  廣泛(fan)收(shou)集、全面查(cha)找,精準(zhun)研判鄉村振興短板弱項

  鄉村(cun)振興領域(yu)不正之風和腐敗問題,既有責任落實不到位、行業部(bu)門(men)監(jian)管不力(li)的(de)問題,也有體制機制不健全(quan)、監(jian)督薄弱的(de)問題,根治這些問題,必須從上往下深入挖掘查(cha)找根源。

  責任落(luo)實方(fang)面。有(you)(you)的(de)(de)(de)地方(fang)職能部(bu)門對涉農項目前期調(diao)研不夠(gou),謀劃不科(ke)學不精準,導致有(you)(you)的(de)(de)(de)項目重復建(jian)設,造成(cheng)資產(chan)閑置浪(lang)費。有(you)(you)的(de)(de)(de)村(cun)(cun)“兩(liang)委”班子(zi)成(cheng)員服務(wu)理念比(bi)較落(luo)后,專業知(zhi)識較為欠(qian)缺,思考(kao)問題存(cun)在一定(ding)局限性,落(luo)實黨的(de)(de)(de)方(fang)針政策有(you)(you)時還存(cun)在偏差。有(you)(you)的(de)(de)(de)鄉(xiang)(xiang)鎮(zhen)對村(cun)(cun)級“三(san)資”管(guan)理、村(cun)(cun)務(wu)公(gong)開等工(gong)作檢查指導較少,鄉(xiang)(xiang)村(cun)(cun)振興領(ling)域財務(wu)“村(cun)(cun)賬鎮(zhen)管(guan)”、“四議兩(liang)公(gong)開”等制度落(luo)實不夠(gou)嚴格(ge),這些都是(shi)導致虛報冒領(ling)、截留挪用等現(xian)象時有(you)(you)發生的(de)(de)(de)重要因素。

  開展監(jian)(jian)(jian)督(du)(du)方面(mian)。鄉村(cun)振興領(ling)域腐敗問(wen)(wen)題(ti)多(duo)發于(yu)基層,群眾反映強烈的(de)問(wen)(wen)題(ti)多(duo)集中在(zai)基層,自治(zhi)區紀(ji)檢監(jian)(jian)(jian)察(cha)機(ji)關(guan)專項(xiang)治(zhi)理期間共(gong)處理縣(xian)處級干部18人(ren),鄉科(ke)級干部193人(ren),村(cun)支書、村(cun)主任291人(ren),其他人(ren)員(yuan)248人(ren)。這表明當前(qian)(qian)基層重(zhong)點崗位(wei)和重(zhong)點領(ling)域的(de)日常(chang)監(jian)(jian)(jian)督(du)(du)、靠前(qian)(qian)監(jian)(jian)(jian)督(du)(du)、精(jing)(jing)準(zhun)監(jian)(jian)(jian)督(du)(du)力(li)度還(huan)需加強,抓(zhua)早抓(zhua)小成效還(huan)不明顯(xian)。有(you)的(de)縣(xian)、鄉紀(ji)委下沉力(li)度不夠,精(jing)(jing)準(zhun)發現(xian)問(wen)(wen)題(ti)的(de)能(neng)力(li)有(you)待提高,一些問(wen)(wen)題(ti)在(zai)苗(miao)頭傾(qing)向出現(xian)時(shi)未能(neng)及時(shi)糾(jiu)正;有(you)的(de)鄉鎮紀(ji)檢干部缺乏(fa)過硬(ying)的(de)監(jian)(jian)(jian)督(du)(du)本領(ling),在(zai)監(jian)(jian)(jian)督(du)(du)執紀(ji)中發現(xian)問(wen)(wen)題(ti)、甄(zhen)別(bie)問(wen)(wen)題(ti)、解決問(wen)(wen)題(ti)的(de)能(neng)力(li)不足(zu)。此外,干部群眾反映一些地方村(cun)務(wu)監(jian)(jian)(jian)督(du)(du)委員(yuan)會監(jian)(jian)(jian)督(du)(du)意識(shi)還(huan)不強,對經濟財(cai)務(wu)、政策精(jing)(jing)神(shen)、集體項(xiang)目等(deng)監(jian)(jian)(jian)督(du)(du)事(shi)項(xiang)缺乏(fa)深入了解,監(jian)(jian)(jian)督(du)(du)作用發揮不充分的(de)問(wen)(wen)題(ti)還(huan)比較普遍。

  監(jian)管合力(li)方(fang)面。鄉(xiang)村振(zhen)(zhen)興領域(yu)資(zi)金(jin)來源(yuan)渠道(dao)多、中間環(huan)節多、監(jian)管單位多,責任(ren)交叉重復(fu)、資(zi)金(jin)使用(yong)分散,一旦監(jian)管沒有(you)形成合力(li),監(jian)督效(xiao)果就會大(da)(da)打折扣。有(you)的(de)(de)地方(fang)部(bu)(bu)分鄉(xiang)村振(zhen)(zhen)興項目立(li)項在(zai)鄉(xiang)村振(zhen)(zhen)興部(bu)(bu)門,實施在(zai)鄉(xiang)鎮(zhen)或(huo)企業(ye),驗收又(you)涉及農業(ye)農村、財政等職能(neng)部(bu)(bu)門,項目的(de)(de)全過程(cheng)監(jian)管機(ji)制和流(liu)程(cheng)缺乏(fa)規(gui)范,需(xu)要進(jin)一步(bu)統籌考(kao)慮并系統推進(jin)機(ji)制建設(she)。當前(qian),大(da)(da)量的(de)(de)便民(min)服務(wu)事(shi)(shi)務(wu)性(xing)工作已經下放到(dao)鄉(xiang)鎮(zhen)、村社一級,在(zai)方(fang)便群眾(zhong)辦事(shi)(shi)的(de)(de)同時,也(ye)賦予了(le)基(ji)層(ceng)干部(bu)(bu)更多的(de)(de)權(quan)力(li),特(te)別(bie)是一些(xie)基(ji)層(ceng)干部(bu)(bu)掌握大(da)(da)量資(zi)金(jin)、資(zi)產、資(zi)源(yuan)的(de)(de)初始分配權(quan)和具體事(shi)(shi)務(wu)的(de)(de)發言(yan)權(quan)、決定權(quan),既是“裁判員”又(you)是“運(yun)動員”,容易滋生“微腐敗”。各責任(ren)部(bu)(bu)門在(zai)自查自糾中均發現整改(gai)了(le)一些(xie)行業(ye)突出問(wen)題,但舉一反三(san)、深入(ru)分析不夠(gou),提(ti)出建設(she)性(xing)的(de)(de)對(dui)策建議(yi)較少,以案促(cu)改(gai)、以案促(cu)治環(huan)節方(fang)面的(de)(de)協作貫通機(ji)制還不順暢,需(xu)加大(da)(da)統籌力(li)度(du)持續跟(gen)進(jin)監(jian)督。

  作(zuo)風建設方面。有的(de)(de)(de)黨(dang)員干部(bu)對黨(dang)的(de)(de)(de)創新(xin)理論(lun)學習主動性不(bu)(bu)(bu)強,發展(zhan)(zhan)觀(guan)念陳舊(jiu)、創新(xin)意識(shi)欠缺(que)(que),能力素質與服務鄉(xiang)村振(zhen)興戰略要求不(bu)(bu)(bu)相適應。有的(de)(de)(de)黨(dang)員干部(bu)宗旨意識(shi)、紀(ji)法(fa)意識(shi)不(bu)(bu)(bu)強,對自身行(xing)為(wei)缺(que)(que)乏嚴(yan)格要求和約束,將(jiang)手中(zhong)的(de)(de)(de)權力當做謀利的(de)(de)(de)手段。有的(de)(de)(de)黨(dang)員干部(bu)工作(zuo)作(zuo)風不(bu)(bu)(bu)夠(gou)嚴(yan)實,存在不(bu)(bu)(bu)作(zuo)為(wei)、亂(luan)作(zuo)為(wei)、形式主義官僚主義等傾(qing)向(xiang)。有的(de)(de)(de)責任部(bu)門(men)較(jiao)少組織(zhi)對鄉(xiang)村振(zhen)興領域政策系(xi)統(tong)性的(de)(de)(de)學習培訓和經驗交流,對基(ji)層干部(bu)的(de)(de)(de)指(zhi)導(dao)和引導(dao)缺(que)(que)乏系(xi)統(tong)性和針對性,導(dao)致一(yi)些(xie)基(ji)層干部(bu)思想不(bu)(bu)(bu)開(kai)放,在發展(zhan)(zhan)農村集體經濟時畏首畏尾(wei)、闖勁不(bu)(bu)(bu)足,部(bu)分農村閑(xian)置資源無法(fa)盤(pan)活(huo),帶動農戶就業增收的(de)(de)(de)成效不(bu)(bu)(bu)明顯(xian)。

  強化措施、一以貫之(zhi),接續推動鄉村振興(xing)取(qu)得新成(cheng)效

  接(jie)續推動全面(mian)鄉村(cun)振興(xing)是一(yi)項系(xi)統工程,紀(ji)(ji)檢監(jian)察機(ji)關必須牢固樹立系(xi)統觀念,將正風肅紀(ji)(ji)反腐(fu)與深化改革、完善制度、促進治理貫(guan)通起(qi)來,一(yi)體推進不(bu)敢腐(fu)、不(bu)能腐(fu)、不(bu)想腐(fu),不(bu)斷鏟除腐(fu)敗(bai)滋生的土壤和條(tiao)件(jian),從源頭上遏(e)制鄉村(cun)振興(xing)領域不(bu)正之(zhi)風和腐(fu)敗(bai)問(wen)題發生。

  堅持(chi)監(jian)督(du)(du)約(yue)束權責(ze)統(tong)一(yi),擰緊(jin)責(ze)任(ren)(ren)(ren)(ren)鏈條。以責(ze)任(ren)(ren)(ren)(ren)鏈倒逼工作(zuo)鏈,明確層級(ji)責(ze)任(ren)(ren)(ren)(ren),形(xing)成(cheng)鄉村(cun)(cun)振興(xing)齊抓共管(guan)(guan)工作(zuo)格局。以專(zhuan)(zhuan)項治理(li)為契機(ji)(ji),加強工作(zuo)統(tong)籌、信息互通(tong)、整(zheng)改共促、成(cheng)果(guo)共享,建立常態化溝通(tong)協調機(ji)(ji)制(zhi),推(tui)動黨(dang)(dang)委(wei)政(zheng)府(fu)綜合管(guan)(guan)理(li)、業(ye)務(wu)主管(guan)(guan)部(bu)門(men)行業(ye)監(jian)管(guan)(guan)、紀檢監(jian)察機(ji)(ji)關專(zhuan)(zhuan)責(ze)監(jian)督(du)(du)等方面(mian)工作(zuo)進一(yi)步貫通(tong)融合、協作(zuo)配合。緊(jin)盯責(ze)任(ren)(ren)(ren)(ren)落(luo)(luo)實,聚焦全面(mian)推(tui)進鄉村(cun)(cun)振興(xing)行業(ye)領域責(ze)任(ren)(ren)(ren)(ren)落(luo)(luo)實,督(du)(du)促黨(dang)(dang)委(wei)、政(zheng)府(fu)和(he)鄉村(cun)(cun)振興(xing)牽頭部(bu)門(men)定期(qi)報告責(ze)任(ren)(ren)(ren)(ren)落(luo)(luo)實情況(kuang),研究解決(jue)(jue)存在問(wen)題,不折不扣執(zhi)行落(luo)(luo)實黨(dang)(dang)中央(yang)決(jue)(jue)策部(bu)署。堅持(chi)“全周期(qi)管(guan)(guan)理(li)”的(de)理(li)念(nian),運(yun)用監(jian)督(du)(du)檢查、查辦案件、督(du)(du)促整(zheng)改、追責(ze)問(wen)責(ze)等有(you)效監(jian)督(du)(du)手段,針對發現的(de)突(tu)出(chu)問(wen)題,及時向行業(ye)主管(guan)(guan)部(bu)門(men)和(he)屬(shu)地黨(dang)(dang)委(wei)政(zheng)府(fu)發出(chu)預警,督(du)(du)促業(ye)務(wu)主管(guan)(guan)部(bu)門(men)落(luo)(luo)實行業(ye)監(jian)管(guan)(guan)責(ze)任(ren)(ren)(ren)(ren),確保專(zhuan)(zhuan)項治理(li)取得持(chi)久性成(cheng)效。

  堅持從嚴執紀執法,保持高(gao)壓態(tai)勢(shi)。堅持以零容忍的(de)(de)態(tai)度(du)(du),堅決查(cha)處(chu)鄉村(cun)(cun)振(zhen)(zhen)興(xing)領(ling)域不(bu)正之風和(he)腐(fu)敗(bai)(bai)問題,不(bu)斷凈化(hua)基層政(zheng)治(zhi)生態(tai),以問題查(cha)處(chu)推動鄉村(cun)(cun)振(zhen)(zhen)興(xing)工(gong)作走深(shen)走實(shi)、見行見效。深(shen)度(du)(du)挖掘(jue)線索,緊(jin)盯(ding)鄉村(cun)(cun)振(zhen)(zhen)興(xing)政(zheng)策落實(shi)、資金分(fen)配、項目安排(pai)(pai)、審核驗收等重(zhong)點環節,聚(ju)焦可能形(xing)成腐(fu)敗(bai)(bai)的(de)(de)風險和(he)隱患(huan),集中排(pai)(pai)查(cha)人、財、物管理方(fang)(fang)面的(de)(de)突出問題,深(shen)挖隱藏在背后的(de)(de)責任、作風和(he)腐(fu)敗(bai)(bai)問題。嚴懲腐(fu)敗(bai)(bai)行為,加大對重(zhong)點問題線索的(de)(de)督(du)辦(ban)(ban)力(li)度(du)(du),統籌運用審查(cha)調查(cha)措施(shi)和(he)直查(cha)快辦(ban)(ban)方(fang)(fang)式,由點到線、由線及(ji)面,堅決查(cha)辦(ban)(ban)鄉村(cun)(cun)振(zhen)(zhen)興(xing)領(ling)域腐(fu)敗(bai)(bai)問題,確保形(xing)成有(you)力(li)震懾。堅守“監(jian)督(du)的(de)(de)再監(jian)督(du)”職責定位,采(cai)取定期會商、線索移交、通報情(qing)況、提(ti)出建議等方(fang)(fang)式,督(du)促職能部(bu)門抓好專項整(zheng)治(zhi)具體(ti)落實(shi),將壓力(li)傳導至每個“神(shen)經末梢(shao)”,確保專項整(zheng)治(zhi)上下聯動、監(jian)督(du)監(jian)管同(tong)向發力(li)。

  堅(jian)(jian)持風(feng)(feng)腐(fu)(fu)(fu)同(tong)(tong)(tong)查(cha)同(tong)(tong)(tong)治,強(qiang)化作(zuo)(zuo)風(feng)(feng)建設(she)。保(bao)(bao)障鄉(xiang)村(cun)(cun)振(zhen)興(xing)戰略穩步實施,深化作(zuo)(zuo)風(feng)(feng)建設(she)是關鍵一環,必須以(yi)嚴明的紀律和(he)過(guo)硬的作(zuo)(zuo)風(feng)(feng)保(bao)(bao)障黨中央(yang)決(jue)策(ce)部署落(luo)實到位。要深刻把(ba)握(wo)不(bu)正(zheng)之(zhi)風(feng)(feng)和(he)腐(fu)(fu)(fu)敗問(wen)題(ti)(ti)同(tong)(tong)(tong)根同(tong)(tong)(tong)源的規律性認(ren)識,把(ba)握(wo)風(feng)(feng)腐(fu)(fu)(fu)一體特點(dian),健全風(feng)(feng)腐(fu)(fu)(fu)同(tong)(tong)(tong)查(cha)同(tong)(tong)(tong)治工作(zuo)(zuo)機制,加強(qiang)對不(bu)正(zheng)之(zhi)風(feng)(feng)和(he)腐(fu)(fu)(fu)敗問(wen)題(ti)(ti)的綜合(he)研判,既(ji)“由(you)風(feng)(feng)查(cha)腐(fu)(fu)(fu)”,防(fang)止“以(yi)風(feng)(feng)蓋腐(fu)(fu)(fu)”,深挖(wa)不(bu)正(zheng)之(zhi)風(feng)(feng)背(bei)后(hou)的請托辦(ban)事、利益輸送等腐(fu)(fu)(fu)敗問(wen)題(ti)(ti),又“由(you)腐(fu)(fu)(fu)糾風(feng)(feng)”,細查(cha)腐(fu)(fu)(fu)敗背(bei)后(hou)的享樂奢(she)靡等作(zuo)(zuo)風(feng)(feng)問(wen)題(ti)(ti)。要加強(qiang)農(nong)村(cun)(cun)地區全面推進鄉(xiang)村(cun)(cun)振(zhen)興(xing)戰略部署落(luo)實情況的監督檢查(cha),重拳糾治干部群眾反映強(qiang)烈的鄉(xiang)村(cun)(cun)振(zhen)興(xing)領域(yu)形式主(zhu)義官僚主(zhu)義,堅(jian)(jian)決(jue)糾治加重基層(ceng)負擔、權力觀扭曲政績觀錯位等“四風(feng)(feng)”頑(wan)疾,堅(jian)(jian)決(jue)鏟(chan)除(chu)基層(ceng)腐(fu)(fu)(fu)敗滋(zi)生的土壤和(he)條(tiao)件,持續凈化政治生態(tai),不(bu)斷厚植(zhi)黨的執(zhi)政基礎(chu)。

  堅持整改(gai)治理(li)(li)同(tong)步推進(jin)(jin),深(shen)化(hua)標本兼治。深(shen)入(ru)查找引發鄉村(cun)(cun)振興領域不(bu)正之(zhi)風和腐(fu)敗問(wen)題(ti)(ti)的(de)(de)體制性障礙、機制性梗(geng)阻,通(tong)過建章立制補(bu)齊短板、堵塞漏(lou)洞,切(qie)實提升鄉村(cun)(cun)振興領域監(jian)(jian)(jian)督治理(li)(li)效(xiao)能(neng)。堅持把問(wen)題(ti)(ti)查處(chu)同(tong)深(shen)化(hua)以(yi)案(an)(an)(an)促改(gai)促治結合起(qi)來、一體推進(jin)(jin),對(dui)鄉村(cun)(cun)振興領域普遍發生(sheng)、反復出(chu)現的(de)(de)問(wen)題(ti)(ti)深(shen)挖根源、找準(zhun)癥結,通(tong)過制發紀檢監(jian)(jian)(jian)察建議書(shu)、工作(zuo)提示(shi)函等(deng)方式,推動(dong)相(xiang)關(guan)部(bu)門完善制度、加強(qiang)管理(li)(li),形(xing)成監(jian)(jian)(jian)督、辦案(an)(an)(an)、整改(gai)、治理(li)(li)完整閉環。強(qiang)化(hua)基層(ceng)監(jian)(jian)(jian)督,深(shen)化(hua)運用“組(zu)組(zu)”協同(tong)監(jian)(jian)(jian)督、“室組(zu)”聯動(dong)監(jian)(jian)(jian)督、“室組(zu)地”聯合辦案(an)(an)(an)機制,采取片區協作(zuo)、交叉互查、提級監(jian)(jian)(jian)督等(deng)方式,把監(jian)(jian)(jian)督重心(xin)下沉(chen)到鄉村(cun)(cun)振興任(ren)務(wu)最艱巨最繁重的(de)(de)工作(zuo)一線,加強(qiang)對(dui)相(xiang)關(guan)基層(ceng)干部(bu)特別是“一肩挑(tiao)”人員(yuan)的(de)(de)監(jian)(jian)(jian)督管理(li)(li)。強(qiang)化(hua)警(jing)示(shi)教育,根據專(zhuan)項治理(li)(li)進(jin)(jin)度和問(wen)題(ti)(ti)線索辦理(li)(li)情況,加大對(dui)有影響力大案(an)(an)(an)要(yao)案(an)(an)(an)以(yi)及嚴重損害群眾利益典型案(an)(an)(an)件的(de)(de)通(tong)報曝光力度,深(shen)刻進(jin)(jin)行剖析,健全以(yi)案(an)(an)(an)說(shuo)(shuo)德、以(yi)案(an)(an)(an)說(shuo)(shuo)紀、以(yi)案(an)(an)(an)說(shuo)(shuo)法、以(yi)案(an)(an)(an)說(shuo)(shuo)責機制,分(fen)級分(fen)類開展警(jing)示(shi)教育,發揮(hui)震(zhen)懾警(jing)示(shi)作(zuo)用,切(qie)實增強(qiang)基層(ceng)干部(bu)拒腐(fu)防變免疫力。
