督(du)(du)(du)難題(ti),加(jia)強(qiang)信(xin)(xin)息化建(jian)設是(shi)一個重要(yao)(yao)抓手。二十屆中央紀(ji)委(wei)二次全會工作(zuo)報告(gao)明(ming)確提出,構建(jian)基(ji)(ji)(ji)層(ceng)(ceng)公(gong)(gong)權力(li)(li)(li)大(da)數據監(jian)(jian)督(du)(du)(du)平臺,暢通群眾(zhong)監(jian)(jian)督(du)(du)(du)渠道,健(jian)全基(ji)(ji)(ji)層(ceng)(ceng)監(jian)(jian)督(du)(du)(du)網絡。持續(xu)建(jian)好用好大(da)數據監(jian)(jian)督(du)(du)(du)平臺,推動基(ji)(ji)(ji)層(ceng)(ceng)信(xin)(xin)息公(gong)(gong)開、著(zhu)力(li)(li)(li)發現(xian)問(wen)題(ti)線索、拓(tuo)寬群眾(zhong)監(jian)(jian)督(du)(du)(du)渠道,通過數字賦(fu)能進一步(bu)規范基(ji)(ji)(ji)層(ceng)(ceng)公(gong)(gong)權力(li)(li)(li)運(yun)行(xing)。
利(li)用(yong)信(xin)息(xi)化手段推(tui)(tui)動(dong)監(jian)(jian)督(du)(du)下沉、監(jian)(jian)督(du)(du)落(luo)地(di),促進(jin)基層公(gong)(gong)權(quan)力(li)(li)(li)在陽(yang)光下運(yun)行。破解基層監(jian)(jian)督(du)(du)難(nan)題就(jiu)要(yao)讓公(gong)(gong)開(kai)成為群(qun)(qun)(qun)眾(zhong)監(jian)(jian)督(du)(du)的(de)“殺手锏(jian)”,保障(zhang)人(ren)民群(qun)(qun)(qun)眾(zhong)知情權(quan)、參(can)與權(quan)、監(jian)(jian)督(du)(du)權(quan)。實踐中,有的(de)地(di)方(fang)打造“碼上(shang)工程(cheng)”,推(tui)(tui)動(dong)村級“三務(wu)”“三資”信(xin)息(xi)全面上(shang)網;有的(de)推(tui)(tui)進(jin)基層小(xiao)微(wei)權(quan)力(li)(li)(li)“監(jian)(jian)督(du)(du)一點(dian)通(tong)”平臺(tai)建(jian)設,推(tui)(tui)動(dong)黨(dang)務(wu)、政務(wu)、財務(wu)等事項(xiang)公(gong)(gong)開(kai)……利(li)用(yong)互聯網和信(xin)息(xi)技(ji)術推(tui)(tui)進(jin)信(xin)息(xi)公(gong)(gong)開(kai),提(ti)高權(quan)力(li)(li)(li)運(yun)行透明(ming)度,把群(qun)(qun)(qun)眾(zhong)關心關注的(de)事從“幕后(hou)”搬(ban)到“臺(tai)前”,拓寬群(qun)(qun)(qun)眾(zhong)主動(dong)參(can)與監(jian)(jian)督(du)(du)的(de)渠道,有利(li)于推(tui)(tui)動(dong)基層監(jian)(jian)督(du)(du)提(ti)質增效(xiao)。持續(xu)探索建(jian)設基層公(gong)(gong)權(quan)力(li)(li)(li)大數(shu)據監(jian)(jian)督(du)(du)應(ying)用(yong)平臺(tai),提(ti)高權(quan)力(li)(li)(li)運(yun)行透明(ming)度,確保監(jian)(jian)督(du)(du)可落(luo)地(di)、見成效(xiao),以信(xin)息(xi)化凝(ning)聚群(qun)(qun)(qun)眾(zhong)參(can)與監(jian)(jian)督(du)(du)的(de)強(qiang)大力(li)(li)(li)量。
加強橫(heng)向協作(zuo)、上下貫(guan)通(tong)(tong),運用信息化手(shou)段(duan)推動基(ji)層監(jian)督(du)(du)(du)方(fang)式方(fang)法創新,精準(zhun)有(you)效發(fa)現問(wen)題(ti)線索。實(shi)踐證明,用好(hao)用活(huo)大(da)數(shu)(shu)(shu)據(ju)監(jian)督(du)(du)(du)平(ping)臺,加強與職能部門(men)貫(guan)通(tong)(tong)銜接,打破數(shu)(shu)(shu)據(ju)壁壘、連通(tong)(tong)“信息孤(gu)島”,有(you)利于凝聚監(jian)督(du)(du)(du)合力(li)(li)、釋放監(jian)督(du)(du)(du)疊加效應。提升監(jian)督(du)(du)(du)工(gong)作(zuo)智慧化水平(ping),通(tong)(tong)過數(shu)(shu)(shu)據(ju)抓取(qu)、碰撞比對(dui)、交叉分(fen)析等(deng),從紛繁復雜的數(shu)(shu)(shu)據(ju)中(zhong)發(fa)現問(wen)題(ti),精準(zhun)識別基(ji)層公權(quan)力(li)(li)運行中(zhong)的廉(lian)政(zheng)風險(xian)。聚焦村級(ji)小微權(quan)力(li)(li)運行、惠民利農政(zheng)策落(luo)實(shi)、解決群眾急難(nan)愁盼等(deng)基(ji)層監(jian)督(du)(du)(du)難(nan)點,構建監(jian)督(du)(du)(du)模型,不(bu)斷提高(gao)預判預警能力(li)(li),推動監(jian)督(du)(du)(du)于問(wen)題(ti)未發(fa)之時。堅持“大(da)數(shu)(shu)(shu)據(ju)”和“大(da)腳(jiao)(jiao)板”并(bing)重,既以(yi)大(da)數(shu)(shu)(shu)據(ju)、信息化促進監(jian)督(du)(du)(du)治(zhi)理,用科技手(shou)段(duan)發(fa)現問(wen)題(ti);又堅持一線工(gong)作(zuo)法,用腳(jiao)(jiao)步丈量民情民意,獲取(qu)第一手(shou)資料。
精準高效推動專項治理,將監督成果轉化為治理效能。運用信息化手段助力基層監督,既要精準有效發現問題,也要推動標本兼治解決問題,形成“發現—整改—檢視—完善”的監督治理閉環。依托大數據監督平臺的優勢,開展分析研判,揭示普遍性問題,抓出典型性問題,對基層政治生態精準“畫像”,為開展監督工作提供靶向和依據。深入分析腐敗和作風問題背后的成因,推動相關部門開展專項治理。堅持舉一反三、靶向施治、標本兼治,完善制度建設,形成靠制度管人管事、靠信息化監督監管的長效機制,持續推動大數據監督聚變效應轉化為治理效能。( 作者: 李鵑)
