——對“一把手”和領(ling)導班子監督持續強化深化
“一(yi)(yi)把手”是黨(dang)政領導(dao)集體的(de)“班長”,肩(jian)負(fu)著把方向、謀(mou)全局、抓大事的(de)重(zhong)任,必須以(yi)強(qiang)有力的(de)監(jian)督(du)促使其做(zuo)到位高不擅權(quan)、權(quan)重(zhong)不謀(mou)私。2021年6月發布的(de)《中共中央(yang)關(guan)于加強(qiang)對“一(yi)(yi)把手”和(he)(he)領導(dao)班子(zi)監(jian)督(du)的(de)意見》(以(yi)下簡稱《意見》),是我們(men)黨(dang)長期以(yi)來從(cong)嚴(yan)監(jian)督(du)管(guan)理領導(dao)干部的(de)寶貴(gui)經驗(yan)總(zong)結,為當前和(he)(he)今后的(de)實踐提供了權(quan)威指(zhi)導(dao)和(he)(he)制度(du)遵循。
組合拳見真章:綜合施治強化對“一把手”監督
調研(yan)了解到(dao),黨的十八大以來,各地區(qu)各部門普遍(bian)把(ba)(ba)對“一把(ba)(ba)手”和(he)領(ling)導班(ban)子監督擺在更(geng)加突出的位置,著力提(ti)高思想認(ren)識,認(ren)真(zhen)抓好(hao)《意(yi)見》貫徹落實,監督工(gong)作由(you)破題開(kai)局的“淺水(shui)區(qu)”逐步走向縱深(shen)推進的“深(shen)水(shui)區(qu)”,初步形成了“一把(ba)(ba)手”和(he)領(ling)導班(ban)子團結帶領(ling)廣大黨員干部砥(di)礪(li)奮進新征程的良好(hao)局面(mian)。
“一(yi)把手(shou)”和領(ling)導班(ban)子成員對監(jian)督的認(ren)識理解日漸(jian)深入,自(zi)覺受監(jian)督、主動(dong)抓監(jian)督的意識越來越強——
“以前對監(jian)(jian)(jian)(jian)督(du)(du)(du)有抵觸(chu)情緒,覺(jue)得監(jian)(jian)(jian)(jian)督(du)(du)(du)是(shi)(shi)限(xian)制、是(shi)(shi)不信(xin)任,會(hui)影響工作(zuo)和團結(jie)。”遼寧(ning)省(sheng)一(yi)位市級人力資源(yuan)和社會(hui)保障局黨組(zu)書記坦陳,隨著(zhu)全(quan)面從嚴治黨持續(xu)深入(ru)推進(jin),監(jian)(jian)(jian)(jian)督(du)(du)(du)氛圍逐漸濃厚,對監(jian)(jian)(jian)(jian)督(du)(du)(du)的(de)認識愈發(fa)清晰,自覺(jue)接受(shou)監(jian)(jian)(jian)(jian)督(du)(du)(du)的(de)意識逐漸深入(ru)每一(yi)位班(ban)子成(cheng)員心中。陜西省(sheng)有的(de)廳黨組(zu)書記在(zai)黨組(zu)會(hui)上旗幟鮮(xian)明地(di)表態:“駐廳紀檢監(jian)(jian)(jian)(jian)察組(zu)是(shi)(shi)代(dai)表省(sheng)紀委監(jian)(jian)(jian)(jian)委來監(jian)(jian)(jian)(jian)督(du)(du)(du)廳黨組(zu)的(de),我作(zuo)為(wei)‘一(yi)把手(shou)’是(shi)(shi)重點監(jian)(jian)(jian)(jian)督(du)(du)(du)對象,從我做起、帶(dai)頭主動接受(shou)監(jian)(jian)(jian)(jian)督(du)(du)(du)。”在(zai)安徽(hui)省(sheng),記者不止一(yi)次聽到(dao)“一(yi)把手(shou)”們表示,“抓監(jian)(jian)(jian)(jian)督(du)(du)(du)就是(shi)(shi)抓班(ban)子帶(dai)隊伍(wu)、抓工作(zuo)促落(luo)實(shi)”“監(jian)(jian)(jian)(jian)督(du)(du)(du)和工作(zuo)不是(shi)(shi)‘兩張皮’,監(jian)(jian)(jian)(jian)督(du)(du)(du)做好了(le),帶(dai)動其他工作(zuo)上水平”“抓監(jian)(jian)(jian)(jian)督(du)(du)(du)的(de)過(guo)程就是(shi)(shi)落(luo)實(shi)主體責任的(de)過(guo)程”“不抓監(jian)(jian)(jian)(jian)督(du)(du)(du)就是(shi)(shi)失職瀆職”……領(ling)導干部對監(jian)(jian)(jian)(jian)督(du)(du)(du)的(de)認識不斷提(ti)升,折射出(chu)全(quan)面從嚴治黨向(xiang)基層延伸、向(xiang)縱深推進(jin)。
認識上的(de)(de)(de)持(chi)(chi)續深化,體現為受(shou)監(jian)督(du)、抓監(jian)督(du)的(de)(de)(de)主(zhu)動性越(yue)來越(yue)強。在(zai)陜(shan)西省調研走訪的(de)(de)(de)幾個市,黨員(yuan)領(ling)導(dao)干部普(pu)遍反映(ying),市委(wei)書(shu)(shu)記(ji)履行主(zhu)體責(ze)任、主(zhu)動開展監(jian)督(du)的(de)(de)(de)積極性更高,不(bu)僅(jin)對(dui)全面從嚴治黨逢(feng)會必講,還堅持(chi)(chi)與市委(wei)常委(wei)班(ban)(ban)子(zi)成(cheng)員(yuan)談心談話,既對(dui)苗頭性、傾向性問題及時提醒,又(you)督(du)促班(ban)(ban)子(zi)成(cheng)員(yuan)按(an)職責(ze)分工(gong)(gong)抓好日常監(jian)督(du)、巡視巡察、專(zhuan)(zhuan)項督(du)查(cha)等(deng)(deng)反饋問題的(de)(de)(de)整改(gai)。有了“一(yi)把手”的(de)(de)(de)示(shi)范,領(ling)導(dao)班(ban)(ban)子(zi)成(cheng)員(yuan)對(dui)監(jian)督(du)的(de)(de)(de)態度也進一(yi)步(bu)轉變。在(zai)接受(shou)派駐紀檢監(jian)察組(zu)組(zu)長(chang)談話后,陜(shan)西省一(yi)位(wei)廳局級領(ling)導(dao)班(ban)(ban)子(zi)成(cheng)員(yuan)專(zhuan)(zhuan)門寫(xie)了書(shu)(shu)面材料,匯報思(si)想和工(gong)(gong)作,特別(bie)是履行“一(yi)崗雙責(ze)”、廉潔自律等(deng)(deng)情況(kuang),并表示(shi),“不(bu)管是我個人(ren)的(de)(de)(de)問題,還是分管范圍內任何人(ren)的(de)(de)(de)問題,都可以一(yi)針見血地指(zhi)出來。這是真誠幫助,絕(jue)不(bu)是刁難”。
支(zhi)持紀(ji)檢監(jian)(jian)(jian)(jian)(jian)察機關(guan)開展(zhan)監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du),是(shi)黨委(wei)(wei)(wei)(黨組)重監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)、抓監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)的重要標志之(zhi)一(yi)。調研顯示,不(bu)少(shao)“一(yi)把(ba)手”對紀(ji)委(wei)(wei)(wei)監(jian)(jian)(jian)(jian)(jian)委(wei)(wei)(wei)職(zhi)責定位、職(zhi)能(neng)作(zuo)用的認識愈發明(ming)晰(xi)。一(yi)位縣委(wei)(wei)(wei)書(shu)記的看(kan)法(fa)頗具(ju)代表性,“支(zhi)持紀(ji)委(wei)(wei)(wei)監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)領(ling)導干(gan)部(bu)、監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)‘一(yi)把(ba)手’,對黨委(wei)(wei)(wei)履行主體責任是(shi)有效的督(du)(du)(du)促和助(zhu)力,對于(yu)優化政治生態、促進地(di)方發展(zhan)具(ju)有深遠(yuan)的積極影響(xiang)”。不(bu)少(shao)地(di)方的“一(yi)把(ba)手”談到(dao),班子里(li)平常交(jiao)流最多的就是(shi)紀(ji)委(wei)(wei)(wei)書(shu)記,“紀(ji)委(wei)(wei)(wei)需要我(wo)出席的會(hui)議,再忙都要參(can)加;紀(ji)委(wei)(wei)(wei)報上來的文件,作(zuo)為(wei)優先級處理(li)”成為(wei)一(yi)種共識。得益于(yu)這種支(zhi)持,紀(ji)委(wei)(wei)(wei)書(shu)記監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)“一(yi)把(ba)手”和班子成員的底氣越(yue)來越(yue)足(zu)。
注重用(yong)好多種(zhong)方式,重點(dian)突出辦案舉措,積極完善監(jian)督格局(ju),全面從嚴(yan)的監(jian)督氛圍更(geng)加濃厚——
做好“一把(ba)手”監(jian)(jian)督(du),要用(yong)(yong)好“十八般兵器”,注重發揮監(jian)(jian)督(du)關(guan)(guan)口前移、抓早抓小(xiao)的作(zuo)用(yong)(yong)。從(cong)調研情況看(kan),很多(duo)地(di)方堅(jian)持把(ba)踐行“四種形態”作(zuo)為加強對“一把(ba)手”和領導(dao)班子監(jian)(jian)督(du)的有(you)效抓手,特別(bie)是在用(yong)(yong)好第一種形態上下功(gong)夫,普遍用(yong)(yong)足《意(yi)見(jian)》明確的談話提醒、政(zheng)(zheng)治(zhi)生(sheng)態研判、述責(ze)述廉、動(dong)態更新廉政(zheng)(zheng)檔案、嚴督(du)實(shi)導(dao)民主生(sheng)活會、開展“三(san)重一大”決策監(jian)(jian)督(du)、嚴把(ba)黨風廉政(zheng)(zheng)意(yi)見(jian)回(hui)復關(guan)(guan)、定期分析研判信訪舉報情況、巡(xun)視巡(xun)察(cha)等(deng)“規定動(dong)作(zuo)”,還(huan)積極用(yong)(yong)好廉情抄告、“四不兩直(zhi)”監(jian)(jian)督(du)檢查、蹲點調研、嵌(qian)入式監(jian)(jian)督(du)等(deng)“自選動(dong)作(zuo)”,著力抓早抓小(xiao)、防微杜(du)漸。
既要“咬(yao)耳扯袖”,又有(you)“雷霆(ting)手(shou)段”。辦(ban)案(an)是(shi)最有(you)力的監督(du)(du),各(ge)地把(ba)查(cha)(cha)辦(ban)案(an)件作為使監督(du)(du)“長牙”“帶電”的堅(jian)(jian)實(shi)后(hou)墻,始終保(bao)持(chi)高(gao)壓態(tai)勢。遼寧省(sheng)堅(jian)(jian)決(jue)懲治領(ling)(ling)導(dao)(dao)干部(bu)特別(bie)是(shi)“一把(ba)手(shou)”腐(fu)敗,靈活采(cai)用“揭蓋子(zi)(zi)”“牽藤子(zi)(zi)”“挖(wa)根子(zi)(zi)”等“戰法”破解官商勾連問(wen)(wen)題(ti),形(xing)成了強力震懾(she)。陜西(xi)省(sheng)紀(ji)委(wei)監委(wei)始終保(bao)持(chi)高(gao)壓態(tai)勢,加(jia)大(da)對(dui)(dui)“一把(ba)手(shou)”和領(ling)(ling)導(dao)(dao)班子(zi)(zi)成員(yuan)(yuan)問(wen)(wen)題(ti)線(xian)索(suo)挖(wa)掘處(chu)置力度,對(dui)(dui)典型(xing)案(an)件直(zhi)查(cha)(cha)直(zhi)辦(ban),近年來立案(an)查(cha)(cha)處(chu)省(sheng)管企業(ye)領(ling)(ling)導(dao)(dao)人(ren)員(yuan)(yuan)中“一把(ba)手(shou)”占比54%。安徽省(sheng)在加(jia)大(da)辦(ban)案(an)力度的同時(shi),堅(jian)(jian)持(chi)每年對(dui)(dui)查(cha)(cha)辦(ban)的下(xia)級“一把(ba)手(shou)”和領(ling)(ling)導(dao)(dao)班子(zi)(zi)成員(yuan)(yuan)違(wei)紀(ji)違(wei)法問(wen)(wen)題(ti)開(kai)展分析,并向同級黨委(wei)“一把(ba)手(shou)”專題(ti)報告。各(ge)地還注重扎實(shi)做好查(cha)(cha)辦(ban)案(an)件“后(hou)半篇文章”,綜(zong)合(he)采(cai)用開(kai)展警(jing)示教育、下(xia)發紀(ji)檢(jian)監察建議、檢(jian)查(cha)(cha)督(du)(du)促問(wen)(wen)題(ti)整改等方式抓好以案(an)促改、以案(an)促治,持(chi)續放(fang)大(da)案(an)件查(cha)(cha)辦(ban)綜(zong)合(he)效應。
健(jian)全完(wan)善橫(heng)向(xiang)到(dao)邊縱向(xiang)到(dao)底的監(jian)(jian)(jian)(jian)督(du)(du)格(ge)(ge)局,不斷(duan)強化(hua)從嚴監(jian)(jian)(jian)(jian)督(du)(du)的氛圍。調研了解到(dao),各(ge)地以(yi)加(jia)強對各(ge)級“一(yi)把(ba)手”和領(ling)導班(ban)子監(jian)(jian)(jian)(jian)督(du)(du)為(wei)重(zhong)點,橫(heng)向(xiang)上(shang)推(tui)動(dong)各(ge)類(lei)監(jian)(jian)(jian)(jian)督(du)(du)貫通協(xie)同(tong),縱向(xiang)上(shang)建立起(qi)自上(shang)而下層層抓(zhua)的監(jian)(jian)(jian)(jian)督(du)(du)格(ge)(ge)局。橫(heng)向(xiang)上(shang),緊盯重(zhong)大行業(ye)、重(zhong)點領(ling)域(yu)、重(zhong)要部門(men)“一(yi)把(ba)手”,推(tui)動(dong)紀檢監(jian)(jian)(jian)(jian)察監(jian)(jian)(jian)(jian)督(du)(du)與審計監(jian)(jian)(jian)(jian)督(du)(du)、財會監(jian)(jian)(jian)(jian)督(du)(du)、統計監(jian)(jian)(jian)(jian)督(du)(du)、群眾監(jian)(jian)(jian)(jian)督(du)(du)等(deng)貫通協(xie)同(tong);促進紀律監(jian)(jian)(jian)(jian)督(du)(du)、監(jian)(jian)(jian)(jian)察監(jian)(jian)(jian)(jian)督(du)(du)、派駐監(jian)(jian)(jian)(jian)督(du)(du)、巡視監(jian)(jian)(jian)(jian)督(du)(du)統籌銜(xian)接,用(yong)好(hao)“室組(zu)”聯動(dong)、“室組(zu)巡”聯動(dong)等(deng)監(jian)(jian)(jian)(jian)督(du)(du)模(mo)式。縱向(xiang)上(shang),堅持一(yi)級抓(zhua)一(yi)級,層層傳導壓力、步步壓實責任。安徽、陜西等(deng)地瞄準對基層“關鍵少數”特別是(shi)村(cun)級“一(yi)肩挑(tiao)”人員(yuan)(yuan)(yuan)監(jian)(jian)(jian)(jian)督(du)(du)薄弱問(wen)題,探索市(shi)紀委(wei)(wei)(wei)監(jian)(jian)(jian)(jian)委(wei)(wei)(wei)作指(zhi)導、區縣紀委(wei)(wei)(wei)監(jian)(jian)(jian)(jian)委(wei)(wei)(wei)作主(zhu)陣地、鄉鎮(街道(dao))紀委(wei)(wei)(wei)作主(zhu)力軍(jun),村(cun)黨(dang)支部紀檢委(wei)(wei)(wei)員(yuan)(yuan)(yuan)、村(cun)務監(jian)(jian)(jian)(jian)督(du)(du)委(wei)(wei)(wei)員(yuan)(yuan)(yuan)會、廉情監(jian)(jian)(jian)(jian)督(du)(du)員(yuan)(yuan)(yuan)等(deng)充(chong)分(fen)發揮作用(yong)的監(jian)(jian)(jian)(jian)督(du)(du)框(kuang)架(jia)。
圍繞《意見》細化(hua)實(shi)施辦(ban)法,完善配套制(zhi)度,并融入監(jian)(jian)督體系(xi),為做實(shi)監(jian)(jian)督提供(gong)重要保障——
《意見(jian)》公布后,各地(di)及(ji)時(shi)對(dui)(dui)(dui)標對(dui)(dui)(dui)表,出臺(tai)(tai)總體(ti)實施(shi)方案。安(an)徽省(sheng)印(yin)發加強對(dui)(dui)(dui)“一把手”和(he)領導班子(zi)監督的(de)若干(gan)措(cuo)施(shi),每項措(cuo)施(shi)都明(ming)確牽(qian)頭(tou)單位和(he)分(fen)(fen)工負責部門(men),省(sheng)紀委(wei)配(pei)套(tao)出臺(tai)(tai)再細(xi)(xi)化(hua)的(de)任務清單,把任務分(fen)(fen)解到監督檢(jian)查室、派駐機構(gou)及(ji)省(sheng)屬高校、省(sheng)屬企業紀檢(jian)監察機構(gou)。陜西(xi)省(sheng)印(yin)發的(de)實施(shi)意見(jian),聚焦省(sheng)委(wei)“一把手”、常委(wei)班子(zi)成員、省(sheng)紀委(wei)3個監督主體(ti),梳理(li)出37項重點任務;將涉(she)及(ji)紀委(wei)的(de)18項重點任務,又細(xi)(xi)化(hua)為(wei)3項協助(zhu)職(zhi)責、11項監督職(zhi)責、4項紀委(wei)書(shu)記和(he)紀檢(jian)監察組(zu)組(zu)長監督職(zhi)責,增強了監督的(de)針對(dui)(dui)(dui)性(xing)。
如(ru)果說(shuo)總(zong)體(ti)(ti)實施方案是(shi)謀篇(pian)“總(zong)布局”,那么(me)圍(wei)繞有關監(jian)督(du)(du)(du)舉(ju)措出臺(tai)的(de)(de)操作(zuo)(zuo)辦法就是(shi)精細“施工(gong)(gong)圖”。在日常監(jian)督(du)(du)(du)中,談(tan)(tan)(tan)(tan)(tan)(tan)話是(shi)使用最(zui)多(duo)的(de)(de)監(jian)督(du)(du)(du)手(shou)段。陜西省(sheng)紀(ji)(ji)委把(ba)下級(ji)黨委(黨組)“一把(ba)手(shou)”、紀(ji)(ji)委書記(ji)作(zuo)(zuo)為(wei)重點,全(quan)面落實監(jian)督(du)(du)(du)談(tan)(tan)(tan)(tan)(tan)(tan)話制(zhi)(zhi)度(du)(du),及時掌握其(qi)思想、工(gong)(gong)作(zuo)(zuo)、作(zuo)(zuo)風、生活狀況;專(zhuan)題調研市縣兩級(ji)落實全(quan)面從嚴治(zhi)黨主(zhu)體(ti)(ti)責任情況,與黨政(zheng)“一把(ba)手(shou)”和(he)領導班子成員進行個別訪(fang)談(tan)(tan)(tan)(tan)(tan)(tan),營造(zao)良(liang)好監(jian)督(du)(du)(du)氛圍(wei)。針對(dui)如(ru)何(he)做(zuo)深做(zuo)實談(tan)(tan)(tan)(tan)(tan)(tan)話,不少地方出臺(tai)操作(zuo)(zuo)辦法,區分(fen)不同談(tan)(tan)(tan)(tan)(tan)(tan)話類(lei)別,突出談(tan)(tan)(tan)(tan)(tan)(tan)話前期準備、具(ju)體(ti)(ti)實施、談(tan)(tan)(tan)(tan)(tan)(tan)后跟蹤問效等(deng)(deng)環節,具(ju)體(ti)(ti)實施時又根據職務級(ji)別、分(fen)管范圍(wei)等(deng)(deng),明(ming)確為(wei)何(he)談(tan)(tan)(tan)(tan)(tan)(tan)、誰來談(tan)(tan)(tan)(tan)(tan)(tan)、談(tan)(tan)(tan)(tan)(tan)(tan)什么(me)、怎么(me)談(tan)(tan)(tan)(tan)(tan)(tan)、在哪(na)兒談(tan)(tan)(tan)(tan)(tan)(tan)等(deng)(deng)事項及程序,有利(li)于(yu)提高談(tan)(tan)(tan)(tan)(tan)(tan)話的(de)(de)嚴肅性(xing)(xing)和(he)專(zhuan)業性(xing)(xing)。遼寧省(sheng)紀(ji)(ji)委圍(wei)繞健全(quan)完善“一把(ba)手(shou)”問題線(xian)索分(fen)析(xi)研判制(zhi)(zhi)度(du)(du)、“三(san)重一大”決策監(jian)督(du)(du)(du)制(zhi)(zhi)度(du)(du)、政(zheng)治(zhi)生態分(fen)析(xi)研判制(zhi)(zhi)度(du)(du)、廉政(zheng)檔案制(zhi)(zhi)度(du)(du)、紀(ji)(ji)檢監(jian)察(cha)建議制(zhi)(zhi)度(du)(du)等(deng)(deng),細化(hua)(hua)實化(hua)(hua)20項舉(ju)措,提升(sheng)了(le)監(jian)督(du)(du)(du)的(de)(de)操作(zuo)(zuo)性(xing)(xing)。

破難點待攻堅:對“一把手”監督依然是薄弱環節
從調研看(kan),各地積(ji)極貫徹(che)落實(shi)《意見》,明確監督(du)重點,壓實(shi)監督(du)責任,細化監督(du)措(cuo)施,健全(quan)制度機制,推(tui)動(dong)對(dui)“一把手”和(he)領(ling)導班子監督(du)取得(de)了階段(duan)性成效。但結(jie)合查處(chu)的(de)違紀違法(fa)案件、日常監督(du)檢查及巡(xun)視巡(xun)察情(qing)況看(kan),對(dui)主要(yao)領(ling)導干部的(de)監督(du)仍存在薄弱之處(chu)。
首先是思(si)想認(ren)(ren)識(shi)有(you)(you)(you)待深化。不(bu)少(shao)黨員(yuan)干部談到,仍(reng)有(you)(you)(you)“一(yi)(yi)把(ba)(ba)(ba)手(shou)(shou)”或班(ban)(ban)子(zi)成(cheng)員(yuan)對(dui)(dui)“被(bei)監督(du)(du)”抗拒、對(dui)(dui)“抓監督(du)(du)”退避。一(yi)(yi)方面,不(bu)想、不(bu)愿、不(bu)敢監督(du)(du)的(de)(de)(de)“頑疾”仍(reng)不(bu)同程度存(cun)在。有(you)(you)(you)的(de)(de)(de)“一(yi)(yi)把(ba)(ba)(ba)手(shou)(shou)”認(ren)(ren)識(shi)不(bu)到監督(du)(du)與(yu)業(ye)務(wu)工作之(zhi)(zhi)間(jian)互促(cu)共進的(de)(de)(de)關系(xi),把(ba)(ba)(ba)二者對(dui)(dui)立開來,對(dui)(dui)監督(du)(du)懷有(you)(you)(you)抵觸。有(you)(you)(you)的(de)(de)(de)主(zhu)動抓監督(du)(du)意(yi)識(shi)不(bu)強,習(xi)慣于(yu)作表態、提要求,把(ba)(ba)(ba)本該自己(ji)履行的(de)(de)(de)主(zhu)體責任要么(me)推(tui)給紀委(wei),要么(me)安排(pai)班(ban)(ban)子(zi)成(cheng)員(yuan)甚(shen)至下屬部門(men)去(qu)代替。另一(yi)(yi)方面,接受(shou)監督(du)(du)的(de)(de)(de)意(yi)識(shi)仍(reng)有(you)(you)(you)欠缺。有(you)(you)(you)的(de)(de)(de)“一(yi)(yi)把(ba)(ba)(ba)手(shou)(shou)”習(xi)慣指揮監督(du)(du)別人,認(ren)(ren)為接受(shou)監督(du)(du)會(hui)削弱自身權力,有(you)(you)(you)損權威和(he)形(xing)象(xiang),對(dui)(dui)受(shou)監督(du)(du)感到不(bu)適應。有(you)(you)(you)的(de)(de)(de)紀檢監察機(ji)關也存(cun)在斗爭精神(shen)不(bu)足(zu)的(de)(de)(de)問(wen)題(ti)。有(you)(you)(you)的(de)(de)(de)紀委(wei)書(shu)記對(dui)(dui)監督(du)(du)“一(yi)(yi)把(ba)(ba)(ba)手(shou)(shou)”和(he)同級(ji)班(ban)(ban)子(zi)成(cheng)員(yuan)投鼠(shu)忌器、患得(de)患失,“面對(dui)(dui)面監督(du)(du)”變成(cheng)“肩并肩會(hui)商”,監督(du)(du)依然失之(zhi)(zhi)于(yu)寬、失之(zhi)(zhi)于(yu)軟。
從(cong)監督(du)能(neng)力看(kan),與黨中(zhong)央的(de)要求和人(ren)民群眾的(de)期待(dai)還有(you)(you)(you)差距。調研發(fa)現,有(you)(you)(you)些“一(yi)(yi)(yi)(yi)把手”履行監督(du)職責的(de)方(fang)式方(fang)法(fa)較(jiao)為(wei)(wei)單(dan)(dan)一(yi)(yi)(yi)(yi)、簡(jian)單(dan)(dan),通(tong)常限于談話(hua)提醒、信訪舉(ju)報分析(xi)等傳統方(fang)式,而且時(shi)常因為(wei)(wei)不(bu)(bu)會(hui)用、不(bu)(bu)善用而使(shi)效果(guo)打了折扣。以談話(hua)為(wei)(wei)例(li),有(you)(you)(you)的(de)“一(yi)(yi)(yi)(yi)把手”談前(qian)準(zhun)備(bei)不(bu)(bu)充分,談時(shi)不(bu)(bu)擅(shan)長曉之以理、循(xun)循(xun)善誘,缺乏深(shen)刻透徹的(de)剖(pou)析(xi),導致談話(hua)浮(fu)在(zai)(zai)表面,無法(fa)使(shi)談話(hua)對象“紅臉出汗”。有(you)(you)(you)的(de)紀檢監察機關(guan)也存在(zai)(zai)能(neng)力短板(ban),面上(shang)的(de)泛化監督(du)多,點(dian)上(shang)的(de)精準(zhun)監督(du)少,“該(gai)做(zuo)的(de)工作(zuo)(zuo)都做(zuo)了,就是(shi)難以發(fa)現問(wen)題”,特(te)別是(shi)在(zai)(zai)抓早抓小(xiao)方(fang)面監督(du)沒能(neng)及早預警(jing),導致“一(yi)(yi)(yi)(yi)把手”一(yi)(yi)(yi)(yi)出事(shi)就是(shi)大問(wen)題。另(ling)外,有(you)(you)(you)省份換屆后半數以上(shang)的(de)市縣紀委書記是(shi)新轉任的(de),對工作(zuo)(zuo)不(bu)(bu)熟悉(xi),知識(shi)結(jie)構單(dan)(dan)一(yi)(yi)(yi)(yi),缺乏精準(zhun)監督(du)的(de)能(neng)力,尤(you)其在(zai)(zai)發(fa)現問(wen)題、線(xian)索(suo)處置等方(fang)面工作(zuo)(zuo)質量不(bu)(bu)高。
監(jian)(jian)督(du)措(cuo)施(shi)不(bu)(bu)(bu)夠細化,也(ye)是影響監(jian)(jian)督(du)實(shi)效(xiao)的(de)重(zhong)要因素。主要體(ti)現(xian)在(zai)(zai)三方面,一是有的(de)黨委(wei)(黨組)雖(sui)對《意見(jian)》進行了(le)傳達學習(xi),但沒有具體(ti)貫徹落實(shi)措(cuo)施(shi);有的(de)制定了(le)實(shi)施(shi)方案,但結(jie)合(he)實(shi)際不(bu)(bu)(bu)緊、“上下一般粗”,在(zai)(zai)落實(shi)過程中針(zhen)對性差(cha)、效(xiao)果不(bu)(bu)(bu)佳。二是監(jian)(jian)督(du)措(cuo)施(shi)缺乏必要的(de)配套制度。以(yi)“三重(zhong)一大(da)”決(jue)策(ce)監(jian)(jian)督(du)為例,若(ruo)想使監(jian)(jian)督(du)奏效(xiao),決(jue)策(ce)前的(de)準備很(hen)重(zhong)要。如對于大(da)額資(zi)金使用,要在(zai)(zai)決(jue)策(ce)前征求(qiu)意見(jian),讓參與決(jue)策(ce)人員充分知曉(xiao)資(zi)金“從哪兒來的(de)、要花(hua)在(zai)(zai)哪兒、具體(ti)怎么花(hua)”,弄清風險(xian)點在(zai)(zai)哪兒,否則(ze)決(jue)策(ce)時(shi)(shi)(shi)就很(hen)難(nan)發現(xian)問題,成了(le)“走過場”。三是監(jian)(jian)督(du)存在(zai)(zai)難(nan)點或(huo)盲區(qu)。不(bu)(bu)(bu)少干(gan)部(bu)反(fan)映,“一把手”被(bei)“圍(wei)獵”、腐蝕(shi)多發生在(zai)(zai)八小(xiao)時(shi)(shi)(shi)外,但目前對八小(xiao)時(shi)(shi)(shi)外社交圈、生活圈、朋(peng)友(you)圈的(de)監(jian)(jian)管,有效(xiao)可(ke)靠的(de)措(cuo)施(shi)并不(bu)(bu)(bu)多。
加強對(dui)“一(yi)(yi)把手”和領導(dao)班子監(jian)(jian)(jian)督(du)(du),必須(xu)以系統(tong)思維協(xie)同各(ge)類監(jian)(jian)(jian)督(du)(du)方(fang)式和力量,匯聚監(jian)(jian)(jian)督(du)(du)合力。但調研發(fa)現,一(yi)(yi)些地方(fang)各(ge)類監(jian)(jian)(jian)督(du)(du)之間協(xie)同聯(lian)動不(bu)夠,信息溝通、線索移交、成(cheng)果共(gong)享等機(ji)(ji)制不(bu)夠健全,缺乏(fa)相(xiang)互(hu)配合、常(chang)態長效的監(jian)(jian)(jian)督(du)(du)載(zai)體。比如,有(you)的紀(ji)檢監(jian)(jian)(jian)察(cha)干部(bu)提(ti)出,審計移送(song)問題(ti)線索精準性強、成(cheng)案率較高,但其他部(bu)門很少主動向紀(ji)檢監(jian)(jian)(jian)察(cha)機(ji)(ji)關移送(song)問題(ti)線索。此外,紀(ji)律監(jian)(jian)(jian)督(du)(du)、監(jian)(jian)(jian)察(cha)監(jian)(jian)(jian)督(du)(du)、派駐監(jian)(jian)(jian)督(du)(du)、巡(xun)視監(jian)(jian)(jian)督(du)(du)在職責(ze)分(fen)工、統(tong)籌銜接上仍(reng)存在一(yi)(yi)定差距。如有(you)的監(jian)(jian)(jian)督(du)(du)檢查室與派駐機(ji)(ji)構對(dui)被監(jian)(jian)(jian)督(du)(du)地區(單位(wei))領導(dao)班子及其成(cheng)員(yuan)的監(jian)(jian)(jian)督(du)(du)職責(ze)有(you)待進一(yi)(yi)步明晰。還有(you)干部(bu)提(ti)出,如何(he)推動“兩(liang)個責(ze)任(ren)”貫通聯(lian)動、黨委(wei)紀(ji)委(wei)“同題(ti)共(gong)答”,形成(cheng)監(jian)(jian)(jian)督(du)(du)合力,仍(reng)是有(you)待進一(yi)(yi)步探索的課題(ti)。
向關鍵處發力:做深做細做實讓監督有形更有效
“一把(ba)手”作為“關鍵少(shao)數”中的(de)“關鍵少(shao)數”,一旦違紀(ji)違法,最易產(chan)生催化、連鎖反應(ying),甚至造(zao)成區域性(xing)、系統性(xing)、塌方式腐敗。強化對“一把(ba)手”和(he)領導班子監督,是一項常(chang)態化長效化的(de)工作任務,必須堅(jian)持(chi)問題(ti)導向和(he)目標導向,以做(zuo)深(shen)做(zuo)細做(zuo)實為著力點,推動有形的(de)監督有效化。
加強“一(yi)把手”和領導班子監督,制(zhi)(zhi)度(du)起著基礎性、規(gui)范性作(zuo)用。從調(diao)研情況看,很多地方(fang)已搭建起制(zhi)(zhi)度(du)體系,但仍存在(zai)(zai)調(diao)整完(wan)善的空間,亟須對(dui)(dui)相關(guan)制(zhi)(zhi)度(du)進行評估,對(dui)(dui)尚(shang)未有制(zhi)(zhi)度(du)配套或規(gui)范的工(gong)作(zuo)或環(huan)節,要(yao)在(zai)(zai)《意見》和省級黨委實施方(fang)案框架內,補齊(qi)制(zhi)(zhi)度(du)短板、扎密制(zhi)(zhi)度(du)籠子;對(dui)(dui)過于原則(ze)、不切實際(ji)、針對(dui)(dui)性差的制(zhi)(zhi)度(du),要(yao)錨定可操作(zuo)、能落地、有效果的目(mu)標進行修訂完(wan)善。要(yao)防止出現重(zhong)復制(zhi)(zhi)定制(zhi)(zhi)度(du)、層層出臺制(zhi)(zhi)度(du)、以制(zhi)(zhi)度(du)制(zhi)(zhi)定代替實際(ji)執(zhi)行等問題,真正讓制(zhi)(zhi)度(du)少而精(jing)、務實而管用。
細化(hua)(hua)(hua)(hua)實(shi)(shi)化(hua)(hua)(hua)(hua)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)舉(ju)措,能夠避免監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)走形式(shi)、簡單化(hua)(hua)(hua)(hua),有(you)利于提(ti)升監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)質量和效(xiao)果。比如,“三重(zhong)一大”決(jue)策監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du),決(jue)策前(qian)的(de)征(zheng)求意(yi)(yi)見、通(tong)報溝通(tong)等工(gong)作對(dui)于做實(shi)(shi)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)、發(fa)(fa)現問(wen)題(ti)十分重(zhong)要,需要充實(shi)(shi)和規(gui)范(fan)(fan)。再如,有(you)干部(bu)提(ti)到廉政檔案在建設(she)管理特別是(shi)(shi)及時(shi)更新、信息運(yun)用(yong)等方(fang)面需要進一步完善規(gui)范(fan)(fan),防止成為(wei)擺(bai)設(she)。還(huan)有(you)一些《意(yi)(yi)見》或其(qi)(qi)他法規(gui)規(gui)定的(de)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)舉(ju)措同(tong)樣(yang)需要細化(hua)(hua)(hua)(hua)實(shi)(shi)化(hua)(hua)(hua)(hua),避免監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)實(shi)(shi)效(xiao)被形式(shi)主義(yi)虛(xu)化(hua)(hua)(hua)(hua)、弱化(hua)(hua)(hua)(hua)。值得注(zhu)意(yi)(yi)的(de)是(shi)(shi),要堅決(jue)避免形式(shi)主義(yi),而必要的(de)形式(shi)也應(ying)(ying)做到位。調研發(fa)(fa)現,有(you)的(de)地方(fang)紀(ji)委(wei)書記或紀(ji)檢監(jian)(jian)(jian)(jian)(jian)(jian)察組組長以日常吃飯、散步時(shi)的(de)私(si)下交流代(dai)替正(zheng)式(shi)談話(hua)(hua),認為(wei)只是(shi)(shi)形式(shi)不同(tong),同(tong)樣(yang)能起到提(ti)醒的(de)效(xiao)果。事實(shi)(shi)上(shang)(shang),正(zheng)式(shi)談話(hua)(hua)因其(qi)(qi)嚴肅(su)性和規(gui)范(fan)(fan)性,能給監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)對(dui)象帶來心靈上(shang)(shang)的(de)沖擊甚至震懾,對(dui)于切(qie)實(shi)(shi)發(fa)(fa)揮監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)的(de)作用(yong)是(shi)(shi)不可替代(dai)的(de)。因此,在開展監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)時(shi)應(ying)(ying)做到內容(rong)與形式(shi)相(xiang)兼(jian)備、堅持原則和講究(jiu)策略相(xiang)結合,綜合提(ti)升監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)效(xiao)果。

更加(jia)注重“一(yi)(yi)(yi)把(ba)手”和(he)(he)(he)紀(ji)(ji)委(wei)書記的(de)(de)選任和(he)(he)(he)培養(yang),是(shi)黨員干(gan)部(bu)(bu)共同(tong)的(de)(de)心聲。接受采訪(fang)的(de)(de)干(gan)部(bu)(bu)普(pu)遍談到,“老(lao)大難老(lao)大難,老(lao)大帶頭(tou)就不難”,“一(yi)(yi)(yi)把(ba)手”如果自(zi)身(shen)廉(lian)、講(jiang)原則、敢擔(dan)當、作(zuo)(zuo)表率(lv),那么所在(zai)地區或單位(wei)“一(yi)(yi)(yi)把(ba)手”和(he)(he)(he)領(ling)導班子監(jian)(jian)督(du)(du)(du)工(gong)作(zuo)(zuo)就相對(dui)開(kai)展得好(hao)。有(you)(you)干(gan)部(bu)(bu)直言,“抓好(hao)‘一(yi)(yi)(yi)把(ba)手’監(jian)(jian)督(du)(du)(du),關鍵在(zai)‘一(yi)(yi)(yi)把(ba)手’”。這(zhe)啟示我們(men),在(zai)選任“一(yi)(yi)(yi)把(ba)手”時(shi),除把(ba)好(hao)人(ren)選政(zheng)(zheng)治關和(he)(he)(he)廉(lian)潔關外(wai),不妨增(zeng)加(jia)對(dui)其重視監(jian)(jian)督(du)(du)(du)、敢于(yu)(yu)監(jian)(jian)督(du)(du)(du)、自(zi)覺(jue)接受監(jian)(jian)督(du)(du)(du)等(deng)情況(kuang)的(de)(de)考察內容,真正讓(rang)敢于(yu)(yu)善(shan)于(yu)(yu)監(jian)(jian)督(du)(du)(du)的(de)(de)同(tong)志(zhi)走上“一(yi)(yi)(yi)把(ba)手”崗位(wei),從(cong)(cong)源頭(tou)上保證領(ling)導干(gan)部(bu)(bu)既清白(bai)干(gan)凈又(you)富有(you)(you)力量。同(tong)時(shi),應堅持(chi)常態化(hua)加(jia)強(qiang)黨性(xing)(xing)教(jiao)(jiao)育(yu)、紀(ji)(ji)律教(jiao)(jiao)育(yu)和(he)(he)(he)能力培訓,持(chi)續提升(sheng)“一(yi)(yi)(yi)把(ba)手”從(cong)(cong)政(zheng)(zheng)治高度理(li)解監(jian)(jian)督(du)(du)(du)重要(yao)性(xing)(xing)的(de)(de)自(zi)覺(jue),錘(chui)煉(lian)敢于(yu)(yu)監(jian)(jian)督(du)(du)(du)、善(shan)于(yu)(yu)監(jian)(jian)督(du)(du)(du)的(de)(de)素質本領(ling)。調研發(fa)現,少數發(fa)生(sheng)過“一(yi)(yi)(yi)把(ba)手”嚴重違紀(ji)(ji)違法(fa)案件甚至是(shi)系統性(xing)(xing)腐敗、政(zheng)(zheng)治生(sheng)態污染嚴重、工(gong)作(zuo)(zuo)亟須重開(kai)新(xin)局的(de)(de)地區或單位(wei),往(wang)往(wang)由有(you)(you)豐富監(jian)(jian)督(du)(du)(du)工(gong)作(zuo)(zuo)經驗的(de)(de)領(ling)導干(gan)部(bu)(bu)接棒擔(dan)任“一(yi)(yi)(yi)把(ba)手”。這(zhe)些(xie)新(xin)任的(de)(de)“一(yi)(yi)(yi)把(ba)手”黨性(xing)(xing)原則和(he)(he)(he)紀(ji)(ji)法(fa)意識強(qiang),在(zai)加(jia)強(qiang)“一(yi)(yi)(yi)把(ba)手”和(he)(he)(he)領(ling)導班子監(jian)(jian)督(du)(du)(du)方面敢作(zuo)(zuo)善(shan)為、扎(zha)實有(you)(you)效,對(dui)于(yu)(yu)在(zai)較短時(shi)間內修復政(zheng)(zheng)治生(sheng)態、凝聚人(ren)心、重振(zhen)士(shi)氣,發(fa)揮了(le)獨特且重要(yao)的(de)(de)作(zuo)(zuo)用。
調(diao)研中(zhong),很多紀檢監察干部談(tan)到,正風(feng)肅紀反腐的新(xin)形勢新(xin)任務對(dui)“紀律部隊”的精神狀態、履職能力、作風(feng)形象(xiang)都提(ti)出了新(xin)的更(geng)高要(yao)求。紀檢監察機關要(yao)以主題教(jiao)(jiao)育和教(jiao)(jiao)育整(zheng)頓為(wei)契機,持續強(qiang)化思(si)想淬煉、政治(zhi)歷(li)練、實踐(jian)鍛煉、專業訓練,注(zhu)重(zhong)培養斗爭精神,著(zhu)力提(ti)升監督本領,在加(jia)強(qiang)“一把手(shou)”和領導班子監督上充分發(fa)揮作用,為(wei)全面從嚴(yan)治(zhi)黨(dang)向縱深推進作出新(xin)的貢獻(xian)。(《中(zhong)國紀檢監察》雜志(zhi)調(diao)研組(zu))
