  各位代表:

  我受國務院(yuan)委托,根據黨的二(er)十屆二(er)中全會通(tong)過(guo)的《黨和國家(jia)機構(gou)改革方案》,就(jiu)國務院(yuan)機構(gou)改革方案向(xiang)大(da)會作說明,請予審議。

  黨(dang)的二十大(da)對(dui)深化(hua)(hua)黨(dang)和(he)(he)國(guo)家(jia)機構(gou)(gou)(gou)改(gai)(gai)革(ge)作出重要(yao)部署,黨(dang)的二十屆二中(zhong)(zhong)全(quan)會(hui)審議通過《黨(dang)和(he)(he)國(guo)家(jia)機構(gou)(gou)(gou)改(gai)(gai)革(ge)方(fang)案(an)》。這次黨(dang)和(he)(he)國(guo)家(jia)機構(gou)(gou)(gou)改(gai)(gai)革(ge)的總(zong)體要(yao)求(qiu)是,貫徹落實黨(dang)的二十大(da)精神,以習(xi)近平新時代(dai)中(zhong)(zhong)國(guo)特色社(she)(she)會(hui)主義(yi)思想為(wei)指導(dao),以加(jia)強(qiang)黨(dang)中(zhong)(zhong)央(yang)(yang)(yang)集中(zhong)(zhong)統(tong)(tong)一領(ling)導(dao)為(wei)統(tong)(tong)領(ling),以推(tui)進國(guo)家(jia)治理體系和(he)(he)治理能力(li)現代(dai)化(hua)(hua)為(wei)導(dao)向(xiang),堅(jian)持穩中(zhong)(zhong)求(qiu)進工作總(zong)基調,適(shi)應統(tong)(tong)籌推(tui)進“五位一體”總(zong)體布局(ju)、協調推(tui)進“四個全(quan)面”戰(zhan)略布局(ju)的要(yao)求(qiu),適(shi)應構(gou)(gou)(gou)建新發展格局(ju)、推(tui)動高質量發展的需(xu)要(yao),堅(jian)持問(wen)題(ti)導(dao)向(xiang),統(tong)(tong)籌黨(dang)中(zhong)(zhong)央(yang)(yang)(yang)機構(gou)(gou)(gou)、全(quan)國(guo)人大(da)機構(gou)(gou)(gou)、國(guo)務院機構(gou)(gou)(gou)、全(quan)國(guo)政協機構(gou)(gou)(gou),統(tong)(tong)籌中(zhong)(zhong)央(yang)(yang)(yang)和(he)(he)地方(fang),深化(hua)(hua)重點領(ling)域機構(gou)(gou)(gou)改(gai)(gai)革(ge),推(tui)動黨(dang)對(dui)社(she)(she)會(hui)主義(yi)現代(dai)化(hua)(hua)建設的領(ling)導(dao)在(zai)(zai)機構(gou)(gou)(gou)設置上(shang)更(geng)加(jia)科學(xue)、在(zai)(zai)職(zhi)能配置上(shang)更(geng)加(jia)優化(hua)(hua)、在(zai)(zai)體制機制上(shang)更(geng)加(jia)完善(shan)、在(zai)(zai)運行管(guan)理上(shang)更(geng)加(jia)高效。

  國務院機構(gou)改(gai)革作(zuo)為黨(dang)和(he)國家機構(gou)改(gai)革的一項重(zhong)要(yao)任務,重(zhong)點是加強科學(xue)技術、金融(rong)監管(guan)、數據(ju)管(guan)理、鄉村(cun)振興、知識(shi)產權、老(lao)齡(ling)工作(zuo)等重(zhong)點領域的機構(gou)職(zhi)責優化(hua)和(he)調整,轉變(bian)政府職(zhi)能,加快建(jian)設法治政府。

  這次國(guo)務院機構(gou)改革的(de)具(ju)體內容如下。

  一(yi)、重新(xin)組建(jian)(jian)科(ke)學技(ji)(ji)(ji)(ji)術(shu)部。科(ke)技(ji)(ji)(ji)(ji)創(chuang)新(xin)在(zai)我(wo)國(guo)現代化建(jian)(jian)設全(quan)局中居于核心(xin)地位。面對國(guo)際科(ke)技(ji)(ji)(ji)(ji)競爭和外部遏制(zhi)(zhi)打壓的(de)嚴(yan)峻形勢(shi),必須進一(yi)步理(li)(li)順科(ke)技(ji)(ji)(ji)(ji)領(ling)(ling)導(dao)和管(guan)理(li)(li)體制(zhi)(zhi),更好統(tong)籌科(ke)技(ji)(ji)(ji)(ji)力量在(zai)關鍵核心(xin)技(ji)(ji)(ji)(ji)術(shu)上攻堅克難,加(jia)快實現高水(shui)平科(ke)技(ji)(ji)(ji)(ji)自立(li)自強(qiang)。這次黨(dang)(dang)和國(guo)家機(ji)(ji)構(gou)改(gai)革(ge),加(jia)強(qiang)黨(dang)(dang)中央(yang)對科(ke)技(ji)(ji)(ji)(ji)工作的(de)集中統(tong)一(yi)領(ling)(ling)導(dao),組建(jian)(jian)中央(yang)科(ke)技(ji)(ji)(ji)(ji)委(wei)員會,中央(yang)科(ke)技(ji)(ji)(ji)(ji)委(wei)員會辦(ban)事機(ji)(ji)構(gou)職責由重組后的(de)科(ke)學技(ji)(ji)(ji)(ji)術(shu)部整體承擔。根據《黨(dang)(dang)和國(guo)家機(ji)(ji)構(gou)改(gai)革(ge)方案》精神(shen),強(qiang)化科(ke)學技(ji)(ji)(ji)(ji)術(shu)部的(de)戰略規劃、體制(zhi)(zhi)改(gai)革(ge)、資源統(tong)籌、綜(zong)合協調(diao)、政策(ce)法規、督促檢查等宏觀管(guan)理(li)(li)職責,推動(dong)健全(quan)新(xin)型舉(ju)國(guo)體制(zhi)(zhi)、優化科(ke)技(ji)(ji)(ji)(ji)創(chuang)新(xin)全(quan)鏈條(tiao)管(guan)理(li)(li)、促進科(ke)技(ji)(ji)(ji)(ji)成果轉化、促進科(ke)技(ji)(ji)(ji)(ji)和經濟社(she)會發展(zhan)相(xiang)結(jie)合。

  劃(hua)轉科(ke)學(xue)技(ji)(ji)(ji)術(shu)部(bu)(bu)具體管(guan)理職(zhi)責(ze)(ze)。把(ba)組(zu)織擬訂科(ke)技(ji)(ji)(ji)促進(jin)農業(ye)農村(cun)發(fa)展(zhan)規(gui)劃(hua)和政策、指導農村(cun)科(ke)技(ji)(ji)(ji)進(jin)步職(zhi)責(ze)(ze)劃(hua)入(ru)農業(ye)農村(cun)部(bu)(bu)。把(ba)組(zu)織擬訂科(ke)技(ji)(ji)(ji)促進(jin)社會(hui)發(fa)展(zhan)規(gui)劃(hua)和政策職(zhi)責(ze)(ze)分別劃(hua)入(ru)國(guo)(guo)(guo)(guo)家(jia)(jia)發(fa)展(zhan)和改革委員(yuan)會(hui)、生(sheng)態環境部(bu)(bu)、國(guo)(guo)(guo)(guo)家(jia)(jia)衛生(sheng)健(jian)康委員(yuan)會(hui)等部(bu)(bu)門。把(ba)組(zu)織擬訂高新技(ji)(ji)(ji)術(shu)發(fa)展(zhan)及產業(ye)化規(gui)劃(hua)和政策,指導國(guo)(guo)(guo)(guo)家(jia)(jia)自主創(chuang)新示范區(qu)、國(guo)(guo)(guo)(guo)家(jia)(jia)高新技(ji)(ji)(ji)術(shu)產業(ye)開(kai)發(fa)區(qu)等科(ke)技(ji)(ji)(ji)園區(qu)建設,指導科(ke)技(ji)(ji)(ji)服務業(ye)、技(ji)(ji)(ji)術(shu)市場(chang)、科(ke)技(ji)(ji)(ji)中介組(zu)織發(fa)展(zhan)等職(zhi)責(ze)(ze)劃(hua)入(ru)工業(ye)和信息化部(bu)(bu)。把(ba)負責(ze)(ze)引(yin)進(jin)國(guo)(guo)(guo)(guo)外智力(li)工作職(zhi)責(ze)(ze)劃(hua)入(ru)人力(li)資源和社會(hui)保(bao)障(zhang)部(bu)(bu),在人力(li)資源和社會(hui)保(bao)障(zhang)部(bu)(bu)加(jia)掛(gua)國(guo)(guo)(guo)(guo)家(jia)(jia)外國(guo)(guo)(guo)(guo)專家(jia)(jia)局牌子(zi)(zi)。科(ke)學(xue)技(ji)(ji)(ji)術(shu)部(bu)(bu)不再保(bao)留國(guo)(guo)(guo)(guo)家(jia)(jia)外國(guo)(guo)(guo)(guo)專家(jia)(jia)局牌子(zi)(zi)。

  深(shen)化財(cai)(cai)政(zheng)科(ke)(ke)技(ji)(ji)經費分配使用機制(zhi)改革(ge),完善(shan)中(zhong)(zhong)(zhong)(zhong)(zhong)央財(cai)(cai)政(zheng)科(ke)(ke)技(ji)(ji)計(ji)劃(hua)(hua)執行和專(zhuan)業機構(gou)管(guan)理體制(zhi),調整科(ke)(ke)學技(ji)(ji)術(shu)部(bu)(bu)的(de)中(zhong)(zhong)(zhong)(zhong)(zhong)央財(cai)(cai)政(zheng)科(ke)(ke)技(ji)(ji)計(ji)劃(hua)(hua)(專(zhuan)項(xiang)、基金等)協調管(guan)理、科(ke)(ke)研(yan)項(xiang)目(mu)資金協調評估(gu)等職(zhi)責。重(zhong)組后的(de)科(ke)(ke)學技(ji)(ji)術(shu)部(bu)(bu)不再參(can)與具(ju)體科(ke)(ke)研(yan)項(xiang)目(mu)評審和管(guan)理,主要負責指(zhi)導監(jian)督科(ke)(ke)研(yan)管(guan)理專(zhuan)業機構(gou)的(de)運行管(guan)理,加強(qiang)對科(ke)(ke)研(yan)項(xiang)目(mu)實施情況的(de)督促檢查和科(ke)(ke)研(yan)成果的(de)評估(gu)問效。相應把科(ke)(ke)學技(ji)(ji)術(shu)部(bu)(bu)所(suo)屬中(zhong)(zhong)(zhong)(zhong)(zhong)國(guo)(guo)農村技(ji)(ji)術(shu)開(kai)發中(zhong)(zhong)(zhong)(zhong)(zhong)心(xin)(xin)劃(hua)(hua)入農業農村部(bu)(bu),中(zhong)(zhong)(zhong)(zhong)(zhong)國(guo)(guo)生(sheng)物技(ji)(ji)術(shu)發展(zhan)中(zhong)(zhong)(zhong)(zhong)(zhong)心(xin)(xin)劃(hua)(hua)入國(guo)(guo)家(jia)衛生(sheng)健(jian)康委員會(hui),中(zhong)(zhong)(zhong)(zhong)(zhong)國(guo)(guo)21世紀議程(cheng)管(guan)理中(zhong)(zhong)(zhong)(zhong)(zhong)心(xin)(xin)、科(ke)(ke)學技(ji)(ji)術(shu)部(bu)(bu)高技(ji)(ji)術(shu)研(yan)究發展(zhan)中(zhong)(zhong)(zhong)(zhong)(zhong)心(xin)(xin)劃(hua)(hua)入國(guo)(guo)家(jia)自(zi)然科(ke)(ke)學基金委員會(hui)。國(guo)(guo)家(jia)自(zi)然科(ke)(ke)學基金委員會(hui)仍由科(ke)(ke)學技(ji)(ji)術(shu)部(bu)(bu)管(guan)理。

  二、組建國家金融(rong)(rong)監(jian)督(du)(du)管(guan)(guan)(guan)(guan)理(li)(li)總局(ju)。黨(dang)的(de)(de)二十(shi)大作出明確部署(shu),要依(yi)法將各類金融(rong)(rong)活動全部納入(ru)監(jian)管(guan)(guan)(guan)(guan)。為(wei)解決金融(rong)(rong)領域長期存在(zai)的(de)(de)突出矛盾(dun)和(he)問題,在(zai)中國銀(yin)(yin)行(xing)(xing)保險監(jian)督(du)(du)管(guan)(guan)(guan)(guan)理(li)(li)委員會基礎(chu)上組建國家金融(rong)(rong)監(jian)督(du)(du)管(guan)(guan)(guan)(guan)理(li)(li)總局(ju),統一負(fu)責(ze)除證券(quan)業之外的(de)(de)金融(rong)(rong)業監(jian)管(guan)(guan)(guan)(guan),強化(hua)機(ji)構監(jian)管(guan)(guan)(guan)(guan)、行(xing)(xing)為(wei)監(jian)管(guan)(guan)(guan)(guan)、功能監(jian)管(guan)(guan)(guan)(guan)、穿(chuan)透式監(jian)管(guan)(guan)(guan)(guan)、持續監(jian)管(guan)(guan)(guan)(guan),統籌負(fu)責(ze)金融(rong)(rong)消(xiao)費者(zhe)權益保護,加(jia)強風(feng)險管(guan)(guan)(guan)(guan)理(li)(li)和(he)防(fang)范(fan)處置(zhi),依(yi)法查(cha)處違(wei)法違(wei)規行(xing)(xing)為(wei),作為(wei)國務院(yuan)直屬機(ji)構。為(wei)加(jia)強金融(rong)(rong)消(xiao)費者(zhe)合法權益保護,統一規范(fan)金融(rong)(rong)產品和(he)服務行(xing)(xing)為(wei),把(ba)中國人民(min)銀(yin)(yin)行(xing)(xing)對金融(rong)(rong)控股公司等金融(rong)(rong)集團的(de)(de)日(ri)常(chang)監(jian)管(guan)(guan)(guan)(guan)職責(ze)、有(you)關金融(rong)(rong)消(xiao)費者(zhe)保護職責(ze),中國證券(quan)監(jian)督(du)(du)管(guan)(guan)(guan)(guan)理(li)(li)委員會的(de)(de)投資者(zhe)保護職責(ze)劃入(ru)國家金融(rong)(rong)監(jian)督(du)(du)管(guan)(guan)(guan)(guan)理(li)(li)總局(ju)。不再(zai)保留中國銀(yin)(yin)行(xing)(xing)保險監(jian)督(du)(du)管(guan)(guan)(guan)(guan)理(li)(li)委員會。

  三、深化(hua)地(di)方(fang)金(jin)(jin)(jin)融(rong)監(jian)管體制改革。針(zhen)對地(di)方(fang)金(jin)(jin)(jin)融(rong)監(jian)管部門(men)存在的監(jian)管手(shou)段(duan)缺乏、專業人才不足等問(wen)題,強化(hua)金(jin)(jin)(jin)融(rong)管理(li)中央事權,建(jian)立以中央金(jin)(jin)(jin)融(rong)管理(li)部門(men)地(di)方(fang)派(pai)(pai)出機(ji)構(gou)為主的地(di)方(fang)金(jin)(jin)(jin)融(rong)監(jian)管體制,統籌優(you)化(hua)中央金(jin)(jin)(jin)融(rong)管理(li)部門(men)地(di)方(fang)派(pai)(pai)出機(ji)構(gou)設(she)置和力(li)量配備。同時,壓實地(di)方(fang)金(jin)(jin)(jin)融(rong)監(jian)管主體責任(ren),地(di)方(fang)政府設(she)立的金(jin)(jin)(jin)融(rong)監(jian)管機(ji)構(gou)專司監(jian)管職責,不再加掛金(jin)(jin)(jin)融(rong)工作局(ju)、金(jin)(jin)(jin)融(rong)辦公室等牌子。

  四、中(zhong)(zhong)國(guo)證券(quan)(quan)監(jian)(jian)督(du)(du)管(guan)(guan)理(li)委(wei)員(yuan)會(hui)調整為(wei)國(guo)務(wu)院(yuan)直屬機(ji)構。為(wei)強化資本市(shi)場(chang)監(jian)(jian)管(guan)(guan)職(zhi)責,中(zhong)(zhong)國(guo)證券(quan)(quan)監(jian)(jian)督(du)(du)管(guan)(guan)理(li)委(wei)員(yuan)會(hui)由國(guo)務(wu)院(yuan)直屬事(shi)業(ye)單位調整為(wei)國(guo)務(wu)院(yuan)直屬機(ji)構。理(li)順債(zhai)券(quan)(quan)管(guan)(guan)理(li)體制,將國(guo)家(jia)發展和改革委(wei)員(yuan)會(hui)的企業(ye)債(zhai)券(quan)(quan)發行(xing)審核職(zhi)責劃入中(zhong)(zhong)國(guo)證券(quan)(quan)監(jian)(jian)督(du)(du)管(guan)(guan)理(li)委(wei)員(yuan)會(hui),由中(zhong)(zhong)國(guo)證券(quan)(quan)監(jian)(jian)督(du)(du)管(guan)(guan)理(li)委(wei)員(yuan)會(hui)統一負責公司(企業(ye))債(zhai)券(quan)(quan)發行(xing)審核工作(zuo)。

  五、統(tong)籌推進中(zhong)(zhong)國(guo)人民(min)(min)(min)銀(yin)(yin)(yin)行(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)分支(zhi)機構(gou)改革(ge)。調整(zheng)中(zhong)(zhong)國(guo)人民(min)(min)(min)銀(yin)(yin)(yin)行(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)大(da)區分行(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)體制,按照行(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)政區設(she)(she)立(li)分支(zhi)機構(gou)。撤銷中(zhong)(zhong)國(guo)人民(min)(min)(min)銀(yin)(yin)(yin)行(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)大(da)區分行(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)及(ji)分行(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)營(ying)(ying)業(ye)管理(li)(li)部(bu)、總行(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)直屬營(ying)(ying)業(ye)管理(li)(li)部(bu)和省會城市(shi)(shi)中(zhong)(zhong)心支(zhi)行(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing),在31個省(自治(zhi)區、直轄市(shi)(shi))設(she)(she)立(li)省級分行(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing),在深(shen)圳(zhen)、大(da)連(lian)、寧波、青島、廈(sha)門設(she)(she)立(li)計(ji)劃單列(lie)市(shi)(shi)分行(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)。中(zhong)(zhong)國(guo)人民(min)(min)(min)銀(yin)(yin)(yin)行(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)北京分行(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)保(bao)留(liu)中(zhong)(zhong)國(guo)人民(min)(min)(min)銀(yin)(yin)(yin)行(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)營(ying)(ying)業(ye)管理(li)(li)部(bu)牌子,中(zhong)(zhong)國(guo)人民(min)(min)(min)銀(yin)(yin)(yin)行(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)上(shang)海(hai)分行(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)與中(zhong)(zhong)國(guo)人民(min)(min)(min)銀(yin)(yin)(yin)行(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)上(shang)海(hai)總部(bu)合署辦公(gong)。不(bu)再保(bao)留(liu)中(zhong)(zhong)國(guo)人民(min)(min)(min)銀(yin)(yin)(yin)行(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)縣(市(shi)(shi))支(zhi)行(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing),相(xiang)關(guan)職(zhi)能上(shang)收至(zhi)中(zhong)(zhong)國(guo)人民(min)(min)(min)銀(yin)(yin)(yin)行(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)地(市(shi)(shi))中(zhong)(zhong)心支(zhi)行(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)。對(dui)邊(bian)境或(huo)外貿結(jie)售匯業(ye)務(wu)(wu)量大(da)的地區,可根據(ju)工作(zuo)需要,采(cai)取中(zhong)(zhong)國(guo)人民(min)(min)(min)銀(yin)(yin)(yin)行(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)地(市(shi)(shi))中(zhong)(zhong)心支(zhi)行(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)派出機構(gou)方(fang)式履(lv)行(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)(xing)相(xiang)關(guan)管理(li)(li)服務(wu)(wu)職(zhi)能。

  六、完善國(guo)(guo)(guo)有(you)(you)(you)金(jin)融(rong)(rong)資(zi)本管(guan)(guan)理體制(zhi)。國(guo)(guo)(guo)有(you)(you)(you)金(jin)融(rong)(rong)資(zi)本是(shi)推進(jin)國(guo)(guo)(guo)家(jia)現(xian)代化(hua)、維護國(guo)(guo)(guo)家(jia)金(jin)融(rong)(rong)安全的(de)(de)重要(yao)保障,是(shi)我們黨(dang)和(he)國(guo)(guo)(guo)家(jia)事業發展的(de)(de)重要(yao)物(wu)質基礎和(he)政治基礎。為厘(li)清金(jin)融(rong)(rong)監管(guan)(guan)部(bu)門、履(lv)行(xing)國(guo)(guo)(guo)有(you)(you)(you)金(jin)融(rong)(rong)資(zi)本出資(zi)人職(zhi)責的(de)(de)機(ji)(ji)構(gou)和(he)國(guo)(guo)(guo)有(you)(you)(you)金(jin)融(rong)(rong)機(ji)(ji)構(gou)之間的(de)(de)權責關系(xi),推進(jin)管(guan)(guan)辦分(fen)離(li)、政企(qi)分(fen)開,把(ba)中央金(jin)融(rong)(rong)管(guan)(guan)理部(bu)門管(guan)(guan)理的(de)(de)市(shi)場經(jing)營類機(ji)(ji)構(gou)剝離(li),相關國(guo)(guo)(guo)有(you)(you)(you)金(jin)融(rong)(rong)資(zi)產(chan)劃入國(guo)(guo)(guo)有(you)(you)(you)金(jin)融(rong)(rong)資(zi)本受托管(guan)(guan)理機(ji)(ji)構(gou),由其(qi)根據國(guo)(guo)(guo)務院授(shou)權統一履(lv)行(xing)出資(zi)人職(zhi)責,促進(jin)國(guo)(guo)(guo)有(you)(you)(you)金(jin)融(rong)(rong)機(ji)(ji)構(gou)持續健康發展。

  七、加(jia)強金(jin)融(rong)管理(li)部(bu)門工作(zuo)人員(yuan)(yuan)統一(yi)規(gui)范管理(li)。為促進金(jin)融(rong)管理(li)部(bu)門依法合規(gui)履行(xing)(xing)金(jin)融(rong)管理(li)職(zhi)責(ze),解決金(jin)融(rong)系統隊(dui)伍管理(li)的統一(yi)性(xing)、規(gui)范性(xing)問題(ti),把中國人民(min)銀行(xing)(xing)、國家金(jin)融(rong)監督管理(li)總局、中國證(zheng)券監督管理(li)委員(yuan)(yuan)會、國家外(wai)匯管理(li)局及其分支機構、派出機構的工作(zuo)人員(yuan)(yuan)納入(ru)國家公務(wu)員(yuan)(yuan)統一(yi)規(gui)范管理(li),使用行(xing)(xing)政編(bian)制(zhi),執行(xing)(xing)國家公務(wu)員(yuan)(yuan)工資待遇標準。

  八、組(zu)建(jian)(jian)(jian)國(guo)(guo)家(jia)(jia)(jia)數(shu)(shu)(shu)據(ju)局(ju)(ju)(ju)(ju)(ju)。當(dang)今社(she)會(hui)(hui),數(shu)(shu)(shu)字(zi)(zi)資(zi)(zi)源、數(shu)(shu)(shu)字(zi)(zi)經(jing)濟對(dui)(dui)經(jing)濟社(she)會(hui)(hui)發(fa)(fa)展(zhan)(zhan)具(ju)有基(ji)(ji)礎性作(zuo)(zuo)用(yong),對(dui)(dui)于構建(jian)(jian)(jian)新發(fa)(fa)展(zhan)(zhan)格(ge)(ge)局(ju)(ju)(ju)(ju)(ju)、建(jian)(jian)(jian)設(she)(she)現(xian)(xian)代化(hua)經(jing)濟體系、構筑國(guo)(guo)家(jia)(jia)(jia)競爭新優勢意義重大,必(bi)須加強對(dui)(dui)數(shu)(shu)(shu)據(ju)的管理、開發(fa)(fa)、利用(yong)。在保持數(shu)(shu)(shu)據(ju)安全、行業數(shu)(shu)(shu)據(ju)監(jian)管、信息(xi)(xi)化(hua)發(fa)(fa)展(zhan)(zhan)、數(shu)(shu)(shu)字(zi)(zi)政府建(jian)(jian)(jian)設(she)(she)等現(xian)(xian)行工作(zuo)(zuo)格(ge)(ge)局(ju)(ju)(ju)(ju)(ju)總體穩(wen)定(ding)前提(ti)下,把(ba)數(shu)(shu)(shu)據(ju)資(zi)(zi)源整合共享(xiang)和開發(fa)(fa)利用(yong)方面的有關職(zhi)責(ze)相對(dui)(dui)集中(zhong),組(zu)建(jian)(jian)(jian)國(guo)(guo)家(jia)(jia)(jia)數(shu)(shu)(shu)據(ju)局(ju)(ju)(ju)(ju)(ju),作(zuo)(zuo)為國(guo)(guo)家(jia)(jia)(jia)發(fa)(fa)展(zhan)(zhan)和改(gai)革委員(yuan)會(hui)(hui)管理的國(guo)(guo)家(jia)(jia)(jia)局(ju)(ju)(ju)(ju)(ju),負責(ze)協(xie)(xie)調(diao)推(tui)進(jin)(jin)(jin)數(shu)(shu)(shu)據(ju)基(ji)(ji)礎制度(du)建(jian)(jian)(jian)設(she)(she),統(tong)籌推(tui)進(jin)(jin)(jin)數(shu)(shu)(shu)字(zi)(zi)中(zhong)國(guo)(guo)、數(shu)(shu)(shu)字(zi)(zi)經(jing)濟、數(shu)(shu)(shu)字(zi)(zi)社(she)會(hui)(hui)規劃和建(jian)(jian)(jian)設(she)(she)等。把(ba)中(zhong)央網(wang)絡安全和信息(xi)(xi)化(hua)委員(yuan)會(hui)(hui)辦(ban)公(gong)(gong)室承(cheng)擔的研究擬訂數(shu)(shu)(shu)字(zi)(zi)中(zhong)國(guo)(guo)建(jian)(jian)(jian)設(she)(she)方案、協(xie)(xie)調(diao)推(tui)動公(gong)(gong)共服(fu)務和社(she)會(hui)(hui)治理信息(xi)(xi)化(hua)、協(xie)(xie)調(diao)促進(jin)(jin)(jin)智慧城市建(jian)(jian)(jian)設(she)(she)、協(xie)(xie)調(diao)國(guo)(guo)家(jia)(jia)(jia)重要信息(xi)(xi)資(zi)(zi)源開發(fa)(fa)利用(yong)與共享(xiang)、推(tui)動信息(xi)(xi)資(zi)(zi)源跨行業跨部門互聯互通(tong)等職(zhi)責(ze),國(guo)(guo)家(jia)(jia)(jia)發(fa)(fa)展(zhan)(zhan)和改(gai)革委員(yuan)會(hui)(hui)承(cheng)擔的統(tong)籌推(tui)進(jin)(jin)(jin)數(shu)(shu)(shu)字(zi)(zi)經(jing)濟發(fa)(fa)展(zhan)(zhan)、組(zu)織實施(shi)國(guo)(guo)家(jia)(jia)(jia)大數(shu)(shu)(shu)據(ju)戰略(lve)、推(tui)進(jin)(jin)(jin)數(shu)(shu)(shu)據(ju)要素基(ji)(ji)礎制度(du)建(jian)(jian)(jian)設(she)(she)、推(tui)進(jin)(jin)(jin)數(shu)(shu)(shu)字(zi)(zi)基(ji)(ji)礎設(she)(she)施(shi)布局(ju)(ju)(ju)(ju)(ju)建(jian)(jian)(jian)設(she)(she)等職(zhi)責(ze)劃入國(guo)(guo)家(jia)(jia)(jia)數(shu)(shu)(shu)據(ju)局(ju)(ju)(ju)(ju)(ju)。

  九、優化農(nong)(nong)(nong)業農(nong)(nong)(nong)村(cun)(cun)部(bu)(bu)(bu)(bu)職(zhi)責(ze)。為統(tong)籌抓好以鄉(xiang)(xiang)(xiang)村(cun)(cun)振(zhen)(zhen)興(xing)(xing)為重心的(de)“三農(nong)(nong)(nong)”各項工作,加快建設(she)農(nong)(nong)(nong)業強(qiang)國,整體推(tui)動農(nong)(nong)(nong)業全面(mian)升(sheng)級、農(nong)(nong)(nong)村(cun)(cun)全面(mian)進(jin)(jin)步、農(nong)(nong)(nong)民(min)全面(mian)發(fa)展(zhan)(zhan),把國家(jia)(jia)鄉(xiang)(xiang)(xiang)村(cun)(cun)振(zhen)(zhen)興(xing)(xing)局的(de)牽頭開(kai)展(zhan)(zhan)防止返貧監(jian)測(ce)和(he)幫(bang)扶,組織擬訂鄉(xiang)(xiang)(xiang)村(cun)(cun)振(zhen)(zhen)興(xing)(xing)重點(dian)幫(bang)扶縣和(he)重點(dian)地(di)區幫(bang)扶政(zheng)策,組織開(kai)展(zhan)(zhan)東西部(bu)(bu)(bu)(bu)協(xie)作、對口支援(yuan)、社會幫(bang)扶,研究(jiu)提出中央財政(zheng)銜接推(tui)進(jin)(jin)鄉(xiang)(xiang)(xiang)村(cun)(cun)振(zhen)(zhen)興(xing)(xing)相關(guan)資金(jin)分(fen)配(pei)建議(yi)方案并指導、監(jian)督(du)資金(jin)使(shi)用,推(tui)動鄉(xiang)(xiang)(xiang)村(cun)(cun)幫(bang)扶產業發(fa)展(zhan)(zhan),推(tui)動農(nong)(nong)(nong)村(cun)(cun)社會事業和(he)公共服務發(fa)展(zhan)(zhan)等(deng)職(zhi)責(ze)劃入農(nong)(nong)(nong)業農(nong)(nong)(nong)村(cun)(cun)部(bu)(bu)(bu)(bu),在(zai)農(nong)(nong)(nong)業農(nong)(nong)(nong)村(cun)(cun)部(bu)(bu)(bu)(bu)加掛(gua)國家(jia)(jia)鄉(xiang)(xiang)(xiang)村(cun)(cun)振(zhen)(zhen)興(xing)(xing)局牌子(zi)。不(bu)再保留單設(she)的(de)國家(jia)(jia)鄉(xiang)(xiang)(xiang)村(cun)(cun)振(zhen)(zhen)興(xing)(xing)局。

  國家鄉村振興(xing)局職(zhi)責劃入農(nong)業農(nong)村部,要繼續加大對脫(tuo)(tuo)貧(pin)地區(qu)和(he)脫(tuo)(tuo)貧(pin)群眾的幫扶(fu)力度(du),全國脫(tuo)(tuo)貧(pin)攻堅(jian)目標任務(wu)完(wan)成后(hou)的過渡(du)期內,有關幫扶(fu)政策、財政支持、項(xiang)目安排保(bao)持總體穩定,資金項(xiang)目相對獨(du)立運行管理。

  十、完善老(lao)(lao)齡(ling)工(gong)(gong)(gong)作體制。為(wei)實施(shi)積(ji)極應對(dui)人口老(lao)(lao)齡(ling)化國(guo)(guo)(guo)家戰略,更好發展(zhan)養老(lao)(lao)事業(ye)(ye)和(he)養老(lao)(lao)產業(ye)(ye),推動實現全(quan)體老(lao)(lao)年(nian)人享有基(ji)本養老(lao)(lao)服(fu)務,把國(guo)(guo)(guo)家衛生健康(kang)委(wei)員(yuan)會的組織擬(ni)訂并協(xie)調落實應對(dui)人口老(lao)(lao)齡(ling)化政(zheng)策措施(shi)、承擔全(quan)國(guo)(guo)(guo)老(lao)(lao)齡(ling)工(gong)(gong)(gong)作委(wei)員(yuan)會的具體工(gong)(gong)(gong)作等職責劃(hua)入民政(zheng)部。全(quan)國(guo)(guo)(guo)老(lao)(lao)齡(ling)工(gong)(gong)(gong)作委(wei)員(yuan)會辦(ban)公(gong)室改設在(zai)民政(zheng)部,強化其綜(zong)合協(xie)調、督促(cu)指(zhi)導、組織推進老(lao)(lao)齡(ling)事業(ye)(ye)發展(zhan)職責。中(zhong)國(guo)(guo)(guo)老(lao)(lao)齡(ling)協(xie)會改由(you)民政(zheng)部代管。

  十(shi)一、完善知識(shi)(shi)產(chan)(chan)權(quan)管(guan)(guan)(guan)理體制。為適應推進(jin)創新型國(guo)家(jia)建設、推動(dong)高(gao)質量發展、擴大高(gao)水(shui)(shui)平對外開放的內在(zai)需要,加快推進(jin)知識(shi)(shi)產(chan)(chan)權(quan)強國(guo)建設,全面提(ti)升知識(shi)(shi)產(chan)(chan)權(quan)創造(zao)、運(yun)用、保護、管(guan)(guan)(guan)理和服務(wu)水(shui)(shui)平,將國(guo)家(jia)知識(shi)(shi)產(chan)(chan)權(quan)局(ju)由(you)國(guo)家(jia)市場(chang)監督管(guan)(guan)(guan)理總(zong)局(ju)管(guan)(guan)(guan)理的國(guo)家(jia)局(ju)調(diao)整為國(guo)務(wu)院直屬機構(gou)。商標、專利等領(ling)域執(zhi)法(fa)職(zhi)責繼(ji)續(xu)由(you)市場(chang)監管(guan)(guan)(guan)綜(zong)合執(zhi)法(fa)隊伍承(cheng)擔,相關(guan)執(zhi)法(fa)工作接受國(guo)家(jia)知識(shi)(shi)產(chan)(chan)權(quan)局(ju)專業指導。

  十二(er)、國家(jia)(jia)信(xin)訪局調(diao)整為國務院(yuan)直屬機構。為貫徹(che)落實新時代黨的群眾路線,加強和改進人民信(xin)訪工作(zuo),更好維護人民根本利益,將國家(jia)(jia)信(xin)訪局由國務院(yuan)辦公廳管(guan)理(li)的國家(jia)(jia)局調(diao)整為國務院(yuan)直屬機構。

  十三(san)、精(jing)減(jian)中央國家機(ji)關人員(yuan)編(bian)制。中央國家機(ji)關各部門人員(yuan)編(bian)制統(tong)一按照5%的比例進行(xing)精(jing)減(jian),收回的編(bian)制主要(yao)(yao)用(yong)于加強(qiang)重點(dian)領域和(he)重要(yao)(yao)工作。對(dui)于精(jing)減(jian)后少數部門超(chao)編(bian)問題,給予(yu)5年過渡(du)期逐步(bu)消化(hua)。

  各位代表,按照上(shang)述方(fang)案調整(zheng)后,除國(guo)務院辦公廳外,國(guo)務院設置組(zu)成部(bu)門仍(reng)為26個(ge)。根據國(guo)務院組(zu)織法規定,科(ke)學技術部(bu)、農業農村部(bu)等(deng)國(guo)務院組(zu)成部(bu)門的(de)調整(zheng)和設置,請大(da)會(hui)審議。

  國(guo)(guo)家(jia)(jia)市(shi)場監督(du)管(guan)理(li)總(zong)局、國(guo)(guo)家(jia)(jia)金融監督(du)管(guan)理(li)總(zong)局、中(zhong)國(guo)(guo)證券監督(du)管(guan)理(li)委員會、國(guo)(guo)家(jia)(jia)信訪(fang)局、國(guo)(guo)家(jia)(jia)知(zhi)識產權局、國(guo)(guo)家(jia)(jia)數(shu)據(ju)局、國(guo)(guo)家(jia)(jia)鄉村振興局等國(guo)(guo)務院組成(cheng)部門以外的國(guo)(guo)務院所屬(shu)機構的調整和設置,將由新組成(cheng)的國(guo)(guo)務院審查批準(zhun)。
