貫徹落實《意見》 強化自我監督
為推動各級紀檢監察機關深入學習貫徹《關于加強新時代紀檢監察干部監督工作的意見》(以下簡稱《意見》),部分地方紀委監委干部監督室主任、中管企業紀檢監察機構有關負責同志,就開展干部監督工作撰寫了相關文章。——編者
一手抓制度建設 一手抓隊伍管理
中央紀委國(guo)家監委印發《意(yi)見(jian)》,為(wei)加強(qiang)紀檢監察干部監督工作指明了方向、提供了遵(zun)循。我們要一(yi)手(shou)抓(zhua)內控制度建(jian)設,一(yi)手(shou)抓(zhua)隊伍建(jian)設和監督管理,推動(dong)制度建(jian)設實現“從無到有”的突破,推動(dong)干部隊伍實現“從弱到強(qiang)”的轉(zhuan)變,推進干部監督工作規范(fan)化(hua)、法治化(hua)。
強化政治監督,確保正確履職方向
紀(ji)檢(jian)(jian)監察(cha)(cha)(cha)機(ji)(ji)關(guan)是(shi)管黨(dang)治(zhi)(zhi)(zhi)黨(dang)的(de)政(zheng)(zheng)(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)機(ji)(ji)關(guan),必須旗(qi)幟鮮明講政(zheng)(zheng)(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)。一是(shi)加強政(zheng)(zheng)(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)學(xue)習(xi)。始(shi)終把學(xue)習(xi)貫徹習(xi)近(jin)平新時代(dai)中國特色社會主(zhu)義思想(xiang)作(zuo)為首(shou)要(yao)政(zheng)(zheng)(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)任務,及時跟進(jin)學(xue)習(xi)習(xi)近(jin)平總書記重(zhong)要(yao)講話和(he)(he)指示(shi)批(pi)示(shi)精神(shen),通(tong)過學(xue)習(xi)進(jin)一步提(ti)高政(zheng)(zheng)(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)站(zhan)位(wei),把牢政(zheng)(zheng)(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)方向。二是(shi)開展專項檢(jian)(jian)查。就監督檢(jian)(jian)查習(xi)近(jin)平總書記重(zhong)要(yao)指示(shi)批(pi)示(shi)精神(shen)和(he)(he)黨(dang)中央重(zhong)大決策(ce)部署貫徹落實(shi)情況開展工作(zuo),對查擺的(de)問題(ti)舉一反三、即查即改,督促紀(ji)檢(jian)(jian)監察(cha)(cha)(cha)機(ji)(ji)關(guan)和(he)(he)紀(ji)檢(jian)(jian)監察(cha)(cha)(cha)干部履職(zhi)盡職(zhi)。三是(shi)嚴(yan)明政(zheng)(zheng)(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)紀(ji)律和(he)(he)政(zheng)(zheng)(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)規矩。要(yao)求(qiu)系統紀(ji)檢(jian)(jian)監察(cha)(cha)(cha)干部做政(zheng)(zheng)(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)上(shang)(shang)(shang)的(de)明白人,敬畏(wei)政(zheng)(zheng)(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)紀(ji)律,嚴(yan)守政(zheng)(zheng)(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)規矩,增強政(zheng)(zheng)(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)敏銳性和(he)(he)鑒別(bie)力,嚴(yan)肅查處(chu)政(zheng)(zheng)(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)上(shang)(shang)(shang)離心離德(de)、思想(xiang)上(shang)(shang)(shang)蛻化變質、組(zu)織(zhi)上(shang)(shang)(shang)拉幫結派(pai)、行動上(shang)(shang)(shang)陽(yang)奉陰違等(deng)問題(ti)。
加強制度建設,完善權力運行的制約監督機制
堅持以制(zhi)(zhi)(zhi)(zhi)度(du)管(guan)人、管(guan)事(shi)、管(guan)權(quan),實現用(yong)制(zhi)(zhi)(zhi)(zhi)度(du)建設“立(li)規矩”、規范(fan)(fan)內部運(yun)行(xing)“講(jiang)規矩”、紀(ji)(ji)檢(jian)(jian)監(jian)察干(gan)部“守規矩”。一是(shi)規范(fan)(fan)集(ji)(ji)(ji)體(ti)(ti)決策(ce)機制(zhi)(zhi)(zhi)(zhi)。嚴(yan)格(ge)落實民主集(ji)(ji)(ji)中(zhong)制(zhi)(zhi)(zhi)(zhi),制(zhi)(zhi)(zhi)(zhi)定(ding)了(le)組(zu)辦會(hui)(hui)、組(zu)務會(hui)(hui)、全組(zu)會(hui)(hui)的議(yi)事(shi)規則(ze)(ze),明確(que)(que)派駐紀(ji)(ji)檢(jian)(jian)監(jian)察組(zu)線索(suo)(suo)處(chu)(chu)置、案件(jian)查(cha)(cha)辦和(he)重大(da)事(shi)項必(bi)(bi)須通過(guo)組(zu)辦會(hui)(hui)、組(zu)務會(hui)(hui)進(jin)(jin)行(xing)研究(jiu)決策(ce),推(tui)動各級紀(ji)(ji)檢(jian)(jian)機構建立(li)集(ji)(ji)(ji)體(ti)(ti)決策(ce)制(zhi)(zhi)(zhi)(zhi)度(du),從制(zhi)(zhi)(zhi)(zhi)度(du)上(shang)杜絕“一言堂”。二是(shi)嚴(yan)格(ge)規范(fan)(fan)監(jian)督(du)(du)執(zhi)紀(ji)(ji)程(cheng)序。針對(dui)信(xin)訪案管(guan)、線索(suo)(suo)處(chu)(chu)置、審(shen)查(cha)(cha)調查(cha)(cha)等(deng)關鍵環節,制(zhi)(zhi)(zhi)(zhi)定(ding)具體(ti)(ti)工作辦法,加強(qiang)從信(xin)訪舉報辦理(li)(li)到審(shen)理(li)(li)處(chu)(chu)分結(jie)案的全鏈條管(guan)理(li)(li)。推(tui)動各直管(guan)企業(ye)(ye)(ye)紀(ji)(ji)委(wei)結(jie)合實際制(zhi)(zhi)(zhi)(zhi)定(ding)相應的業(ye)(ye)(ye)務規范(fan)(fan),確(que)(que)保(bao)監(jian)督(du)(du)執(zhi)紀(ji)(ji)各項工作嚴(yan)格(ge)按照權(quan)限、規則(ze)(ze)、程(cheng)序開展。三是(shi)強(qiang)化(hua)“上(shang)對(dui)下”管(guan)理(li)(li)。堅持從自(zi)身做起,強(qiang)化(hua)對(dui)直管(guan)企業(ye)(ye)(ye)紀(ji)(ji)委(wei)線索(suo)(suo)處(chu)(chu)置和(he)案件(jian)查(cha)(cha)辦工作的領導,要求直管(guan)企業(ye)(ye)(ye)紀(ji)(ji)委(wei)對(dui)其黨(dang)委(wei)管(guan)理(li)(li)的干(gan)部在(zai)立(li)案、提出(chu)處(chu)(chu)理(li)(li)和(he)處(chu)(chu)分意(yi)見前(qian),必(bi)(bi)須報送(song)派駐紀(ji)(ji)檢(jian)(jian)監(jian)察組(zu)審(shen)核;對(dui)直管(guan)企業(ye)(ye)(ye)及其下屬單位中(zhong)發生的重大(da)問題,視情況由派駐紀(ji)(ji)檢(jian)(jian)監(jian)察組(zu)進(jin)(jin)行(xing)提級辦理(li)(li)。督(du)(du)促(cu)直管(guan)企業(ye)(ye)(ye)紀(ji)(ji)委(wei)結(jie)合實際情況,分層分類上(shang)收(shou)審(shen)查(cha)(cha)、審(shen)理(li)(li)、案管(guan)權(quan)限,實行(xing)問題線索(suo)(suo)集(ji)(ji)(ji)中(zhong)管(guan)理(li)(li)、查(cha)(cha)辦案件(jian)集(ji)(ji)(ji)中(zhong)審(shen)理(li)(li)“兩(liang)集(ji)(ji)(ji)中(zhong)”。
創新方式方法,督促紀檢監察干部履職盡職
持續創(chuang)新方(fang)(fang)式(shi)(shi)(shi)方(fang)(fang)法,強(qiang)化(hua)對(dui)(dui)(dui)紀(ji)(ji)(ji)(ji)檢(jian)監(jian)(jian)察(cha)(cha)工(gong)(gong)作(zuo)(zuo)的指(zhi)導(dao)和(he)監(jian)(jian)督(du)(du),不(bu)斷提(ti)升履(lv)(lv)(lv)職能力(li)和(he)水平。一是通(tong)過(guo)(guo)考核督(du)(du)促壓實(shi)責(ze)(ze)任(ren)(ren)。加強(qiang)對(dui)(dui)(dui)紀(ji)(ji)(ji)(ji)檢(jian)監(jian)(jian)察(cha)(cha)工(gong)(gong)作(zuo)(zuo)的統籌謀劃和(he)督(du)(du)促推動(dong),通(tong)過(guo)(guo)制定全年紀(ji)(ji)(ji)(ji)檢(jian)系統工(gong)(gong)作(zuo)(zuo)要(yao)點、季度工(gong)(gong)作(zuo)(zuo)會、重(zhong)點工(gong)(gong)作(zuo)(zuo)視頻會、年底述(shu)職述(shu)廉和(he)評價考核等(deng)形式(shi)(shi)(shi),建(jian)立全鏈條(tiao)的工(gong)(gong)作(zuo)(zuo)推動(dong)落實(shi)機制。加強(qiang)直管企(qi)(qi)業紀(ji)(ji)(ji)(ji)委日(ri)常(chang)履(lv)(lv)(lv)職監(jian)(jian)督(du)(du),既壓實(shi)各級(ji)紀(ji)(ji)(ji)(ji)檢(jian)機構(gou)監(jian)(jian)督(du)(du)責(ze)(ze)任(ren)(ren),又為其履(lv)(lv)(lv)職鼓勁(jing)撐腰。二是通(tong)過(guo)(guo)實(shi)踐鍛煉提(ti)高履(lv)(lv)(lv)職能力(li)。按(an)(an)照一體化(hua)、集(ji)中化(hua)和(he)規范(fan)化(hua)原則(ze),充分發(fa)揮(hui)派(pai)駐紀(ji)(ji)(ji)(ji)檢(jian)監(jian)(jian)察(cha)(cha)組(zu)(zu)牽(qian)頭(tou)作(zuo)(zuo)用,在(zai)布置(zhi)任(ren)(ren)務的同時制定檢(jian)查(cha)(cha)(cha)指(zhi)引(yin),對(dui)(dui)(dui)專項檢(jian)查(cha)(cha)(cha)的政策要(yao)求(qiu)、組(zu)(zu)織方(fang)(fang)式(shi)(shi)(shi)、檢(jian)查(cha)(cha)(cha)重(zhong)點、整改落實(shi)等(deng)提(ti)出要(yao)求(qiu),開展(zhan)監(jian)(jian)督(du)(du)檢(jian)查(cha)(cha)(cha)。對(dui)(dui)(dui)疑(yi)難案(an)件查(cha)(cha)(cha)辦(ban)全程(cheng)輔導(dao),幫助提(ti)高直管企(qi)(qi)業紀(ji)(ji)(ji)(ji)委執紀(ji)(ji)(ji)(ji)審查(cha)(cha)(cha)工(gong)(gong)作(zuo)(zuo)的規范(fan)性(xing)。發(fa)現履(lv)(lv)(lv)職能力(li)不(bu)足的,由上(shang)級(ji)紀(ji)(ji)(ji)(ji)檢(jian)機構(gou)安排提(ti)級(ji)或交叉(cha)辦(ban)理,逐步實(shi)現按(an)(an)照機構(gou)層(ceng)級(ji)履(lv)(lv)(lv)職向(xiang)按(an)(an)照機構(gou)能力(li)履(lv)(lv)(lv)職轉變。三(san)是通(tong)過(guo)(guo)日(ri)常(chang)監(jian)(jian)督(du)(du)強(qiang)化(hua)擔當(dang)作(zuo)(zuo)為。派(pai)駐紀(ji)(ji)(ji)(ji)檢(jian)監(jian)(jian)察(cha)(cha)組(zu)(zu)組(zu)(zu)長直接(jie)負責(ze)(ze)干(gan)(gan)部監(jian)(jian)督(du)(du)工(gong)(gong)作(zuo)(zuo),與組(zu)(zu)領(ling)導(dao)班子和(he)內設室主任(ren)(ren)開展(zhan)經常(chang)性(xing)談心(xin)談話,建(jian)立組(zu)(zu)領(ling)導(dao)定期約談直管企(qi)(qi)業紀(ji)(ji)(ji)(ji)委書(shu)記制度,督(du)(du)促直管企(qi)(qi)業紀(ji)(ji)(ji)(ji)委書(shu)記及(ji)時開展(zhan)交流(liu)談心(xin),強(qiang)化(hua)責(ze)(ze)任(ren)(ren)擔當(dang),消除思想顧慮,落實(shi)好干(gan)(gan)部監(jian)(jian)督(du)(du)主體責(ze)(ze)任(ren)(ren)。
堅持嚴管厚愛相結合,打造專業化能力強干部隊伍
堅持(chi)把干(gan)(gan)(gan)部(bu)監(jian)(jian)(jian)(jian)督工(gong)作(zuo)貫穿(chuan)紀(ji)檢(jian)干(gan)(gan)(gan)部(bu)隊伍建(jian)設全過(guo)程,從(cong)源頭(tou)上打牢干(gan)(gan)(gan)部(bu)監(jian)(jian)(jian)(jian)督的(de)(de)基礎。一(yi)是(shi)嚴把入(ru)口關。派駐(zhu)紀(ji)檢(jian)監(jian)(jian)(jian)(jian)察(cha)(cha)組本(ben)(ben)級從(cong)各(ge)級紀(ji)委(wei)、審計和金(jin)融單位、直(zhi)管(guan)企(qi)(qi)業(ye)挖(wa)掘人才(cai)。督促直(zhi)管(guan)企(qi)(qi)業(ye)紀(ji)委(wei)通過(guo)內選外調等(deng)方式強(qiang)化隊伍建(jian)設,加強(qiang)對直(zhi)管(guan)企(qi)(qi)業(ye)本(ben)(ben)級紀(ji)檢(jian)干(gan)(gan)(gan)部(bu)任前(qian)報備審核,同時推(tui)動(dong)其(qi)嚴格(ge)考察(cha)(cha)下級專職紀(ji)檢(jian)干(gan)(gan)(gan)部(bu)。二是(shi)搭建(jian)事(shi)業(ye)成長(chang)平臺(tai)。堅持(chi)系(xi)(xi)統(tong)(tong)紀(ji)檢(jian)監(jian)(jian)(jian)(jian)察(cha)(cha)干(gan)(gan)(gan)部(bu)通盤考慮,探(tan)索建(jian)立紀(ji)檢(jian)監(jian)(jian)(jian)(jian)察(cha)(cha)職務(wu)崗位體(ti)系(xi)(xi),打破直(zhi)管(guan)企(qi)(qi)業(ye)間(jian)的(de)(de)職務(wu)、職級體(ti)系(xi)(xi)壁壘;完善系(xi)(xi)統(tong)(tong)紀(ji)檢(jian)監(jian)(jian)(jian)(jian)察(cha)(cha)干(gan)(gan)(gan)部(bu)考核評價體(ti)系(xi)(xi),發揮好(hao)考核“指(zhi)揮棒”作(zuo)用,形成干(gan)(gan)(gan)事(shi)創業(ye)、事(shi)業(ye)留人的(de)(de)良好(hao)環境。三是(shi)建(jian)立帶教制度(du)。通過(guo)一(yi)級帶一(yi)級,壓實紀(ji)檢(jian)監(jian)(jian)(jian)(jian)察(cha)(cha)各(ge)級管(guan)理者(zhe)責任。同時,持(chi)續開展系(xi)(xi)統(tong)(tong)培(pei)訓、專業(ye)培(pei)訓、以干(gan)(gan)(gan)代訓、以案實訓,多措(cuo)并舉(ju)提高系(xi)(xi)統(tong)(tong)紀(ji)檢(jian)監(jian)(jian)(jian)(jian)察(cha)(cha)干(gan)(gan)(gan)部(bu)政治素質和專業(ye)素質。
執紀(ji)者必先(xian)守紀(ji),律人(ren)者必先(xian)律己(ji)。《意見》對(dui)(dui)干部(bu)監(jian)(jian)督工作的原則方法、目標任(ren)務提出了明確要求(qiu),駐中投公司(si)紀(ji)檢(jian)監(jian)(jian)察(cha)(cha)組(zu)(zu)一(yi)定認真對(dui)(dui)照(zhao)落實,深入分(fen)析(xi)干部(bu)監(jian)(jian)督階段性特點和(he)風(feng)險挑(tiao)戰,準確把握紀(ji)檢(jian)監(jian)(jian)察(cha)(cha)干部(bu)履職行權的特點和(he)規律,持(chi)續開展干部(bu)監(jian)(jian)督方式方法創新,扣好(hao)新成(cheng)立派駐紀(ji)檢(jian)監(jian)(jian)察(cha)(cha)組(zu)(zu)的“第一(yi)粒(li)扣子”,充分(fen)發揮干部(bu)監(jian)(jian)督工作對(dui)(dui)紀(ji)檢(jian)監(jian)(jian)察(cha)(cha)隊伍建設的重要保障作用,建設政治素質高、忠誠(cheng)干凈擔當(dang)、專業化能力強、敢(gan)于(yu)善(shan)于(yu)斗爭的紀(ji)檢(jian)監(jian)(jian)察(cha)(cha)鐵軍。

壓緊壓實自我監督責任
紀檢監(jian)察干(gan)部(bu)(bu)監(jian)督(du)機構的設立(li),是回(hui)答(da)“誰來監(jian)督(du)紀委”之(zhi)問的重(zhong)要(yao)組織(zhi)和(he)制(zhi)度(du)創(chuang)新。干(gan)部(bu)(bu)監(jian)督(du)工作從(cong)起(qi)步(bu)到發展,不斷創(chuang)新理念(nian)思(si)路、方式方法(fa)、制(zhi)度(du)機制(zhi),形成了一系(xi)列(lie)理論成果、制(zhi)度(du)成果和(he)實踐成果。《意(yi)見(jian)》將實踐中的成熟(shu)做法(fa)、創(chuang)新經驗上升固化為制(zhi)度(du)成果,進一步(bu)明確(que)了干(gan)部(bu)(bu)監(jian)督(du)工作的指導思(si)想、目標任務(wu)(wu)和(he)著力(li)重(zhong)點。要(yao)把(ba)學習貫徹《意(yi)見(jian)》作為一項重(zhong)大政治任務(wu)(wu),結合實際提出著力(li)健全(quan)主體(ti)責任體(ti)系(xi)、專責監(jian)督(du)體(ti)系(xi)、職能監(jian)督(du)體(ti)系(xi)、組織(zhi)機構體(ti)系(xi)、外(wai)部(bu)(bu)監(jian)督(du)體(ti)系(xi),把(ba)各項任務(wu)(wu)抓實抓細抓具體(ti)。
著力健全(quan)(quan)主體(ti)(ti)責(ze)任(ren)(ren)(ren)體(ti)(ti)系(xi)。《意見》指出,“強化干部監督領導(dao)責(ze)任(ren)(ren)(ren)”“壓實主體(ti)(ti)責(ze)任(ren)(ren)(ren)”。紀(ji)檢(jian)(jian)監察(cha)機關要(yao)重視落實黨委(wei)(黨組)的(de)主體(ti)(ti)責(ze)任(ren)(ren)(ren),重視系(xi)統(tong)(tong)(tong)內(nei)部的(de)主體(ti)(ti)責(ze)任(ren)(ren)(ren)。我們(men)制(zhi)定了《關于全(quan)(quan)省(sheng)紀(ji)檢(jian)(jian)監察(cha)機關落實黨風廉政(zheng)建設主體(ti)(ti)責(ze)任(ren)(ren)(ren)和監督責(ze)任(ren)(ren)(ren)的(de)意見(試行)》,明確紀(ji)委(wei)班子承(cheng)擔(dan)“統(tong)(tong)(tong)籌謀劃、教育監管、選人(ren)(ren)用(yong)人(ren)(ren)、健全(quan)(quan)制(zhi)度、督促指導(dao)”等主體(ti)(ti)責(ze)任(ren)(ren)(ren)。紀(ji)委(wei)主要(yao)負責(ze)人(ren)(ren)扛責(ze)在(zai)肩、敢(gan)(gan)抓(zhua)(zhua)敢(gan)(gan)管,班子成員(yuan)各負其責(ze)、示范帶動。下一(yi)步(bu),要(yao)把抓(zhua)(zhua)“兩個責(ze)任(ren)(ren)(ren)”落實的(de)有效方(fang)法運用(yong)到紀(ji)檢(jian)(jian)監察(cha)系(xi)統(tong)(tong)(tong)內(nei)部,在(zai)思想認識、責(ze)任(ren)(ren)(ren)內(nei)容(rong)(rong)、方(fang)法措施(shi)上全(quan)(quan)面對標《意見》要(yao)求(qiu),進一(yi)步(bu)明確各級紀(ji)檢(jian)(jian)監察(cha)機關領導(dao)班子、主要(yao)負責(ze)人(ren)(ren)和班子成員(yuan)的(de)責(ze)任(ren)(ren)(ren)內(nei)容(rong)(rong),督促領導(dao)干部特別(bie)是(shi)一(yi)把手發(fa)揮好凝聚、引領、導(dao)向作用(yong),“看(kan)好自己(ji)的(de)門,管住自己(ji)的(de)人(ren)(ren)”。同時,通過明責(ze)、查責(ze)、述責(ze)、究責(ze)、委(wei)托、報告、報備等多種方(fang)式,進一(yi)步(bu)壓實責(ze)任(ren)(ren)(ren)、傳導(dao)壓力。
著(zhu)力(li)(li)(li)健全(quan)專(zhuan)責(ze)(ze)監(jian)督(du)(du)(du)(du)體(ti)系。《意見(jian)》指出,“各級干(gan)(gan)部監(jian)督(du)(du)(du)(du)機構專(zhuan)職(zhi)(zhi)專(zhuan)責(ze)(ze)對紀(ji)(ji)檢監(jian)察干(gan)(gan)部進行監(jian)督(du)(du)(du)(du)執紀(ji)(ji)問(wen)責(ze)(ze)和監(jian)督(du)(du)(du)(du)調(diao)(diao)查處置”。干(gan)(gan)部監(jian)督(du)(du)(du)(du)機構擔(dan)負(fu)專(zhuan)職(zhi)(zhi)專(zhuan)責(ze)(ze),具有相對的獨立性和獨特的權威性。但一(yi)(yi)些地方(fang)監(jian)督(du)(du)(du)(du)對象發散、工作內容(rong)泛化(hua),履(lv)行監(jian)督(du)(du)(du)(du)第一(yi)(yi)職(zhi)(zhi)責(ze)(ze)存(cun)在突出短(duan)板(ban),查辦(ban)案(an)件畏首(shou)畏尾,越往(wang)下(xia)(xia)越不(bu)敢(gan)辦(ban)案(an)。中央紀(ji)(ji)委(wei)創造性開(kai)(kai)展了(le)監(jian)督(du)(du)(du)(du)調(diao)(diao)研,我們也開(kai)(kai)展了(le)內部督(du)(du)(du)(du)察,已實現對市(州)紀(ji)(ji)委(wei)監(jian)委(wei)的全(quan)覆蓋。下(xia)(xia)一(yi)(yi)步(bu),必(bi)須在監(jian)督(du)(du)(du)(du)履(lv)職(zhi)(zhi)、規范(fan)用權、防范(fan)風險、懲(cheng)(cheng)治腐敗上下(xia)(xia)更大(da)功(gong)夫,補齊日常(chang)監(jian)督(du)(du)(du)(du)短(duan)板(ban),堅持定位(wei)向監(jian)督(du)(du)(du)(du)聚(ju)焦、責(ze)(ze)任向監(jian)督(du)(du)(du)(du)壓(ya)實、力(li)(li)(li)量向監(jian)督(du)(du)(du)(du)傾(qing)斜,全(quan)面開(kai)(kai)展監(jian)督(du)(du)(du)(du)調(diao)(diao)研,推(tui)動關口(kou)前移(yi)。盯住“關鍵少(shao)數(shu)”,如果“眉毛胡子一(yi)(yi)把抓(zhua)”,效(xiao)果勢必(bi)不(bu)好(hao)。要重點管好(hao)一(yi)(yi)把手,通(tong)(tong)過向一(yi)(yi)把手明(ming)晰委(wei)托了(le)解(jie)事項(xiang)、委(wei)托批評教(jiao)育幫助等方(fang)式,督(du)(du)(du)(du)促(cu)領(ling)好(hao)班子、帶好(hao)隊(dui)伍(wu)。嚴(yan)格(ge)執行《委(wei)機關室主(zhu)任隊(dui)伍(wu)建(jian)設(she)的十條暫行規定》,通(tong)(tong)過管住關鍵崗位(wei),去輻射、撬動大(da)多數(shu)。要堅持嚴(yan)的主(zhu)基調(diao)(diao),要穩(wen)高壓(ya)態勢、穩(wen)懲(cheng)(cheng)治力(li)(li)(li)度、穩(wen)干(gan)(gan)部群(qun)眾對持續反(fan)腐懲(cheng)(cheng)惡的預期,嚴(yan)肅查處私(si)存(cun)線索、跑(pao)風漏(lou)氣、說情干(gan)(gan)預、以案(an)謀私(si)、權錢交易等問(wen)題,促(cu)進紀(ji)(ji)檢監(jian)察干(gan)(gan)部知(zhi)止收斂。
著力健全職(zhi)(zhi)能監(jian)(jian)(jian)督(du)(du)體系。《意(yi)見》指(zhi)出,“建(jian)立(li)健全工作指(zhi)導和溝(gou)通協調機制”“加強與(yu)(yu)其他職(zhi)(zhi)能部(bu)(bu)(bu)門(men)的(de)(de)溝(gou)通協調”。紀委監(jian)(jian)(jian)委的(de)(de)內(nei)(nei)設機構(gou)既有(you)管人(ren)的(de)(de),也有(you)管事(shi)(shi)的(de)(de),管人(ren)與(yu)(yu)管事(shi)(shi)是有(you)機統一的(de)(de),特(te)別是信訪、監(jian)(jian)(jian)督(du)(du)檢查、審查調查、案(an)(an)(an)件(jian)(jian)監(jian)(jian)(jian)督(du)(du)管理(li)(li)(li)、案(an)(an)(an)件(jian)(jian)審理(li)(li)(li)之間既相(xiang)互支持又相(xiang)互制約。但由于溝(gou)通協調不夠,干部(bu)(bu)(bu)監(jian)(jian)(jian)督(du)(du)工作往往淪為(wei)(wei)干部(bu)(bu)(bu)監(jian)(jian)(jian)督(du)(du)機構(gou)的(de)(de)“獨角(jiao)戲(xi)”,亟(ji)須(xu)變“各自(zi)為(wei)(wei)戰(zhan)”為(wei)(wei)“合(he)力監(jian)(jian)(jian)督(du)(du)”。我們建(jian)立(li)了(le)隊伍建(jian)設聯席(xi)會(hui)議制度,干部(bu)(bu)(bu)監(jian)(jian)(jian)督(du)(du)室(shi)與(yu)(yu)案(an)(an)(an)件(jian)(jian)監(jian)(jian)(jian)督(du)(du)管理(li)(li)(li)室(shi)共同查處違規辦案(an)(an)(an)行為(wei)(wei),有(you)效整合(he)了(le)監(jian)(jian)(jian)督(du)(du)資源。下一步,要(yao)充分(fen)發揮黨(dang)風政風、案(an)(an)(an)件(jian)(jian)監(jian)(jian)(jian)督(du)(du)管理(li)(li)(li)、審理(li)(li)(li)、法規等部(bu)(bu)(bu)門(men)對事(shi)(shi)和權的(de)(de)管理(li)(li)(li)、監(jian)(jian)(jian)督(du)(du)作用,機關黨(dang)委、組織部(bu)(bu)(bu)等對人(ren)和思想(xiang)的(de)(de)教育、管理(li)(li)(li)職(zhi)(zhi)能,以及巡視巡察、信訪舉報等的(de)(de)綜合(he)監(jian)(jian)(jian)督(du)(du)作用,進(jin)一步提(ti)升內(nei)(nei)部(bu)(bu)(bu)監(jian)(jian)(jian)督(du)(du)的(de)(de)整體性、協同性。
著力健全組(zu)織(zhi)機構(gou)體系(xi)(xi)。《意見》指出(chu),“優(you)化工(gong)(gong)作(zuo)(zuo)力量”“加強干(gan)(gan)(gan)部(bu)監(jian)督(du)隊(dui)伍自身(shen)建(jian)設”。當(dang)前,干(gan)(gan)(gan)部(bu)監(jian)督(du)機構(gou)不健全、人員(yuan)(yuan)配(pei)(pei)備不到位(wei)、能力素質不適應等(deng)(deng)問題不同程(cheng)度存在。下一(yi)步(bu),要進一(yi)步(bu)完善(shan)(shan)組(zu)織(zhi)體系(xi)(xi),單獨(du)設立干(gan)(gan)(gan)部(bu)監(jian)督(du)室的,人員(yuan)(yuan)配(pei)(pei)備要和(he)審(shen)查(cha)(cha)調查(cha)(cha)室一(yi)樣;未單獨(du)設立的,應設立干(gan)(gan)(gan)部(bu)監(jian)督(du)專崗,由(you)紀委(wei)書記(ji)(紀檢(jian)組(zu)長)直接分管(guan)(guan),縣(市、區)紀委(wei)監(jian)委(wei)應明確(que)一(yi)個紀檢(jian)監(jian)察室負責干(gan)(gan)(gan)部(bu)監(jian)督(du)工(gong)(gong)作(zuo)(zuo)。要重視干(gan)(gan)(gan)部(bu)監(jian)督(du)干(gan)(gan)(gan)部(bu)的選用,把優(you)秀的干(gan)(gan)(gan)部(bu)放到干(gan)(gan)(gan)部(bu)監(jian)督(du)崗位(wei)上培養鍛煉,加大交流提拔力度,完善(shan)(shan)防范打(da)擊報(bao)復(fu)等(deng)(deng)保障機制。圍繞干(gan)(gan)(gan)部(bu)監(jian)督(du)工(gong)(gong)作(zuo)(zuo)權(quan)力特點,對線索管(guan)(guan)理處置(zhi)、監(jian)督(du)執紀、審(shen)查(cha)(cha)調查(cha)(cha)等(deng)(deng)工(gong)(gong)作(zuo)(zuo)權(quan)限(xian)程(cheng)序(xu)進行梳理、嚴格管(guan)(guan)理,教育引導(dao)干(gan)(gan)(gan)部(bu)監(jian)督(du)干(gan)(gan)(gan)部(bu)保持謙抑品格,敢于善(shan)(shan)于斗爭。
著力健全(quan)外(wai)部監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)體系。《意(yi)見》指出,“加強與(yu)外(wai)部監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)協(xie)調(diao)協(xie)同”。紀(ji)檢(jian)監(jian)(jian)(jian)(jian)(jian)(jian)察(cha)干部監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)本質上(shang)是(shi)(shi)黨(dang)(dang)內監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)、自(zi)身監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du),這是(shi)(shi)居于主(zhu)導性(xing)的(de)(de)(de)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du),也是(shi)(shi)實踐證明有效(xiao)的(de)(de)(de)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)。但(dan)自(zi)身監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)強、外(wai)部監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)弱,內外(wai)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)聯動(dong)不(bu)夠的(de)(de)(de)問題(ti)客(ke)觀存在(zai)。下一步(bu),要以更(geng)開放的(de)(de)(de)姿(zi)態接(jie)受(shou)(shou)(shou)外(wai)部監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du),以更(geng)高(gao)效(xiao)的(de)(de)(de)機(ji)制保障外(wai)部監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)。要誠懇接(jie)受(shou)(shou)(shou)上(shang)級紀(ji)委監(jian)(jian)(jian)(jian)(jian)(jian)委、同級黨(dang)(dang)委(黨(dang)(dang)組)的(de)(de)(de)領導和監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du),堅(jian)決貫徹(che)落實黨(dang)(dang)中央關(guan)于紀(ji)檢(jian)監(jian)(jian)(jian)(jian)(jian)(jian)察(cha)隊伍(wu)建設的(de)(de)(de)要求部署,在(zai)履職過程中嚴(yan)格執行請示報告制度。要推動(dong)開放型機(ji)關(guan)建設,主(zhu)動(dong)接(jie)受(shou)(shou)(shou)人大監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du),報告好專項(xiang)工(gong)作(zuo)。定期向(xiang)政協(xie)和黨(dang)(dang)外(wai)人士通報工(gong)作(zuo),接(jie)受(shou)(shou)(shou)民主(zhu)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)。接(jie)受(shou)(shou)(shou)特約監(jian)(jian)(jian)(jian)(jian)(jian)察(cha)員、新(xin)聞媒體和廣(guang)大干部群眾的(de)(de)(de)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du),使紀(ji)檢(jian)監(jian)(jian)(jian)(jian)(jian)(jian)察(cha)干部習(xi)慣在(zai)受(shou)(shou)(shou)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)的(de)(de)(de)環境中工(gong)作(zuo)生(sheng)活。

把加強自身建設作為根本政治擔當
建(jian)設(she)政治素質高(gao)、忠誠(cheng)干(gan)(gan)凈擔當(dang)、專業化能(neng)力(li)強、敢于善于斗爭(zheng)的紀檢(jian)監(jian)察鐵軍,促(cu)進紀檢(jian)監(jian)察工作(zuo)高(gao)質量(liang)發展,迫切需要加(jia)強隊伍建(jian)設(she),從嚴從實抓好貫(guan)徹落實,切實強化干(gan)(gan)部監(jian)督工作(zuo)的領(ling)導、管(guan)理和監(jian)督。
深化主體責任認識,增強干部監督工作使命感

強化責任壓力傳導,保障干部監督工作做實做細

在嚴守政治紀律政治規矩上走在前
堅定不移踐行“兩個維護”,是最根本的政治(zhi)(zhi)紀律(lv)和政治(zhi)(zhi)規(gui)矩(ju)。紀檢監(jian)(jian)察(cha)(cha)機(ji)關作為黨內(nei)監(jian)(jian)督(du)和國家監(jian)(jian)察(cha)(cha)的專責機(ji)關,要(yao)健全(quan)完善自我監(jian)(jian)督(du)體系,突出強化政治(zhi)(zhi)監(jian)(jian)督(du),確保在嚴守政治(zhi)(zhi)紀律(lv)和政治(zhi)(zhi)規(gui)矩(ju)上(shang)走(zou)在前、當模范(fan)。《意見》對(dui)強化政治(zhi)(zhi)監(jian)(jian)督(du)內(nei)容、任務和要(yao)求進行了明確,要(yao)積極探(tan)索有效舉(ju)措,推(tui)動(dong)政治(zhi)(zhi)監(jian)(jian)督(du)落(luo)地落(luo)實。
堅持精準定位,準確把握政治監督內容
政治(zhi)(zhi)監督(du)(du)(du)(du)是(shi)(shi)歷史(shi)的(de)(de),也是(shi)(shi)現實的(de)(de)、具(ju)體的(de)(de),主(zhu)要(yao)任務是(shi)(shi)維護(hu)黨(dang)(dang)(dang)章(zhang)和其他黨(dang)(dang)(dang)內法(fa)規(gui)(gui)、檢(jian)查(cha)黨(dang)(dang)(dang)的(de)(de)路(lu)線(xian)方(fang)(fang)針(zhen)(zhen)政策(ce)(ce)(ce)和決議執(zhi)(zhi)(zhi)行(xing)情況等,實踐要(yao)求黨(dang)(dang)(dang)中(zhong)央重大決策(ce)(ce)(ce)部署(shu)到哪里,監督(du)(du)(du)(du)檢(jian)查(cha)就跟進(jin)到哪里。要(yao)聚焦到“兩個維護(hu)”上(shang)來,督(du)(du)(du)(du)促(cu)紀檢(jian)監察機關和干部加強對遵守政治(zhi)(zhi)紀律和政治(zhi)(zhi)規(gui)(gui)矩、執(zhi)(zhi)(zhi)行(xing)黨(dang)(dang)(dang)的(de)(de)路(lu)線(xian)方(fang)(fang)針(zhen)(zhen)政策(ce)(ce)(ce)和重大決策(ce)(ce)(ce)部署(shu)等情況的(de)(de)監督(du)(du)(du)(du)。要(yao)把著力點放在貫(guan)徹落實習(xi)近平總(zong)書記重要(yao)指示(shi)批示(shi)精神,推(tui)進(jin)全面從嚴治(zhi)(zhi)黨(dang)(dang)(dang)、黨(dang)(dang)(dang)風廉政建設和反腐敗斗爭,貫(guan)徹執(zhi)(zhi)(zhi)行(xing)黨(dang)(dang)(dang)章(zhang)黨(dang)(dang)(dang)規(gui)(gui)黨(dang)(dang)(dang)紀和憲法(fa)法(fa)律法(fa)規(gui)(gui)特別是(shi)(shi)對監督(du)(du)(du)(du)執(zhi)(zhi)(zhi)紀工作規(gui)(gui)則、處理檢(jian)舉(ju)控告工作規(gui)(gui)則、監督(du)(du)(du)(du)執(zhi)(zhi)(zhi)法(fa)工作規(gui)(gui)定等內容上(shang)來。
找準有力抓手,積極探索政治監督舉措
政治監(jian)督的(de)具(ju)(ju)體化(hua)、常態化(hua),關鍵(jian)在(zai)(zai)創(chuang)新監(jian)督的(de)方法(fa)(fa)和載體,使之有(you)章可循、有(you)事可做、有(you)跡(ji)可查。近年(nian)來,我們大膽探索(suo)創(chuang)新,主動(dong)借(jie)鑒巡視巡察(cha)做法(fa)(fa),建立(li)內部調研機制,在(zai)(zai)推進紀檢監(jian)察(cha)機關內部政治監(jian)督具(ju)(ju)體化(hua)、常態化(hua)方面進行了初(chu)步探索(suo)。
聚焦監(jian)(jian)督(du)重點謀(mou)劃。高(gao)站位(wei)謀(mou)劃、高(gao)標(biao)準(zhun)推進,成立(li)工(gong)(gong)(gong)作領導小組,主(zhu)(zhu)要負責同志擔(dan)任(ren)組長(chang)并多次(ci)主(zhu)(zhu)持(chi)會議研究調(diao)研督(du)察工(gong)(gong)(gong)作。出(chu)臺(tai)調(diao)研督(du)察意見,制(zhi)定(ding)以“力戒和整治(zhi)形式(shi)(shi)主(zhu)(zhu)義官僚(liao)(liao)主(zhu)(zhu)義突出(chu)問題(ti)(ti)(ti)”為主(zhu)(zhu)題(ti)(ti)(ti)的(de)工(gong)(gong)(gong)作方案,確保規范有(you)序推進。牢(lao)牢(lao)把(ba)握調(diao)研督(du)察的(de)政治(zhi)屬性,通過業務問題(ti)(ti)(ti)查(cha)找深層次(ci)的(de)政治(zhi)原因(yin)。緊(jin)緊(jin)圍繞發現和解決(jue)學習貫徹習近平總書記重要論述和十九屆中央紀(ji)(ji)委歷次(ci)全會精(jing)神(shen)、落(luo)實省紀(ji)(ji)委監(jian)(jian)委重要工(gong)(gong)(gong)作中的(de)形式(shi)(shi)主(zhu)(zhu)義官僚(liao)(liao)主(zhu)(zhu)義問題(ti)(ti)(ti)、加強紀(ji)(ji)檢監(jian)(jian)察干部隊(dui)伍建設和監(jian)(jian)督(du)、脫貧攻堅(jian)專項(xiang)巡視反(fan)饋問題(ti)(ti)(ti)、財務審計(ji)監(jian)(jian)督(du)發現問題(ti)(ti)(ti)、主(zhu)(zhu)題(ti)(ti)(ti)教育檢視問題(ti)(ti)(ti)整改等重點內(nei)容。
圍繞發(fa)現(xian)問(wen)(wen)題督察(cha)。抽(chou)調干(gan)部(bu)組成調研(yan)督察(cha)組,分別開展調研(yan)督察(cha)。堅持問(wen)(wen)題導(dao)(dao)向,通過查看資料(liao)、談(tan)話了解、民主(zhu)測(ce)評、走訪調研(yan)等(deng)方(fang)式,發(fa)現(xian)有(you)(you)的(de)理論學(xue)習不(bu)扎實不(bu)深入(ru),有(you)(you)的(de)文山會海問(wen)(wen)題依(yi)然突出,有(you)(you)的(de)調查研(yan)究流(liu)于(yu)形式,有(you)(you)的(de)干(gan)部(bu)隊(dui)伍(wu)空編(bian)缺(que)員問(wen)(wen)題破解不(bu)力(li),有(you)(you)的(de)考評指標設置(zhi)不(bu)科學(xue),有(you)(you)的(de)領導(dao)(dao)班(ban)子向心力(li)凝聚力(li)不(bu)強等(deng)。堅持透(tou)過問(wen)(wen)題看本質,深入(ru)查找(zhao)各級領導(dao)(dao)班(ban)子在(zai)政(zheng)治(zhi)意識、政(zheng)治(zhi)站位(wei)、政(zheng)治(zhi)擔當(dang)方(fang)面存(cun)在(zai)的(de)不(bu)足和(he)薄弱環節,有(you)(you)效傳導(dao)(dao)壓力(li),形成強大震懾。
著眼(yan)促(cu)進(jin)發(fa)展治(zhi)理(li)。對于(yu)發(fa)現的(de)(de)(de)基(ji)層(ceng)(ceng)紀檢監(jian)察機關普遍存在(zai)的(de)(de)(de)問(wen)(wen)題(ti),著重(zhong)從政治(zhi)層(ceng)(ceng)面辨(bian)析(xi)原因,在(zai)省級層(ceng)(ceng)面研究辦法和措施。堅持從深化紀檢監(jian)察體制改革的(de)(de)(de)高度,認識基(ji)層(ceng)(ceng)普遍空編問(wen)(wen)題(ti)的(de)(de)(de)嚴肅性,研究制定《關于(yu)解(jie)決(jue)(jue)縣級紀委(wei)監(jian)委(wei)空編缺員問(wen)(wen)題(ti)的(de)(de)(de)指(zhi)導意見》,指(zhi)導基(ji)層(ceng)(ceng)用足用好(hao)干部(bu)(bu)選調(diao)、遴選、軍轉安置(zhi)等方式(shi)進(jin)人(ren),逐步(bu)推動解(jie)決(jue)(jue)問(wen)(wen)題(ti)。站在(zai)政治(zhi)能力不足的(de)(de)(de)角度,看(kan)待基(ji)層(ceng)(ceng)紀委(wei)監(jian)委(wei)案(an)件質量(liang)不高的(de)(de)(de)問(wen)(wen)題(ti),在(zai)全省紀檢監(jian)察系統部(bu)(bu)署開展“監(jian)督執(zhi)紀執(zhi)法辦案(an)質量(liang)效益年(nian)”活動,促(cu)進(jin)把嚴把準線(xian)索處置(zhi)關、紀法適用關、案(an)件審(shen)理(li)關。發(fa)揮檢查考核(he)“指(zhi)揮棒”作用,把反饋問(wen)(wen)題(ti)整(zheng)改情況作為年(nian)度考核(he)的(de)(de)(de)重(zhong)要內容,班子業(ye)績評(ping)定、干部(bu)(bu)提拔任用的(de)(de)(de)重(zhong)要參考。
著眼長效機制,推進政治監督高質量發展
加(jia)強政治(zhi)監(jian)督是紀檢監(jian)察(cha)干部(bu)監(jian)督工作的首要職責,做(zuo)實做(zuo)細政治(zhi)監(jian)督任(ren)重道遠(yuan)。我們(men)要以貫徹落實《意見》精神為(wei)契(qi)機,進一步壓(ya)緊(jin)壓(ya)實責任(ren),健全制度機制,強化查處問責,切實做(zuo)到監(jian)督常(chang)在、形成常(chang)態。
推(tui)動壓(ya)實(shi)主(zhu)體責(ze)(ze)任。紀檢監察(cha)系統內(nei)開展政(zheng)治監督,各(ge)級紀委(wei)(wei)監委(wei)(wei)一(yi)把手要(yao)親(qin)自(zi)掛帥(shuai)負總(zong)責(ze)(ze)、領(ling)導(dao)班(ban)子成員分(fen)工負責(ze)(ze)、內(nei)設機(ji)構和派駐(zhu)機(ji)構負責(ze)(ze)人“一(yi)崗雙責(ze)(ze)”、干(gan)部監督機(ji)構和機(ji)關紀委(wei)(wei)專職專責(ze)(ze)。各(ge)分(fen)管領(ling)導(dao)、部門負責(ze)(ze)人、全體紀檢干(gan)部都要(yao)同向而行,按照黨中央定的制度、立的規矩忠實(shi)履職盡責(ze)(ze),齊心協力做好監督保障執(zhi)行工作,自(zi)覺做到忠誠干(gan)凈擔當、敢(gan)于善于斗爭。
健全完善(shan)常態化機(ji)制。加(jia)強與巡視(shi)巡察機(ji)構溝通(tong)協調,充分(fen)運用(yong)其成果,堅持(chi)從政(zheng)(zheng)治的(de)(de)(de)高度分(fen)析(xi)(xi)問(wen)題(ti)(ti)和原因,精準(zhun)處(chu)置(zhi)移交(jiao)問(wen)題(ti)(ti)線索,加(jia)強對典型(xing)重(zhong)點問(wen)題(ti)(ti)的(de)(de)(de)督辦(ban),確保全面整(zheng)改(gai)、真改(gai)實改(gai)。定期開(kai)展(zhan)政(zheng)(zheng)治生態分(fen)析(xi)(xi)研判(pan),全面掌握(wo)各級紀(ji)檢(jian)監察機(ji)關“樹木”“森林”狀況,準(zhun)確研判(pan)紀(ji)檢(jian)干(gan)部政(zheng)(zheng)治表現、道德品行、廉潔自律、作(zuo)風口碑等,客觀反映政(zheng)(zheng)治生態全貌。嚴(yan)肅黨內政(zheng)(zheng)治生活,加(jia)強對民(min)主(zhu)生活會的(de)(de)(de)督導,對查擺問(wen)題(ti)(ti)和檢(jian)視(shi)剖析(xi)(xi)不夠(gou)深入、開(kai)展(zhan)批評不夠(gou)深刻到位等問(wen)題(ti)(ti)的(de)(de)(de),堅決及(ji)時糾偏,確保民(min)主(zhu)生活會的(de)(de)(de)政(zheng)(zheng)治性、原則性、戰(zhan)斗性。
從(cong)(cong)嚴強化查處問(wen)責。辦(ban)案是開展(zhan)(zhan)政(zheng)治監督(du)最(zui)有力的(de)方(fang)式。堅(jian)持處置問(wen)題線索(suo)從(cong)(cong)政(zheng)治紀律嚴起(qi),開展(zhan)(zhan)審(shen)查調查從(cong)(cong)政(zheng)治紀律查起(qi),將政(zheng)治監督(du)貫穿于問(wen)題線索(suo)處置、監督(du)檢查、審(shen)查調查等全(quan)過(guo)程(cheng)。堅(jian)決查處紀檢監察干部妄議黨的(de)理(li)論路線方(fang)針政(zheng)策、在重大原則問(wen)題上與黨中央離(li)(li)心離(li)(li)德等問(wen)題,對政(zheng)治上蛻變的(de)“兩面人”要(yao)及時(shi)清理(li)門戶,凈化政(zheng)治生態“污染源”。
