貫通協同開展 重點領域專項治理
二十屆(jie)中(zhong)央紀(ji)委(wei)二次全會強調(diao),突出重(zhong)(zhong)點領域,深化(hua)整治金(jin)融、國有(you)(you)企(qi)業、政法等(deng)權(quan)力集中(zhong)、資金(jin)密集、資源富(fu)集領域和糧(liang)食購銷等(deng)行業的腐敗(bai)(bai),堅決清理風(feng)險隱患(huan)大的行業性(xing)、系統(tong)性(xing)、地域性(xing)腐敗(bai)(bai)。實(shi)踐(jian)中(zhong),甘(gan)肅省天水市(shi)紀(ji)委(wei)監委(wei)在統(tong)籌推(tui)(tui)進重(zhong)(zhong)點領域腐敗(bai)(bai)問題專項治理中(zhong),積極探(tan)索實(shi)踐(jian)市(shi)縣鄉村貫通(tong)協(xie)同聯動(dong)監督有(you)(you)效路徑,推(tui)(tui)動(dong)監督制度優勢(shi)不斷轉化(hua)為治理效能。
堅持問(wen)題導(dao)向深(shen)化重(zhong)點(dian)(dian)領(ling)域(yu)(yu)專項(xiang)治(zhi)(zhi)理。在(zai)(zai)金融領(ling)域(yu)(yu),加強同駐市金融監(jian)管部(bu)門和(he)金融系統紀(ji)(ji)檢(jian)機(ji)構協作配合,深(shen)入排(pai)查(cha)(cha)(cha)(cha)(cha)整治(zhi)(zhi)行業亂象,嚴(yan)肅查(cha)(cha)(cha)(cha)(cha)處(chu)(chu)違(wei)(wei)紀(ji)(ji)違(wei)(wei)法(fa)案(an)件(jian)(jian)。在(zai)(zai)國企領(ling)域(yu)(yu),重(zhong)點(dian)(dian)查(cha)(cha)(cha)(cha)(cha)處(chu)(chu)基礎設(she)施建設(she)、項(xiang)目(mu)審(shen)批、公(gong)共(gong)資(zi)源交(jiao)易、技(ji)術改造等(deng)方(fang)面(mian)腐敗(bai)問(wen)題,深(shen)挖國有(you)資(zi)產(chan)重(zhong)大損失背后(hou)的腐敗(bai)行為,指導(dao)推動國企紀(ji)(ji)檢(jian)監(jian)察(cha)(cha)機(ji)構履行好協助職(zhi)(zhi)責(ze)和(he)監(jian)督(du)責(ze)任(ren)。在(zai)(zai)糧食(shi)購銷領(ling)域(yu)(yu),聚(ju)(ju)焦糧食(shi)收購、存儲、輪(lun)換、銷售等(deng)環節,集中排(pai)查(cha)(cha)(cha)(cha)(cha)問(wen)題線索,嚴(yan)查(cha)(cha)(cha)(cha)(cha)涉糧腐敗(bai)問(wen)題。在(zai)(zai)鄉(xiang)村振(zhen)興(xing)領(ling)域(yu)(yu),圍繞守牢(lao)不發(fa)(fa)生(sheng)規模性返(fan)貧底線、耕(geng)地保(bao)護和(he)糧食(shi)安全紅(hong)線、農民增收主線,緊盯項(xiang)目(mu)資(zi)金風險點(dian)(dian)、鄉(xiang)村治(zhi)(zhi)理關(guan)鍵點(dian)(dian),嚴(yan)查(cha)(cha)(cha)(cha)(cha)鄉(xiang)村振(zhen)興(xing)產(chan)業發(fa)(fa)展、項(xiang)目(mu)實施、惠(hui)農資(zi)金管理使(shi)用等(deng)重(zhong)點(dian)(dian)環節腐敗(bai)問(wen)題。在(zai)(zai)教育領(ling)域(yu)(yu),用好“室組校”協作機(ji)制,集中整治(zhi)(zhi)教育經費、有(you)償補課、職(zhi)(zhi)稱評審(shen)、招生(sheng)招考、后(hou)勤管理等(deng)突出(chu)問(wen)題,嚴(yan)肅查(cha)(cha)(cha)(cha)(cha)處(chu)(chu)領(ling)導(dao)干(gan)部(bu)利用職(zhi)(zhi)權和(he)影響(xiang)力(li)謀私貪腐問(wen)題。在(zai)(zai)體育領(ling)域(yu)(yu),圍繞工程建設(she)、設(she)備采購、賽事(shi)舉(ju)辦、體育協會、資(zi)格認證等(deng)方(fang)面(mian)重(zhong)點(dian)(dian),嚴(yan)查(cha)(cha)(cha)(cha)(cha)公(gong)職(zhi)(zhi)人員職(zhi)(zhi)務(wu)違(wei)(wei)法(fa)犯罪問(wen)題。在(zai)(zai)統計(ji)(ji)領(ling)域(yu)(yu),嚴(yan)肅糾治(zhi)(zhi)統計(ji)(ji)工作中的形(xing)式(shi)主義、浮夸問(wen)題,堅決查(cha)(cha)(cha)(cha)(cha)處(chu)(chu)統計(ji)(ji)造假、弄虛作假違(wei)(wei)紀(ji)(ji)違(wei)(wei)法(fa)行為,確保(bao)統計(ji)(ji)數據真實準確。在(zai)(zai)醫(yi)(yi)藥領(ling)域(yu)(yu),深(shen)化運用“室組地”聯合辦案(an)機(ji)制,聚(ju)(ju)焦“關(guan)鍵少數”、突出(chu)關(guan)鍵崗位(wei),嚴(yan)查(cha)(cha)(cha)(cha)(cha)醫(yi)(yi)藥領(ling)域(yu)(yu)領(ling)導(dao)班子成員特別是“一(yi)把手”以(yi)及公(gong)立醫(yi)(yi)院內(nei)藥品、醫(yi)(yi)療(liao)器(qi)械采購等(deng)崗位(wei)人員的腐敗(bai)問(wen)題。今年以(yi)來,天水市紀(ji)(ji)檢(jian)監(jian)察(cha)(cha)機(ji)關(guan)共(gong)立案(an)重(zhong)點(dian)(dian)領(ling)域(yu)(yu)案(an)件(jian)(jian)298件(jian)(jian),其中給予黨紀(ji)(ji)政務(wu)處(chu)(chu)分263人,移送司法(fa)機(ji)關(guan)8人。
創新機(ji)制(zhi)(zhi)提升貫(guan)通(tong)協(xie)同(tong)合(he)(he)力(li)(li)(li)。將(jiang)日常監(jian)(jian)督(du)、專項(xiang)(xiang)監(jian)(jian)督(du)、政治監(jian)(jian)督(du)中(zhong)好(hao)的(de)經驗做法及(ji)時固化(hua)形(xing)成(cheng)(cheng)制(zhi)(zhi)度(du)(du)體系,著力(li)(li)(li)強(qiang)化(hua)剛性約束、體現監(jian)(jian)督(du)效果。建(jian)(jian)(jian)(jian)(jian)立(li)(li)(li)(li)(li)(li)專班統籌機(ji)制(zhi)(zhi),準確(que)把握各專項(xiang)(xiang)治理(li)(li)之間的(de)內(nei)在聯系,區分(fen)不同(tong)領(ling)域(yu)制(zhi)(zhi)定實施方案,分(fen)領(ling)域(yu)成(cheng)(cheng)立(li)(li)(li)(li)(li)(li)專項(xiang)(xiang)整(zheng)治領(ling)導小組及(ji)其(qi)辦(ban)(ban)公室(shi),抽調(diao)精(jing)干力(li)(li)(li)量組建(jian)(jian)(jian)(jian)(jian)工(gong)作(zuo)(zuo)專班,強(qiang)化(hua)統籌調(diao)度(du)(du)、綜合(he)(he)協(xie)調(diao)和(he)(he)督(du)促(cu)指導,形(xing)成(cheng)(cheng)“專”起(qi)來抓(zhua)(zhua)的(de)工(gong)作(zuo)(zuo)機(ji)制(zhi)(zhi)。建(jian)(jian)(jian)(jian)(jian)立(li)(li)(li)(li)(li)(li)內(nei)部協(xie)作(zuo)(zuo)機(ji)制(zhi)(zhi),建(jian)(jian)(jian)(jian)(jian)立(li)(li)(li)(li)(li)(li)“牽頭部門(men)抓(zhua)(zhua)總、監(jian)(jian)督(du)檢(jian)(jian)(jian)(jian)查(cha)室(shi)抓(zhua)(zhua)片、派駐(zhu)機(ji)構抓(zhua)(zhua)線”的(de)工(gong)作(zuo)(zuo)機(ji)制(zhi)(zhi),發(fa)揮“室(shi)室(shi)”協(xie)作(zuo)(zuo)配(pei)合(he)(he)、“室(shi)組”聯動監(jian)(jian)督(du)、“室(shi)組地”聯合(he)(he)辦(ban)(ban)案優(you)勢,攥指成(cheng)(cheng)拳(quan)、集中(zhong)發(fa)力(li)(li)(li)。建(jian)(jian)(jian)(jian)(jian)立(li)(li)(li)(li)(li)(li)內(nei)外貫(guan)通(tong)機(ji)制(zhi)(zhi),堅(jian)持“審計先行(xing)、巡察跟進(jin)(jin)、紀(ji)檢(jian)(jian)(jian)(jian)監(jian)(jian)察查(cha)辦(ban)(ban)”貫(guan)通(tong)協(xie)同(tong)監(jian)(jian)督(du)模式,強(qiang)化(hua)與(yu)相關職能部門(men)協(xie)作(zuo)(zuo)配(pei)合(he)(he),用(yong)好(hao)審計、財(cai)會、行(xing)政、統計等監(jian)(jian)督(du)成(cheng)(cheng)果,打通(tong)問題(ti)發(fa)現、移送辦(ban)(ban)理(li)(li)、結(jie)果反饋、整(zheng)改(gai)落(luo)實等關鍵環節,凝(ning)聚(ju)齊抓(zhua)(zhua)共管合(he)(he)力(li)(li)(li)。建(jian)(jian)(jian)(jian)(jian)立(li)(li)(li)(li)(li)(li)督(du)查(cha)問責(ze)(ze)機(ji)制(zhi)(zhi),通(tong)過(guo)現場監(jian)(jian)督(du)、交(jiao)叉監(jian)(jian)督(du)、跟蹤監(jian)(jian)督(du)等手段,靈活開展監(jian)(jian)督(du)檢(jian)(jian)(jian)(jian)查(cha)和(he)(he)專項(xiang)(xiang)檢(jian)(jian)(jian)(jian)查(cha),對監(jian)(jian)督(du)落(luo)實工(gong)作(zuo)(zuo)推進(jin)(jin)不力(li)(li)(li)、問題(ti)多發(fa)頻發(fa)、性質影響惡劣、整(zheng)改(gai)流于形(xing)式的(de),嚴肅追責(ze)(ze)問責(ze)(ze)。建(jian)(jian)(jian)(jian)(jian)立(li)(li)(li)(li)(li)(li)以案促(cu)改(gai)機(ji)制(zhi)(zhi),在查(cha)明問題(ti)、查(cha)清案件的(de)同(tong)時,深挖問題(ti)根(gen)源(yuan),及(ji)時制(zhi)(zhi)發(fa)紀(ji)律檢(jian)(jian)(jian)(jian)查(cha)建(jian)(jian)(jian)(jian)(jian)議書、監(jian)(jian)察建(jian)(jian)(jian)(jian)(jian)議書,推動全面整(zheng)改(gai)到位(wei)。建(jian)(jian)(jian)(jian)(jian)立(li)(li)(li)(li)(li)(li)考(kao)(kao)核評價機(ji)制(zhi)(zhi),將(jiang)專項(xiang)(xiang)整(zheng)治納入縣(xian)區紀(ji)委書記和(he)(he)派駐(zhu)機(ji)構主要負(fu)責(ze)(ze)人考(kao)(kao)核,將(jiang)考(kao)(kao)評結(jie)果作(zuo)(zuo)為年度(du)(du)評先評優(you)的(de)重要參考(kao)(kao)。
壓實“四級責任”推進監督聯動。堅持系統觀念,統籌推進各領域專項整治,推動市縣鄉村同題共答、同向發力、同頻共振。在市級層面抓推動,市紀委監委發揮承上啟下紐帶作用,在“聚合力、搭平臺、促聯動”上下功夫,通過開展談心談話、日常監督、政治巡察、追責問責等方式,壓緊壓實市縣鄉村主體責任和監督責任;持續抓好“專班統籌、部門聯動”機制落實,發揮各類監督信息平臺功能,精準發現問題線索,及時同有關職能部門協同開展聯合檢查和調研督導,推動專項整治由“單兵作戰”向“協同共治”轉變。在縣區層面抓落實,縣區紀委監委發揮“一線主力軍”作用,整合基層監督力量,推行縣鄉監督辦案協作區模式,打破地域限制,緊盯專項整治關鍵點,通過直查直辦、提級審核、鄉案縣審等方式,破解基層力量散、監督軟難題,嚴肅查處重點領域腐敗問題。在鄉鎮層面抓具體,鄉鎮紀委發揮“戰斗突擊隊”作用,將防止返貧動態監測和幫扶列為首要監督任務,緊盯鄉村小項目建設,嚴防暗箱操作、偷工減料、截留挪用套取資金;緊盯政策資金發放,嚴防虛報冒領、優親厚友、吃拿卡要。在村級層面抓治理,村務監督委員會發揮“監督員”“引導員”作用,推動村級事項決策公開、“小微權力”規范運行,督促各村社糾治高價彩禮、人情攀比、厚葬薄養等陳規陋習,圍繞防范化解規模性返貧風險開展常態化排摸走訪,著力形成全面推進鄉村振興的良好氛圍。(作者(zhe) 王洋 系甘肅省天水市委(wei)(wei)常(chang)委(wei)(wei),市紀委(wei)(wei)書(shu)記、監委(wei)(wei)主任)
