記者:如何認識加強基層紀檢監察機(ji)關信息化建設的(de)現實(shi)意義?
王川紅(hong):加強基(ji)(ji)層(ceng)(ceng)紀檢監察(cha)機關(guan)信(xin)息化建設,是推動全面(mian)從嚴治黨(dang)向基(ji)(ji)層(ceng)(ceng)延伸的(de)現實需(xu)要。成都是特(te)大(da)城(cheng)市,其基(ji)(ji)層(ceng)(ceng)監督(du)(du)(du)(du)更需(xu)要借(jie)助(zhu)科技手段,適應數(shu)據(ju)時代需(xu)求,提升精準監督(du)(du)(du)(du)質效。一方(fang)面(mian),利用(yong)互(hu)聯網扁(bian)平(ping)化、交(jiao)互(hu)式(shi)、快(kuai)捷性優(you)勢,整合(he)基(ji)(ji)層(ceng)(ceng)監督(du)(du)(du)(du)體系,提供(gong)基(ji)(ji)于地域位置的(de)信(xin)息公(gong)開、政策查詢(xun)(xun)、投訴(su)建議、反饋查詢(xun)(xun)、監督(du)(du)(du)(du)公(gong)開等功能,方(fang)便群眾積極主(zhu)動參與(yu)到基(ji)(ji)層(ceng)(ceng)監督(du)(du)(du)(du)中來。另一方(fang)面(mian),借(jie)助(zhu)數(shu)字(zi)鄉村、智慧(hui)社區、數(shu)字(zi)政府建設成果,可以(yi)補齊各類監督(du)(du)(du)(du)協(xie)作(zuo)機制銜(xian)接不暢等短板,讓監督(du)(du)(du)(du)下沉更深、落地更穩(wen),釋放監督(du)(du)(du)(du)治理(li)更大(da)效能。
劉樂明(ming):信息(xi)化(hua)(hua)建設的方向和(he)目標是(shi)(shi)將監(jian)(jian)(jian)督(du)(du)(du)(du)(du)(du)深(shen)度(du)融入(ru)基(ji)層治理(li),建立一(yi)整(zheng)套規(gui)(gui)范(fan)小(xiao)微(wei)(wei)權力的“數(shu)據鐵籠(long)”,使“三不”一(yi)體推(tui)進(jin)在基(ji)層有(you)更(geng)多的制度(du)性成(cheng)果和(he)更(geng)大的治理(li)成(cheng)效。一(yi)是(shi)(shi)有(you)利(li)(li)(li)于整(zheng)合(he)(he)協同(tong)監(jian)(jian)(jian)督(du)(du)(du)(du)(du)(du)力量。基(ji)層監(jian)(jian)(jian)督(du)(du)(du)(du)(du)(du)借助信息(xi)化(hua)(hua)平臺實現數(shu)據共享,明(ming)晰各自職責(ze),推(tui)動(dong)基(ji)層監(jian)(jian)(jian)督(du)(du)(du)(du)(du)(du)體系在系統(tong)中(zhong)融合(he)(he),形成(cheng)監(jian)(jian)(jian)督(du)(du)(du)(du)(du)(du)合(he)(he)力。二是(shi)(shi)有(you)利(li)(li)(li)于提高監(jian)(jian)(jian)督(du)(du)(du)(du)(du)(du)精(jing)準化(hua)(hua)程度(du)。通過(guo)對小(xiao)微(wei)(wei)權力運行(xing)數(shu)據進(jin)行(xing)分析(xi)研(yan)判,能(neng)找(zhao)準突(tu)出(chu)問(wen)題和(he)規(gui)(gui)律特點,為專項(xiang)監(jian)(jian)(jian)督(du)(du)(du)(du)(du)(du)、專項(xiang)治理(li)提供靶向。三是(shi)(shi)有(you)利(li)(li)(li)于促(cu)進(jin)小(xiao)微(wei)(wei)權力運行(xing)透明(ming)、拓寬(kuan)群眾(zhong)參與(yu)監(jian)(jian)(jian)督(du)(du)(du)(du)(du)(du)渠道(dao)。群眾(zhong)通過(guo)信息(xi)技術(shu)手段了(le)解基(ji)層小(xiao)微(wei)(wei)權力運行(xing)的具體情況(kuang),既(ji)保障了(le)知情權,又為群眾(zhong)主動(dong)參與(yu)監(jian)(jian)(jian)督(du)(du)(du)(du)(du)(du)打下堅實基(ji)礎。四是(shi)(shi)有(you)利(li)(li)(li)于激(ji)發(fa)基(ji)層監(jian)(jian)(jian)督(du)(du)(du)(du)(du)(du)治理(li)效能(neng)。根據監(jian)(jian)(jian)督(du)(du)(du)(du)(du)(du)發(fa)現的問(wen)題,梳理(li)小(xiao)微(wei)(wei)權力運行(xing)廉(lian)政風險點,推(tui)動(dong)職能(neng)部(bu)門在業務系統(tong)中(zhong)嵌入(ru)監(jian)(jian)(jian)督(du)(du)(du)(du)(du)(du)模塊,以(yi)強(qiang)監(jian)(jian)(jian)督(du)(du)(du)(du)(du)(du)促(cu)強(qiang)監(jian)(jian)(jian)管。
胡文軍:從基層實踐看,權力得不(bu)到有效監(jian)(jian)(jian)(jian)督制約,一個重要(yao)原因(yin)就是監(jian)(jian)(jian)(jian)督力量不(bu)足和信(xin)(xin)息(xi)不(bu)對稱(cheng)。加強信(xin)(xin)息(xi)化建設,既有利于打破數(shu)據(ju)壁壘(lei),聯通(tong)信(xin)(xin)息(xi)孤島,實現(xian)(xian)各類監(jian)(jian)(jian)(jian)督貫通(tong),形(xing)成監(jian)(jian)(jian)(jian)督合(he)力,又有利于依托大數(shu)據(ju)采集、分(fen)析、挖掘技術,將一些零散的(de)人(ren)、財、物、事信(xin)(xin)息(xi)整合(he)關聯起(qi)來(lai),更為直(zhi)觀高(gao)效地發(fa)(fa)現(xian)(xian)問題(ti),實現(xian)(xian)主動監(jian)(jian)(jian)(jian)督、精準監(jian)(jian)(jian)(jian)督,提升(sheng)監(jian)(jian)(jian)(jian)督質(zhi)效。同時(shi),也是順應信(xin)(xin)息(xi)化社會發(fa)(fa)展大勢,推動監(jian)(jian)(jian)(jian)督下沉落地,充分(fen)發(fa)(fa)動群眾(zhong)參與到監(jian)(jian)(jian)(jian)督中(zhong)來(lai)的(de)重要(yao)方(fang)式。
持續完善(shan)基(ji)礎保障、數(shu)據(ju)交(jiao)換體系等(deng),做到外部數(shu)據(ju)共享、內部流程貫通(tong)
記者:基層信息化建設和(he)運用還(huan)存在哪些(xie)問題和(he)不足?有哪些(xie)解決之道?
劉(liu)樂明:基(ji)(ji)(ji)層(ceng)(ceng)(ceng)監(jian)督(du)數(shu)(shu)據(ju)的共享交換體系(xi)還(huan)(huan)需(xu)持(chi)續完善。村(社區(qu))小微權(quan)(quan)力數(shu)(shu)據(ju)還(huan)(huan)不能(neng)做到及(ji)(ji)時全面(mian)公開,部(bu)分(fen)資金(jin)和(he)項目(mu)數(shu)(shu)據(ju)沒有(you)實現整合(he)(he)(he),基(ji)(ji)(ji)層(ceng)(ceng)(ceng)信息(xi)化監(jian)督(du)平(ping)(ping)臺(tai)與其他民生服務平(ping)(ping)臺(tai)需(xu)要進一步打通;對(dui)(dui)基(ji)(ji)(ji)層(ceng)(ceng)(ceng)發(fa)生的新(xin)(xin)情(qing)(qing)況新(xin)(xin)問題(ti)(ti)跟進監(jian)督(du)的方(fang)式(shi)方(fang)法(fa)還(huan)(huan)需(xu)持(chi)續優化。經濟(ji)社會快速發(fa)展(zhan)(zhan)以(yi)及(ji)(ji)向基(ji)(ji)(ji)層(ceng)(ceng)(ceng)放權(quan)(quan)賦能(neng)帶來的變化,涌現出(chu)(chu)很(hen)多(duo)新(xin)(xin)問題(ti)(ti)、新(xin)(xin)挑戰,如何(he)實時調整信息(xi)化監(jian)督(du)策略和(he)監(jian)督(du)規(gui)則(ze),形成及(ji)(ji)時有(you)效的信息(xi)化監(jian)督(du)方(fang)案(an),切實推動(dong)(dong)基(ji)(ji)(ji)層(ceng)(ceng)(ceng)監(jian)督(du)順應(ying)(ying)新(xin)(xin)變化新(xin)(xin)情(qing)(qing)況“精準點穴”,還(huan)(huan)存在一定(ding)差(cha)距;鎮(zhen)村監(jian)督(du)力量(liang)運(yun)用(yong)(yong)信息(xi)化手(shou)段(duan)開展(zhan)(zhan)工作還(huan)(huan)需(xu)持(chi)續加(jia)力。如何(he)充分(fen)調動(dong)(dong)基(ji)(ji)(ji)層(ceng)(ceng)(ceng)監(jian)督(du)積極(ji)性(xing)(xing),提高(gao)利用(yong)(yong)信息(xi)化手(shou)段(duan)開展(zhan)(zhan)主動(dong)(dong)監(jian)督(du)的質(zhi)效,是當前面(mian)臨的一個突出(chu)(chu)問題(ti)(ti)。另外,對(dui)(dui)于基(ji)(ji)(ji)層(ceng)(ceng)(ceng)監(jian)督(du)信息(xi)化的規(gui)律性(xing)(xing)研究(jiu)和(he)系(xi)統性(xing)(xing)總(zong)結還(huan)(huan)不夠。為此,我們加(jia)大(da)信息(xi)系(xi)統和(he)各類(lei)(lei)數(shu)(shu)據(ju)整合(he)(he)(he)力度,對(dui)(dui)群眾新(xin)(xin)訴求以(yi)及(ji)(ji)基(ji)(ji)(ji)層(ceng)(ceng)(ceng)治理過程中出(chu)(chu)現的各類(lei)(lei)苗(miao)頭(tou)性(xing)(xing)傾向性(xing)(xing)問題(ti)(ti),及(ji)(ji)時運(yun)用(yong)(yong)大(da)數(shu)(shu)據(ju)進行分(fen)析研判,有(you)針對(dui)(dui)性(xing)(xing)地制定(ding)監(jian)督(du)方(fang)案(an),力求基(ji)(ji)(ji)層(ceng)(ceng)(ceng)監(jian)督(du)信息(xi)化與群眾需(xu)要和(he)客觀實際保持(chi)同(tong)步。分(fen)類(lei)(lei)分(fen)層(ceng)(ceng)(ceng)組織(zhi)平(ping)(ping)臺(tai)使用(yong)(yong)培訓,制定(ding)發(fa)布平(ping)(ping)臺(tai)應(ying)(ying)用(yong)(yong)指南和(he)典型(xing)案(an)例,培樹基(ji)(ji)(ji)層(ceng)(ceng)(ceng)監(jian)督(du)信息(xi)化示范點,加(jia)強與高(gao)校、研究(jiu)機構合(he)(he)(he)作,持(chi)續深化規(gui)律性(xing)(xing)研究(jiu)。
王川紅:推動(dong)(dong)信息(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)(jian)(jian)(jian)設不(bu)力(li)現象還比(bi)較突出,比(bi)如,一些(xie)單(dan)位(wei)對(dui)(dui)紀檢監察信息(xi)(xi)(xi)化(hua)(hua)(hua)工作關(guan)注(zhu)不(bu)多、支持不(bu)夠,不(bu)愿主動(dong)(dong)創新,對(dui)(dui)安排部署(shu)的(de)信息(xi)(xi)(xi)化(hua)(hua)(hua)工作落實不(bu)到(dao)位(wei);重建(jian)(jian)(jian)(jian)(jian)設、輕應用(yong)(yong)問題(ti)仍(reng)然存(cun)在,個別單(dan)位(wei)對(dui)(dui)建(jian)(jian)(jian)(jian)(jian)好的(de)信息(xi)(xi)(xi)查詢等(deng)(deng)系統不(bu)想用(yong)(yong)、不(bu)會用(yong)(yong),沒有建(jian)(jian)(jian)(jian)(jian)立起有效的(de)紀檢監察信息(xi)(xi)(xi)化(hua)(hua)(hua)應用(yong)(yong)工作機制;基(ji)(ji)礎(chu)保(bao)障薄弱,仍(reng)存(cun)在基(ji)(ji)層(ceng)信息(xi)(xi)(xi)化(hua)(hua)(hua)機構虛設、信息(xi)(xi)(xi)技術人(ren)(ren)員和(he)科技裝備(bei)保(bao)障難以到(dao)位(wei)、人(ren)(ren)員編制挪作他用(yong)(yong)等(deng)(deng)問題(ti)。針對(dui)(dui)這些(xie)問題(ti),我(wo)們(men)進(jin)一步(bu)加強(qiang)組(zu)織保(bao)障,將信息(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)(jian)(jian)(jian)設作為“一把手工程”來抓(zhua),讓主要(yao)領導帶頭(tou)學、帶頭(tou)用(yong)(yong),主動(dong)(dong)關(guan)心協(xie)調解決信息(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)(jian)(jian)(jian)設中人(ren)(ren)員配(pei)(pei)備(bei)、資金保(bao)障等(deng)(deng)問題(ti)。持續強(qiang)化(hua)(hua)(hua)隊伍建(jian)(jian)(jian)(jian)(jian)設,明確(que)要(yao)求(qiu)信息(xi)(xi)(xi)化(hua)(hua)(hua)工作責任(ren)單(dan)位(wei)配(pei)(pei)齊配(pei)(pei)強(qiang)專職人(ren)(ren)員。不(bu)斷優化(hua)(hua)(hua)平臺功能,加快(kuai)推進(jin)全市(shi)紀檢監察內外(wai)部監督數據資源(yuan)庫一體化(hua)(hua)(hua)建(jian)(jian)(jian)(jian)(jian)設,倒(dao)逼基(ji)(ji)層(ceng)提(ti)高(gao)對(dui)(dui)平臺的(de)應用(yong)(yong)。
胡文軍(jun):一些(xie)負責人對(dui)信(xin)(xin)息化建(jian)設(she)在紀檢監(jian)察(cha)工作中的(de)重(zhong)要作用(yong)缺乏足夠(gou)(gou)的(de)了解和(he)(he)認識(shi),重(zhong)視(shi)和(he)(he)支持(chi)力(li)度(du)不(bu)(bu)(bu)(bu)(bu)夠(gou)(gou)。比(bi)如有(you)(you)的(de)認為信(xin)(xin)息化無非就是推進電子(zi)化、無紙化辦公,認識(shi)比(bi)較膚淺;有(you)(you)的(de)認為大(da)數據(ju)(ju)(ju)、云計算、人工智能運用(yong)太復雜,不(bu)(bu)(bu)(bu)(bu)愿學不(bu)(bu)(bu)(bu)(bu)肯(ken)用(yong),甚(shen)至(zhi)持(chi)排斥態度(du)。在形式(shi)和(he)(he)功能上(shang)比(bi)較單一,集成化程度(du)不(bu)(bu)(bu)(bu)(bu)高,表現(xian)為APP等種(zhong)類繁多,不(bu)(bu)(bu)(bu)(bu)夠(gou)(gou)統(tong)(tong)一,資源不(bu)(bu)(bu)(bu)(bu)夠(gou)(gou)集約高效。此外(wai),一些(xie)基層紀檢監(jian)察(cha)機(ji)關與職(zhi)能部門(men)的(de)信(xin)(xin)息平臺尚未(wei)實現(xian)對(dui)接(jie),自身也尚未(wei)建(jian)設(she)專(zhuan)門(men)用(yong)于監(jian)督檢查(cha)的(de)信(xin)(xin)息搜集系統(tong)(tong)和(he)(he)數據(ju)(ju)(ju)庫(ku),因數據(ju)(ju)(ju)體量不(bu)(bu)(bu)(bu)(bu)夠(gou)(gou)大(da)而難以(yi)形成數據(ju)(ju)(ju)支撐,從而導致挖掘潛(qian)力(li)不(bu)(bu)(bu)(bu)(bu)足,分(fen)析(xi)不(bu)(bu)(bu)(bu)(bu)夠(gou)(gou)精準的(de)問(wen)題(ti)。因此,要從思想(xiang)認識(shi)、信(xin)(xin)息化建(jian)設(she)和(he)(he)使(shi)用(yong)管護水(shui)平、平臺整合融(rong)合等方面進一步完善提(ti)升。

劉樂明:我們在(zai)貫通內(nei)外(wai)部監(jian)督(du)(du)(du)(du)數(shu)(shu)據(ju)方(fang)面(mian),建設了大(da)數(shu)(shu)據(ju)資源(yuan)中心(xin)。橫(heng)向上(shang),將“四項(xiang)監(jian)督(du)(du)(du)(du)”數(shu)(shu)據(ju)與審計、財政等(deng)外(wai)部監(jian)督(du)(du)(du)(du)數(shu)(shu)據(ju)相貫通;縱向上(shang),將農村集體(ti)“三資”管理等(deng)數(shu)(shu)據(ju)與大(da)數(shu)(shu)據(ju)資源(yuan)中心(xin)對接。在(zai)建設基(ji)層(ceng)(ceng)信息(xi)化監(jian)督(du)(du)(du)(du)平(ping)臺(tai)方(fang)面(mian),逐(zhu)步建成“以公開公示為(wei)基(ji)礎,解決群眾訴求為(wei)目的(de),推動監(jian)督(du)(du)(du)(du)落地為(wei)內(nei)容,數(shu)(shu)據(ju)分析(xi)研(yan)判為(wei)支撐”的(de)基(ji)層(ceng)(ceng)信息(xi)化監(jian)督(du)(du)(du)(du)平(ping)臺(tai)。在(zai)運(yun)用(yong)監(jian)督(du)(du)(du)(du)數(shu)(shu)據(ju)模型(xing)主動發(fa)現(xian)問題(ti)方(fang)面(mian),開發(fa)低保金、醫保基(ji)金等(deng)14個領域(yu)60個監(jian)督(du)(du)(du)(du)模型(xing),分析(xi)各(ge)類(lei)小微權力(li)運(yun)行中的(de)突出(chu)問題(ti)。在(zai)健全配套(tao)工作(zuo)機制方(fang)面(mian),完善基(ji)層(ceng)(ceng)監(jian)督(du)(du)(du)(du)信息(xi)化平(ping)臺(tai)使用(yong)通報制度、操(cao)作(zuo)指引細則、考核辦法(fa)和典型(xing)案例集。選取醫保基(ji)金、行政審批、住建等(deng)三個領域(yu),探索將監(jian)督(du)(du)(du)(du)規則嵌入權力(li)運(yun)行信息(xi)系(xi)統,加強權力(li)運(yun)行監(jian)督(du)(du)(du)(du)制約(yue)。
王(wang)川紅(hong):我們開(kai)發(fa)“交互(hu)(hu)式(shi)”數(shu)(shu)字監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)模(mo)型,打(da)(da)造全市(shi)信(xin)(xin)(xin)息化監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)平(ping)臺。自2019年起,市(shi)紀(ji)委(wei)監(jian)(jian)(jian)(jian)(jian)(jian)委(wei)分三步(bu)打(da)(da)造全市(shi)信(xin)(xin)(xin)息化監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)平(ping)臺。第一步(bu)是(shi)構(gou)建信(xin)(xin)(xin)息化監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)平(ping)臺基礎框架,開(kai)發(fa)扶貧(pin)、民生(sheng)、執法(fa)以及工程項(xiang)(xiang)目等專項(xiang)(xiang)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)子系統(tong),打(da)(da)造市(shi)紀(ji)委(wei)監(jian)(jian)(jian)(jian)(jian)(jian)委(wei)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)工作(zuo)信(xin)(xin)(xin)息化監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)體系。第二步(bu)是(shi)各區(市(shi))縣紀(ji)委(wei)監(jian)(jian)(jian)(jian)(jian)(jian)委(wei)、派駐(出)紀(ji)檢監(jian)(jian)(jian)(jian)(jian)(jian)察機構(gou),選(xuan)擇本(ben)區域、本(ben)單(dan)位監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)重(zhong)點(dian),開(kai)發(fa)基層(ceng)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)模(mo)型。第三步(bu)是(shi)在全市(shi)推(tui)廣應用(yong),逐步(bu)形成網絡互(hu)(hu)通、數(shu)(shu)據(ju)共享(xiang)(xiang)的(de)全市(shi)一體化信(xin)(xin)(xin)息監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)平(ping)臺。在此基礎上,致力打(da)(da)通“孤島式(shi)”監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)數(shu)(shu)據(ju)壁(bi)壘,統(tong)籌(chou)全維(wei)度智(zhi)慧監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)合力。探索構(gou)建監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)數(shu)(shu)據(ju)共享(xiang)(xiang)體系,把分散(san)在不同單(dan)位、部(bu)門,相對孤立(li)、離(li)散(san)化的(de)各類監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)數(shu)(shu)據(ju)信(xin)(xin)(xin)息匯集(ji)起來,實(shi)現監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)數(shu)(shu)據(ju)信(xin)(xin)(xin)息的(de)共享(xiang)(xiang)利用(yong)。目前已(yi)匯聚民政、市(shi)場監(jian)(jian)(jian)(jian)(jian)(jian)管等24個部(bu)門監(jian)(jian)(jian)(jian)(jian)(jian)管數(shu)(shu)據(ju),初步(bu)搭建起跨部(bu)門協作(zuo)、跨層(ceng)級共享(xiang)(xiang)的(de)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)數(shu)(shu)據(ju)信(xin)(xin)(xin)息資源共享(xiang)(xiang)體系。
突(tu)出政治(zhi)要求,主動融入紀(ji)檢監(jian)察體制改(gai)革(ge),以信息化(hua)(hua)促監(jian)督規范化(hua)(hua)、高(gao)效化(hua)(hua)
記者(zhe):借(jie)助(zhu)信息(xi)化手段推動監督(du)更好融入基層(ceng)治理(li),有哪些思考?
劉樂明:運(yun)用信(xin)(xin)息化(hua)(hua)(hua)(hua)手(shou)段(duan)(duan),可以為群眾提供更(geng)為便捷的監(jian)督(du)渠道,將(jiang)群眾身邊的問(wen)題矛盾及時解決在最小網格(ge)(ge)內(nei),把群眾的需(xu)求與監(jian)督(du)工(gong)作更(geng)緊密地聯(lian)結起來。我們將(jiang)嚴(yan)格(ge)(ge)按照審(shen)慎穩妥的原則(ze),創新建設支撐基層監(jian)督(du)的移動互聯(lian)網服務平臺,集納基層監(jian)督(du)信(xin)(xin)息化(hua)(hua)(hua)(hua)應(ying)用系統,推進監(jian)督(du)信(xin)(xin)息數據(ju)依(yi)法有序共享,通過監(jian)督(du)建模(mo)、開(kai)展“小切口”專項(xiang)治(zhi)理,持(chi)續提升數據(ju)分析和實戰運(yun)用能力,主動精準(zhun)發現、處置問(wen)題,以信(xin)(xin)息化(hua)(hua)(hua)(hua)促監(jian)督(du)規范化(hua)(hua)(hua)(hua)、高效化(hua)(hua)(hua)(hua)。堅持(chi)系統思維,借助信(xin)(xin)息化(hua)(hua)(hua)(hua)手(shou)段(duan)(duan),同步(bu)開(kai)展常態化(hua)(hua)(hua)(hua)監(jian)督(du)、階段(duan)(duan)性專項(xiang)治(zhi)理、“數據(ju)鐵(tie)籠”建設,推動監(jian)督(du)工(gong)作拓面增效,持(chi)續提升基層治(zhi)理水平。
胡文(wen)軍:借助信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)手(shou)段推動監督(du)融入(ru)基(ji)層治理,要(yao)(yao)(yao)(yao)突出政(zheng)治要(yao)(yao)(yao)(yao)求,善于(yu)從政(zheng)治上認(ren)識和(he)把握信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)在基(ji)層監督(du)中的(de)職責使命(ming)和(he)積(ji)極作用,保(bao)證信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)發展的(de)正確(que)政(zheng)治方(fang)向。要(yao)(yao)(yao)(yao)主(zhu)動融入(ru)紀檢監察體制(zhi)改革,運用信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)手(shou)段,積(ji)極推進監督(du)信(xin)(xin)息(xi)(xi)(xi)數(shu)據(ju)(ju)共享,搭(da)建銜(xian)接平臺,構筑監督(du)貫(guan)通(tong)的(de)“信(xin)(xin)息(xi)(xi)(xi)通(tong)道”,促進各類監督(du)貫(guan)通(tong)融合。要(yao)(yao)(yao)(yao)用信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)推動監督(du)下沉,集納基(ji)層監督(du)信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)應(ying)用系(xi)(xi)統,推動問(wen)題(ti)反(fan)映一點必達、問(wen)題(ti)處理可(ke)查(cha)可(ke)追。要(yao)(yao)(yao)(yao)建立大數(shu)據(ju)(ju)分析系(xi)(xi)統,開展數(shu)據(ju)(ju)碰撞、比(bi)對,深度挖掘數(shu)據(ju)(ju)背后的(de)事(shi)物規律(lv)、內(nei)在關聯和(he)問(wen)題(ti)疑點。要(yao)(yao)(yao)(yao)做實線下核(he)查(cha),確(que)保(bao)監督(du)更加(jia)精準(zhun)有力。要(yao)(yao)(yao)(yao)加(jia)強專業技術人才隊伍建設(she),提高運用信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)手(shou)段發現問(wen)題(ti)、糾正偏差的(de)本領。要(yao)(yao)(yao)(yao)堅決(jue)守住安(an)全底線,確(que)保(bao)信(xin)(xin)息(xi)(xi)(xi)使用安(an)全。
王川紅:要堅(jian)持“技(ji)術(shu)也是政治”的(de)(de)(de)原(yuan)則,以(yi)(yi)政治標準考量信(xin)息(xi)化(hua)(hua)工(gong)作的(de)(de)(de)“時(shi)、度、效”;堅(jian)持統(tong)籌兼(jian)顧的(de)(de)(de)原(yuan)則,加強信(xin)息(xi)化(hua)(hua)建(jian)(jian)設(she)整(zheng)體規劃,不(bu)能顧此失彼(bi),防(fang)止片面依賴信(xin)息(xi)化(hua)(hua)建(jian)(jian)設(she)來推進監(jian)(jian)督(du);始終堅(jian)持以(yi)(yi)人(ren)民(min)為中心,更(geng)加突(tu)出整(zheng)治群眾身邊(bian)腐敗和不(bu)正(zheng)之風,不(bu)斷(duan)厚植黨執政的(de)(de)(de)群眾基礎。此外(wai)(wai),依托信(xin)息(xi)技(ji)術(shu),縱向(xiang)貫通紀檢監(jian)(jian)察監(jian)(jian)督(du),橫向(xiang)融合黨內監(jian)(jian)督(du)與各類(lei)監(jian)(jian)督(du),形成一(yi)(yi)張(zhang)立體化(hua)(hua)、強關(guan)聯的(de)(de)(de)“數(shu)字”監(jian)(jian)督(du)網絡。統(tong)一(yi)(yi)數(shu)據(ju)采集(ji)、存儲、利用(yong)(yong)技(ji)術(shu)標準,建(jian)(jian)立跨(kua)部門、跨(kua)領域數(shu)據(ju)采集(ji)方法、途徑,廣(guang)泛采集(ji)基層監(jian)(jian)督(du)數(shu)據(ju),構(gou)建(jian)(jian)一(yi)(yi)條數(shu)據(ju)動態更(geng)新(xin)、分級共享(xiang)利用(yong)(yong)的(de)(de)(de)監(jian)(jian)督(du)數(shu)據(ju)支(zhi)撐鏈。建(jian)(jian)設(she)統(tong)一(yi)(yi)的(de)(de)(de)信(xin)息(xi)化(hua)(hua)監(jian)(jian)督(du)平臺,對(dui)內健(jian)全“四項監(jian)(jian)督(du)”工(gong)作流程,對(dui)外(wai)(wai)建(jian)(jian)立業務協調機(ji)制和數(shu)據(ju)融合運用(yong)(yong)工(gong)作機(ji)制,構(gou)建(jian)(jian)內外(wai)(wai)匯聚、上下聯動的(de)(de)(de)監(jian)(jian)督(du)體系(xi)。(本報記者 李張(zhang)光 )
