吳松平:衢州主動(dong)融入(ru)全(quan)省數(shu)字(zi)紀檢監(jian)察體系建設大(da)局,深入(ru)推(tui)(tui)進(jin)數(shu)字(zi)化(hua)改(gai)革(ge)(ge),不斷提升監(jian)督(du)(du)(du)穿(chuan)透(tou)力、預警精準度、糾治及時性。市委、市政府將公(gong)權力大(da)數(shu)據(ju)(ju)監(jian)督(du)(du)(du)工(gong)作納入(ru)“牽一發動(dong)全(quan)身”重大(da)改(gai)革(ge)(ge)項目,全(quan)力支(zhi)持(chi)市紀委監(jian)委成立數(shu)字(zi)紀檢監(jian)察室(shi)(shi),推(tui)(tui)動(dong)全(quan)域全(quan)面(mian)深化(hua)大(da)數(shu)據(ju)(ju)信息化(hua)實踐應用。比如,針(zhen)對違規(gui)(gui)公(gong)款吃喝問(wen)題(ti),創新開展“公(gong)務(wu)餐”一件事改(gai)革(ge)(ge),推(tui)(tui)動(dong)公(gong)務(wu)接待(dai)從(cong)憑公(gong)函吃桌(zhuo)餐改(gai)為個(ge)人進(jin)食堂自費(fei)掃(sao)碼(ma)就餐,從(cong)根(gen)源(yuan)上規(gui)(gui)范公(gong)務(wu)接待(dai)、制止鋪張浪費(fei)、防范廉政風險(xian)。督(du)(du)(du)促推(tui)(tui)動(dong)相關(guan)部門深化(hua)大(da)數(shu)據(ju)(ju)“監(jian)管+監(jian)督(du)(du)(du)”機制,加(jia)快推(tui)(tui)進(jin)核(he)(he)心(xin)業(ye)務(wu)數(shu)字(zi)化(hua)和行權事項全(quan)流程線(xian)上運行,實現以(yi)“數(shu)據(ju)(ju)流”規(gui)(gui)范“業(ye)務(wu)流”,增強監(jian)督(du)(du)(du)的(de)協同(tong)性與穿(chuan)透(tou)力。此外,實體化(hua)運行大(da)數(shu)據(ju)(ju)技(ji)戰中心(xin),加(jia)強數(shu)據(ju)(ju)查詢室(shi)(shi)、自主建模(mo)室(shi)(shi)、電子數(shu)據(ju)(ju)實驗(yan)室(shi)(shi)“三室(shi)(shi)”建設,有序推(tui)(tui)進(jin)數(shu)字(zi)初(chu)核(he)(he)系統試(shi)點工(gong)作。啟動(dong)市級數(shu)據(ju)(ju)資源(yuan)分中心(xin)建設,整合數(shu)據(ju)(ju)資源(yuan),打(da)通信息壁壘(lei)和數(shu)據(ju)(ju)壁壘(lei),有力破解“信息孤(gu)島”“數(shu)據(ju)(ju)煙囪”等問(wen)題(ti),實現問(wen)題(ti)線(xian)索核(he)(he)查效(xiao)率(lv)、辦案質效(xiao)“雙提升”。
吳祚(zuo)麓:深化(hua)大(da)數(shu)(shu)據(ju)信(xin)息(xi)化(hua)監(jian)(jian)(jian)(jian)督(du)(du)(du)應用,不僅需要(yao)技術創新(xin),更(geng)要(yao)監(jian)(jian)(jian)(jian)督(du)(du)(du)理(li)(li)念、制度、方式的(de)(de)系統性重(zhong)塑,唯有(you)構建(jian)(jian)起數(shu)(shu)據(ju)驅動、智能研判、協(xie)同聯動的(de)(de)監(jian)(jian)(jian)(jian)督(du)(du)(du)體系,才(cai)能真(zhen)正(zheng)實現“監(jian)(jian)(jian)(jian)督(du)(du)(du)沉下去(qu)、問題(ti)浮上來、治(zhi)理(li)(li)跟上去(qu)”的(de)(de)良性循環,為基層(ceng)治(zhi)理(li)(li)體系和(he)治(zhi)理(li)(li)能力(li)現代化(hua)注入新(xin)動能。蕪(wu)湖(hu)數(shu)(shu)據(ju)集群是國(guo)家“東數(shu)(shu)西算”工程數(shu)(shu)據(ju)集群之一,我們(men)以基層(ceng)公權力(li)大(da)數(shu)(shu)據(ju)監(jian)(jian)(jian)(jian)督(du)(du)(du)平臺建(jian)(jian)設試點工作為契機,探(tan)索以大(da)數(shu)(shu)據(ju)信(xin)息(xi)化(hua)賦(fu)能基層(ceng)監(jian)(jian)(jian)(jian)督(du)(du)(du)和(he)腐敗治(zhi)理(li)(li)。依托蕪(wu)湖(hu)城市大(da)腦數(shu)(shu)據(ju)底座,建(jian)(jian)立(li)“基層(ceng)公權力(li)大(da)數(shu)(shu)據(ju)監(jian)(jian)(jian)(jian)督(du)(du)(du)”專項(xiang)數(shu)(shu)據(ju)庫,匯聚各(ge)類(lei)(lei)數(shu)(shu)據(ju)信(xin)息(xi),定期推(tui)送(song)、動態(tai)更(geng)新(xin),打通數(shu)(shu)據(ju)壁壘(lei)。緊(jin)盯專項(xiang)整治(zhi)重(zhong)點領域,通過(guo)大(da)數(shu)(shu)據(ju)分(fen)析(xi)、關聯、比對等手段,建(jian)(jian)立(li)智能監(jian)(jian)(jian)(jian)督(du)(du)(du)模型,構建(jian)(jian)數(shu)(shu)據(ju)采(cai)集、建(jian)(jian)模分(fen)析(xi)、發現問題(ti)、預警推(tui)送(song)、核查處(chu)理(li)(li)、結果反饋運行閉環,平臺自動預警疑(yi)似違規違紀行為并(bing)實行全周(zhou)期管(guan)理(li)(li),提高問題(ti)線索發現效率。健全內部運轉機制,經過(guo)探(tan)索實踐,目前(qian)我們(men)已搭建(jian)(jian)9類(lei)(lei)45個監(jian)(jian)(jian)(jian)督(du)(du)(du)模型,取得了(le)顯著成效。

聚焦行業領(ling)域腐敗問題,探索平臺引領(ling)、數據先行、系(xi)統(tong)施治的整治路徑
記者:在整治群眾身邊(bian)不(bu)正(zheng)之風和腐敗問題過程中,如何(he)綜(zong)合(he)運用(yong)大數據、信息化等手段,提高辦案效能?
吳(wu)松平:我們充(chong)分(fen)發(fa)(fa)揮(hui)大數(shu)據賦(fu)能(neng)作(zuo)(zuo)用(yong),聚焦(jiao)集中整(zheng)治(zhi)(zhi)(zhi)重點項目、具體實事(shi),通(tong)過數(shu)字化(hua)監(jian)(jian)督(du)場景建(jian)設(she),切實提(ti)升整(zheng)治(zhi)(zhi)(zhi)成效,積極回(hui)應群眾關切。以(yi)“校園餐(can)”為(wei)例,我們強化(hua)行權全監(jian)(jian)管,緊(jin)盯(ding)校園食(shi)堂違(wei)(wei)規招(zhao)標、以(yi)包代管、暗箱(xiang)采購(gou)(gou)等問(wen)(wen)題,開展采購(gou)(gou)、驗收、烹飪、留(liu)樣(yang)等“用(yong)餐(can)安全”一(yi)件事(shi)全鏈(lian)條(tiao)監(jian)(jian)督(du),推動(dong)學校強化(hua)AI抓拍設(she)備(bei)配備(bei)、物聯感應設(she)備(bei)提(ti)升,完善行權事(shi)項37條(tiao),形(xing)(xing)成監(jian)(jian)督(du)監(jian)(jian)管“一(yi)本賬”。強化(hua)多維(wei)度預(yu)(yu)警,梳理(li)校園膳食(shi)經(jing)費(fei)(fei)管理(li)方面政策法(fa)規、行權事(shi)項、廉政風險,構建(jian)校園食(shi)堂領(ling)域多維(wei)監(jian)(jian)督(du)模型,從(cong)時(shi)間、人(ren)均(jun)采購(gou)(gou)、品種(zhong)數(shu)量(liang)、高檔食(shi)材、人(ren)員關系等維(wei)度入手,搭(da)建(jian)“突擊采購(gou)(gou)占資(zi)金(jin)”“虛(xu)假采購(gou)(gou)套資(zi)金(jin)”“學生(sheng)餐(can)費(fei)(fei)老師(shi)享(xiang)”等預(yu)(yu)警維(wei)度,升級“違(wei)(wei)規接(jie)待一(yi)桌餐(can)”“親屬參與辦食(shi)堂”“調劑超支伙(huo)食(shi)費(fei)(fei)”等預(yu)(yu)警維(wei)度,對發(fa)(fa)現問(wen)(wen)題,及時(shi)發(fa)(fa)出紅色預(yu)(yu)警。強化(hua)處置閉(bi)環(huan)化(hua),以(yi)紅色預(yu)(yu)警發(fa)(fa)現的普遍性、規律性問(wen)(wen)題為(wei)契機(ji),構建(jian)“問(wen)(wen)題發(fa)(fa)現—問(wen)(wen)題整(zheng)改—建(jian)章(zhang)立制(zhi)—規范提(ti)升”工作(zuo)(zuo)閉(bi)環(huan),運用(yong)“從(cong)個(ge)案(an)查辦到類案(an)整(zheng)治(zhi)(zhi)(zhi)到系統治(zhi)(zhi)(zhi)理(li)”工作(zuo)(zuo)模式(shi),通(tong)過制(zhi)發(fa)(fa)紀(ji)檢監(jian)(jian)察建(jian)議書等形(xing)(xing)式(shi)推動(dong)修訂(ding)完善制(zhi)度機(ji)制(zhi),實現由解決具體問(wen)(wen)題到建(jian)章(zhang)立制(zhi)、優化(hua)治(zhi)(zhi)(zhi)理(li)的有效轉化(hua)。

陳明卿(qing):當前,新(xin)型(xing)腐敗、隱性腐敗手段翻新(xin)升級(ji),大數(shu)據(ju)、信息(xi)化已經成為(wei)紀檢(jian)監(jian)(jian)察工作(zuo)突(tu)破瓶頸、開創新(xin)局(ju)的(de)(de)戰(zhan)略支點。在實際(ji)工作(zuo)中(zhong),我們緊貼實戰(zhan)應(ying)用需要,統籌“室(shi)組(zu)地企(qi)”和職能部(bu)門監(jian)(jian)督力量,打造“切(qie)口(kou)研(yan)討、數(shu)據(ju)采集(ji)(ji)、比對(dui)(dui)預(yu)警、研(yan)判處(chu)置(zhi)、拓展運用”的(de)(de)閉環(huan)工作(zuo)模式。組(zu)建(jian)由支援保障室(shi)牽頭推動(dong)、相(xiang)(xiang)關紀檢(jian)監(jian)(jian)察機(ji)構和職能部(bu)門(單位)共同參與的(de)(de)建(jian)模研(yan)討小組(zu),對(dui)(dui)日常監(jian)(jian)督、審(shen)查調(diao)(diao)查、走訪調(diao)(diao)研(yan)等(deng)(deng)(deng)(deng)發現的(de)(de)突(tu)出(chu)問(wen)題(ti)條分(fen)縷析,找準監(jian)(jian)督“線頭”與“切(qie)口(kou)”,從典型(xing)個(ge)案(an)中(zhong)深挖背后共性問(wen)題(ti),以點帶面豐富(fu)數(shu)字監(jian)(jian)督場景(jing),有效提升監(jian)(jian)督辦案(an)質效。如,我們針對(dui)(dui)某(mou)國(guo)企(qi)人員(yuan)嚴重違紀違法案(an)件暴(bao)露出(chu)的(de)(de)農機(ji)補貼虛報(bao)冒(mao)領(ling)等(deng)(deng)(deng)(deng)問(wen)題(ti),迅速(su)召集(ji)(ji)市屬國(guo)有企(qi)業、相(xiang)(xiang)關職能部(bu)門(單位)會商研(yan)判,對(dui)(dui)相(xiang)(xiang)關政策依據(ju)、流程環(huan)節等(deng)(deng)(deng)(deng)逐項(xiang)拆解,選取并(bing)建(jian)立(li)了虛報(bao)冒(mao)領(ling)、應(ying)申未申、領(ling)取人身份不符(fu)等(deng)(deng)(deng)(deng)數(shu)字監(jian)(jian)督模型(xing),比對(dui)(dui)數(shu)據(ju),發現問(wen)題(ti)線索,及時研(yan)判處(chu)置(zhi)。去年以來,我們圍繞民政、醫療、教育(yu)、鄉村振(zhen)興(xing)等(deng)(deng)(deng)(deng)問(wen)題(ti)突(tu)出(chu)領(ling)域,建(jian)立(li)39個(ge)監(jian)(jian)督模型(xing),碰撞比對(dui)(dui)數(shu)據(ju)85萬(wan)余條,為(wei)集(ji)(ji)中(zhong)整治群眾(zhong)身邊(bian)不正之風和腐敗問(wen)題(ti)提供強(qiang)有力的(de)(de)支撐。

吳祚麓:深化(hua)數(shu)(shu)據資源開發(fa)利用(yong),要牢牢抓住數(shu)(shu)據質量這個“牛鼻子”,為精準監(jian)督(du)提供(gong)源頭活水,推動基層監(jian)督(du)從“治(zhi)(zhi)已病(bing)”向“防未病(bing)”轉化(hua)。我們將不(bu)斷夯(hang)實數(shu)(shu)據底座,創新(xin)應用(yong)場(chang)景,數(shu)(shu)據應用(yong)需要與治(zhi)(zhi)理(li)(li)場(chang)景深度耦合,通(tong)過建(jian)立“資金流(liu)—項目(mu)流(liu)—人員流(liu)”三(san)維追(zhui)蹤模(mo)型,識別廉政風(feng)險點,精準發(fa)現(xian)問(wen)題,提升監(jian)督(du)效(xiao)能(neng)。建(jian)立迭代優化(hua)機制,將新(xin)興技術創新(xin)運用(yong)到(dao)監(jian)督(du)辦案工作中,打(da)造(zao)適(shi)應紀檢監(jian)察工作特點的(de)“智慧大腦(nao)”,以(yi)數(shu)(shu)據要素重組推動監(jian)督(du)流(liu)程再造(zao),以(yi)智能(neng)算法升級促進監(jian)督(du)能(neng)力進化(hua),最終(zhong)形成“數(shu)(shu)據驅動發(fa)現(xian)問(wen)題—智能(neng)輔助決策處置(zhi)—閉(bi)環反饋優化(hua)系統”的(de)治(zhi)(zhi)理(li)(li)模(mo)式,為基層監(jian)督(du)治(zhi)(zhi)理(li)(li)現(xian)代化(hua)提供(gong)持久動能(neng)。
