黨(dang)的(de)十(shi)八大(da)(da)尤其是黨(dang)的(de)十(shi)九大(da)(da)以(yi)來,黨(dang)中(zhong)央(yang)(yang)高(gao)度重(zhong)視信(xin)(xin)息(xi)化(hua)工作(zuo)(zuo),黨(dang)的(de)十(shi)九大(da)(da)明確要(yao)求(qiu)建(jian)設(she)覆蓋紀(ji)檢監(jian)察(cha)系統的(de)檢舉(ju)舉(ju)報平臺(tai)。中(zhong)央(yang)(yang)紀(ji)委(wei)(wei)國(guo)(guo)家監(jian)委(wei)(wei)堅(jian)決貫徹落(luo)實(shi)黨(dang)中(zhong)央(yang)(yang)決策部署,堅(jian)持以(yi)習近平新時代(dai)中(zhong)國(guo)(guo)特色社會(hui)主義思想為(wei)指導,積極(ji)適應新一輪(lun)科技革命和(he)產業(ye)變(bian)革帶來的(de)深刻變(bian)化(hua),以(yi)檢舉(ju)舉(ju)報平臺(tai)建(jian)設(she)為(wei)牽(qian)引(yin),整(zheng)(zheng)體(ti)推進(jin)紀(ji)檢監(jian)察(cha)信(xin)(xin)息(xi)化(hua)建(jian)設(she),發(fa)揮信(xin)(xin)息(xi)化(hua)驅動、保障作(zuo)(zuo)用。各級紀(ji)檢監(jian)察(cha)機關貫徹落(luo)實(shi)中(zhong)央(yang)(yang)紀(ji)委(wei)(wei)國(guo)(guo)家監(jian)委(wei)(wei)信(xin)(xin)息(xi)化(hua)工作(zuo)(zuo)五年規劃,積極(ji)運用信(xin)(xin)息(xi)化(hua)促(cu)進(jin)監(jian)督下(xia)沉落(luo)地、融入基層治理(li),呈(cheng)現出漸成規模、持續發(fa)展、整(zheng)(zheng)合提升態勢。
黨的十九大以來信息化助力監督下沉落地、融入基層治理的特點和經驗
近(jin)年來,各級(ji)紀檢(jian)監察(cha)機關(guan)積(ji)極(ji)運用信(xin)息(xi)化促進監督(du)下沉落地(di)、融入(ru)基層治理,31個省(sheng)(區、市(shi))展開(kai)豐富(fu)實踐,省(sheng)、市(shi)、縣級(ji)建設相(xiang)關(guan)系統(tong)達600余(yu)個。
堅持(chi)圍(wei)(wei)繞(rao)中(zhong)(zhong)(zhong)心、服(fu)務(wu)主(zhu)業,提(ti)升監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)(du)工作(zuo)的精(jing)準性(xing)(xing)實(shi)(shi)(shi)效(xiao)(xiao)(xiao)性(xing)(xing)。紀(ji)(ji)檢監(jian)(jian)(jian)(jian)(jian)(jian)察機關將信(xin)(xin)息(xi)化作(zuo)為新時(shi)代具(ju)有創新特性(xing)(xing)、極具(ju)發展潛力的監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)(du)手段,圍(wei)(wei)繞(rao)全面(mian)從嚴治(zhi)黨(dang)、黨(dang)風(feng)廉政(zheng)建(jian)(jian)設和(he)反腐(fu)敗工作(zuo),在(zai)服(fu)務(wu)政(zheng)治(zhi)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)(du)、日常監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)(du)、專(zhuan)項監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)(du)中(zhong)(zhong)(zhong)積極實(shi)(shi)(shi)踐應用(yong)。一(yi)是服(fu)務(wu)政(zheng)治(zhi)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)(du)落(luo)(luo)(luo)地見效(xiao)(xiao)(xiao)。圍(wei)(wei)繞(rao)習近平(ping)總書記重要(yao)指(zhi)示(shi)批(pi)示(shi)精(jing)神(shen)和(he)黨(dang)中(zhong)(zhong)(zhong)央(yang)重大(da)(da)決策(ce)部署貫徹落(luo)(luo)(luo)實(shi)(shi)(shi),通(tong)過(guo)研制特色系(xi)統、嵌(qian)入(ru)其(qi)他監(jian)(jian)(jian)(jian)(jian)(jian)管系(xi)統等(deng)方(fang)式,增(zeng)強監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)(du)實(shi)(shi)(shi)效(xiao)(xiao)(xiao)。江蘇(su)省(sheng)紀(ji)(ji)委(wei)監(jian)(jian)(jian)(jian)(jian)(jian)委(wei)圍(wei)(wei)繞(rao)“三大(da)(da)攻堅戰”在(zai)全省(sheng)推(tui)動建(jian)(jian)設陽光扶貧、污染防治(zhi)、地方(fang)政(zheng)府(fu)隱(yin)性(xing)(xing)債務(wu)三大(da)(da)監(jian)(jian)(jian)(jian)(jian)(jian)管系(xi)統,著(zhu)力解(jie)決地方(fang)黨(dang)委(wei)政(zheng)府(fu)主(zhu)體責(ze)(ze)任落(luo)(luo)(luo)實(shi)(shi)(shi)和(he)紀(ji)(ji)委(wei)監(jian)(jian)(jian)(jian)(jian)(jian)委(wei)跟進(jin)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)(du)問題。二是促(cu)進(jin)日常監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)(du)有效(xiao)(xiao)(xiao)開展。一(yi)些地方(fang)圍(wei)(wei)繞(rao)落(luo)(luo)(luo)實(shi)(shi)(shi)中(zhong)(zhong)(zhong)央(yang)八項規定(ding)精(jing)神(shen)、糾(jiu)治(zhi)“四風(feng)”等(deng)建(jian)(jian)立信(xin)(xin)息(xi)化監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)(du)平(ping)臺(tai),推(tui)動化解(jie)日常監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)(du)難題。湖南省(sheng)紀(ji)(ji)委(wei)監(jian)(jian)(jian)(jian)(jian)(jian)委(wei)打造“互(hu)聯網+監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)(du)”平(ping)臺(tai),實(shi)(shi)(shi)現(xian)民(min)政(zheng)資(zi)金(jin)信(xin)(xin)息(xi)公(gong)開、大(da)(da)數據比(bi)對、主(zhu)管部門業務(wu)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)(du)、投訴在(zai)線(xian)受理(li)處置等(deng)功能(neng),2020年追(zhui)繳(jiao)資(zi)金(jin)4501.4萬元,處理(li)人數4938人。三是助力專(zhuan)項監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)(du)扎實(shi)(shi)(shi)推(tui)進(jin)。一(yi)些地方(fang)利用(yong)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)(du)信(xin)(xin)息(xi)化糾(jiu)治(zhi)教(jiao)育(yu)醫療(liao)、養老(lao)社保、生(sheng)態環保、安全生(sheng)產等(deng)領域不(bu)正(zheng)之風(feng)和(he)腐(fu)敗問題,提(ti)升專(zhuan)項監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)(du)效(xiao)(xiao)(xiao)能(neng)。湖北省(sheng)紀(ji)(ji)委(wei)監(jian)(jian)(jian)(jian)(jian)(jian)委(wei)將教(jiao)育(yu)、住建(jian)(jian)、衛健等(deng)部門工作(zuo)落(luo)(luo)(luo)實(shi)(shi)(shi)情況納入(ru)平(ping)臺(tai)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)(du),精(jing)確鎖定(ding)問題線(xian)索,2020年追(zhui)責(ze)(ze)問責(ze)(ze)7282人。實(shi)(shi)(shi)踐證明,推(tui)進(jin)基(ji)層監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)(du)信(xin)(xin)息(xi)化,必須圍(wei)(wei)繞(rao)紀(ji)(ji)檢監(jian)(jian)(jian)(jian)(jian)(jian)察中(zhong)(zhong)(zhong)心工作(zuo),胸懷“國之大(da)(da)者”,堅決做到(dao)黨(dang)中(zhong)(zhong)(zhong)央(yang)重大(da)(da)決策(ce)部署到(dao)哪里,監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)(du)檢查就跟進(jin)到(dao)哪里,信(xin)(xin)息(xi)化就服(fu)務(wu)到(dao)哪里,不(bu)斷提(ti)升精(jing)準監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)(du)、動態監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)(du)、高(gao)效(xiao)(xiao)(xiao)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)(du)能(neng)力,切實(shi)(shi)(shi)發揮信(xin)(xin)息(xi)化賦能(neng)增(zeng)效(xiao)(xiao)(xiao)作(zuo)用(yong)。
堅(jian)持(chi)以(yi)人民(min)(min)(min)為中心,形成多種(zhong)類型服務(wu)群(qun)(qun)眾(zhong)的(de)監(jian)督信(xin)(xin)息(xi)(xi)化模(mo)式。各(ge)地(di)(di)將(jiang)提(ti)(ti)升人民(min)(min)(min)群(qun)(qun)眾(zhong)獲得(de)(de)(de)感、幸福感、安全感作為監(jian)督信(xin)(xin)息(xi)(xi)化的(de)根本目的(de),圍繞“六穩”工作、落(luo)實(shi)“六保(bao)(bao)”任務(wu)、維護群(qun)(qun)眾(zhong)切(qie)身利(li)益等,以(yi)“小(xiao)切(qie)口”推(tui)進(jin)(jin)(jin),形成了“信(xin)(xin)息(xi)(xi)公(gong)開(kai)(kai)”“與民(min)(min)(min)互(hu)(hu)動”“數據(ju)利(li)用”等不同類型的(de)建(jian)設(she)模(mo)式。一(yi)是(shi)突(tu)(tu)出“信(xin)(xin)息(xi)(xi)公(gong)開(kai)(kai)”。廣東、浙江(jiang)等地(di)(di)利(li)用互(hu)(hu)聯網(wang)、移動APP推(tui)進(jin)(jin)(jin)信(xin)(xin)息(xi)(xi)公(gong)開(kai)(kai),提(ti)(ti)高權(quan)力(li)運行透明度,讓公(gong)開(kai)(kai)成為群(qun)(qun)眾(zhong)監(jian)督的(de)“殺手锏”,保(bao)(bao)障人民(min)(min)(min)群(qun)(qun)眾(zhong)知情權(quan)監(jian)督權(quan)。二是(shi)突(tu)(tu)出“與民(min)(min)(min)互(hu)(hu)動”。一(yi)些(xie)(xie)地(di)(di)方利(li)用微(wei)信(xin)(xin)群(qun)(qun)、公(gong)眾(zhong)號等,加(jia)強信(xin)(xin)息(xi)(xi)發(fa)布與收集反饋,讓群(qun)(qun)眾(zhong)每項(xiang)意(yi)見在“收集—分(fen)析(xi)—處置—反饋”中得(de)(de)(de)到解決(jue)。甘肅省紀委(wei)(wei)(wei)監(jian)委(wei)(wei)(wei)扶(fu)貧(民(min)(min)(min)生)領域(yu)監(jian)督信(xin)(xin)息(xi)(xi)平臺(tai),自(zi)動轉(zhuan)辦(ban)群(qun)(qun)眾(zhong)投(tou)訴問題(ti)(ti),由(you)職能部門調查處理,基層(ceng)紀委(wei)(wei)(wei)監(jian)委(wei)(wei)(wei)全過(guo)程監(jian)督,再通過(guo)短信(xin)(xin)反饋給(gei)群(qun)(qun)眾(zhong),截至2020年底辦(ban)結投(tou)訴2.8萬條(tiao)。三是(shi)突(tu)(tu)出“數據(ju)利(li)用”。一(yi)些(xie)(xie)地(di)(di)區利(li)用監(jian)督數據(ju)資源,加(jia)強建(jian)模(mo)分(fen)析(xi)比對,從(cong)紛繁復雜的(de)數據(ju)中查找(zhao)問題(ti)(ti)。遼(liao)寧省對民(min)(min)(min)政、醫保(bao)(bao)等重點(dian)系統領域(yu)開(kai)(kai)展大(da)數據(ju)監(jian)督,發(fa)現疑似問題(ti)(ti)11.7萬個(ge)。實(shi)踐證明,推(tui)進(jin)(jin)(jin)基層(ceng)監(jian)督信(xin)(xin)息(xi)(xi)化,必須主(zhu)動順應(ying)人民(min)(min)(min)對美好(hao)生活(huo)的(de)向往,利(li)用互(hu)(hu)聯網(wang)和(he)信(xin)(xin)息(xi)(xi)技術推(tui)進(jin)(jin)(jin)信(xin)(xin)息(xi)(xi)公(gong)開(kai)(kai),提(ti)(ti)高權(quan)力(li)運行透明度,持(chi)續暢(chang)通群(qun)(qun)眾(zhong)監(jian)督渠道(dao),讓群(qun)(qun)眾(zhong)參與到監(jian)督中來,不斷提(ti)(ti)升群(qun)(qun)眾(zhong)滿意(yi)度獲得(de)(de)(de)感。
堅持(chi)系(xi)(xi)(xi)統性、體(ti)系(xi)(xi)(xi)化(hua)(hua)發展,織牢織密“數字(zi)”監(jian)督(du)(du)(du)(du)(du)(du)網。各地(di)推(tui)進(jin)(jin)監(jian)督(du)(du)(du)(du)(du)(du)信(xin)息(xi)化(hua)(hua)的(de)系(xi)(xi)(xi)統性、體(ti)系(xi)(xi)(xi)化(hua)(hua)特征(zheng)明(ming)顯,橫(heng)向(xiang)促進(jin)(jin)各類監(jian)督(du)(du)(du)(du)(du)(du)協(xie)調協(xie)同(tong)、貫(guan)通融合(he),縱(zong)向(xiang)推(tui)動(dong)(dong)(dong)監(jian)督(du)(du)(du)(du)(du)(du)下(xia)(xia)沉落地(di)、直達群(qun)眾。一(yi)(yi)是助力“四項監(jian)督(du)(du)(du)(du)(du)(du)”協(xie)調協(xie)同(tong)。中央紀(ji)(ji)委國家(jia)監(jian)委部署推(tui)廣檢舉(ju)舉(ju)報平(ping)臺,已(yi)覆蓋鄉鎮(zhen)以上紀(ji)(ji)檢監(jian)察機(ji)關及(ji)派駐機(ji)構7.8萬家(jia),為監(jian)督(du)(du)(du)(du)(du)(du)協(xie)同(tong)、上下(xia)(xia)聯動(dong)(dong)(dong)奠定基(ji)礎。山(shan)東省紀(ji)(ji)委監(jian)委通過(guo)信(xin)息(xi)系(xi)(xi)(xi)統,實現對(dui)巡視巡察對(dui)象“預畫(hua)像(xiang)”,推(tui)動(dong)(dong)(dong)“四項監(jian)督(du)(du)(du)(du)(du)(du)”關聯互(hu)動(dong)(dong)(dong)。二是促進(jin)(jin)黨內監(jian)督(du)(du)(du)(du)(du)(du)與(yu)其他監(jian)督(du)(du)(du)(du)(du)(du)貫(guan)通融合(he)。通過(guo)匯聚(ju)內外部監(jian)督(du)(du)(du)(du)(du)(du)數據(ju),將決策(ce)分析、智能監(jian)督(du)(du)(du)(du)(du)(du)、內部管理一(yi)(yi)體(ti)貫(guan)通,推(tui)動(dong)(dong)(dong)“一(yi)(yi)網式”研判、“一(yi)(yi)站(zhan)式”處置(zhi)、“一(yi)(yi)門式”管理。三是推(tui)動(dong)(dong)(dong)基(ji)層(ceng)監(jian)督(du)(du)(du)(du)(du)(du)延(yan)伸(shen)到鎮(zhen)街(jie)村社。一(yi)(yi)些地(di)方(fang)針對(dui)農村“三資”管理、社區服務、工程建設(she),提供(gong)小巧靈活、方(fang)便快(kuai)捷、隨身即(ji)用的(de)監(jian)督(du)(du)(du)(du)(du)(du)渠道,實現基(ji)層(ceng)監(jian)督(du)(du)(du)(du)(du)(du)下(xia)(xia)沉落地(di)、關口前(qian)移。實踐證明(ming),必(bi)須堅持(chi)系(xi)(xi)(xi)統觀念,對(dui)內強(qiang)化(hua)(hua)信(xin)息(xi)化(hua)(hua)平(ping)臺建設(she),對(dui)外加強(qiang)監(jian)督(du)(du)(du)(du)(du)(du)信(xin)息(xi)共享,充分利用各類網絡,形(xing)成立體(ti)化(hua)(hua)、強(qiang)關聯的(de)數字(zi)監(jian)督(du)(du)(du)(du)(du)(du)網,推(tui)動(dong)(dong)(dong)基(ji)層(ceng)監(jian)督(du)(du)(du)(du)(du)(du)提質增效。
堅持(chi)集(ji)(ji)成(cheng)創(chuang)新、開(kai)放融(rong)合(he)(he)(he),推進監(jian)(jian)督(du)(du)(du)(du)更好融(rong)入(ru)基層(ceng)(ceng)治(zhi)(zhi)理(li)(li)。一些(xie)地(di)區(qu)發揮(hui)信(xin)(xin)息(xi)(xi)化系統集(ji)(ji)成(cheng)、開(kai)放融(rong)合(he)(he)(he)的優勢(shi),推動監(jian)(jian)督(du)(du)(du)(du)更好融(rong)入(ru)基層(ceng)(ceng)治(zhi)(zhi)理(li)(li),逐步(bu)提(ti)升(sheng)治(zhi)(zhi)理(li)(li)水(shui)(shui)平(ping)(ping)。一是促進行業(ye)部門(men)(men)(men)(men)更好服(fu)(fu)務(wu)(wu)(wu)基層(ceng)(ceng)治(zhi)(zhi)理(li)(li)。北京(jing)、上海等(deng)地(di)利(li)用(yong)信(xin)(xin)息(xi)(xi)化平(ping)(ping)臺打通治(zhi)(zhi)理(li)(li)主體(ti)信(xin)(xin)息(xi)(xi),梳理(li)(li)體(ti)制(zhi)機制(zhi)梗阻(zu),推動職能部門(men)(men)(men)(men)升(sheng)級優化行業(ye)監(jian)(jian)管系統。二是促進鎮街村(cun)社提(ti)升(sheng)治(zhi)(zhi)理(li)(li)水(shui)(shui)平(ping)(ping)。隨著監(jian)(jian)督(du)(du)(du)(du)信(xin)(xin)息(xi)(xi)化下沉落(luo)地(di),一些(xie)鎮街村(cun)社形(xing)成(cheng)由監(jian)(jian)督(du)(du)(du)(du)推動問題整改(gai)(gai),由問題倒(dao)逼(bi)改(gai)(gai)革、完善制(zhi)度(du)的良性循(xun)環。廣西壯族(zu)自治(zhi)(zhi)區(qu)南寧市(shi)部分(fen)村(cun)廉潔工作(zuo)站利(li)用(yong)大(da)數據監(jian)(jian)督(du)(du)(du)(du)平(ping)(ping)臺“一鍵(jian)舉報(bao)”,有效降低村(cun)內相關(guan)資(zi)金(jin)虛報(bao)冒領、截留挪用(yong)、暗(an)箱操作(zuo)等(deng)發生概率,倒(dao)逼(bi)基層(ceng)(ceng)治(zhi)(zhi)理(li)(li)水(shui)(shui)平(ping)(ping)提(ti)升(sheng)。三是促進基層(ceng)(ceng)改(gai)(gai)善服(fu)(fu)務(wu)(wu)(wu)質量。不少(shao)地(di)區(qu)監(jian)(jian)督(du)(du)(du)(du)信(xin)(xin)息(xi)(xi)化平(ping)(ping)臺集(ji)(ji)合(he)(he)(he)基層(ceng)(ceng)事務(wu)(wu)(wu)公開(kai)、便民服(fu)(fu)務(wu)(wu)(wu)等(deng)功能,在強化監(jian)(jian)督(du)(du)(du)(du)的同時改(gai)(gai)善服(fu)(fu)務(wu)(wu)(wu)質量。四川省(sheng)內江(jiang)市(shi)在推進監(jian)(jian)督(du)(du)(du)(du)信(xin)(xin)息(xi)(xi)化中(zhong)增(zeng)設鎮、村(cun)便民網點,為特殊困難(nan)群體(ti)提(ti)供“上門(men)(men)(men)(men)辦”“便捷辦”服(fu)(fu)務(wu)(wu)(wu)。實踐(jian)證明,必須堅持(chi)“開(kai)門(men)(men)(men)(men)”辦系統,集(ji)(ji)成(cheng)監(jian)(jian)督(du)(du)(du)(du)治(zhi)(zhi)理(li)(li)關(guan)鍵(jian)要(yao)素,整合(he)(he)(he)行業(ye)部門(men)(men)(men)(men)治(zhi)(zhi)理(li)(li)力(li)量,實現監(jian)(jian)督(du)(du)(du)(du)與(yu)(yu)行業(ye)治(zhi)(zhi)理(li)(li)和部門(men)(men)(men)(men)監(jian)(jian)管有機銜(xian)接,推動監(jian)(jian)督(du)(du)(du)(du)持(chi)續(xu)下沉落(luo)地(di),讓(rang)監(jian)(jian)督(du)(du)(du)(du)與(yu)(yu)治(zhi)(zhi)理(li)(li)同頻(pin)共振(zhen),持(chi)續(xu)放大(da)監(jian)(jian)督(du)(du)(du)(du)治(zhi)(zhi)理(li)(li)效能。

紀檢(jian)監(jian)(jian)察(cha)(cha)機關積(ji)極探索(suo)基層監(jian)(jian)督(du)(du)信(xin)(xin)(xin)息化下沉落地(di),取得了很大成(cheng)效。但同時也(ye)要(yao)看到,與新時代紀檢(jian)監(jian)(jian)察(cha)(cha)工作高質量(liang)發展要(yao)求相(xiang)(xiang)比,與人民群眾期待相(xiang)(xiang)比,還(huan)存在一定差(cha)距(ju)。比如,有的地(di)方對(dui)監(jian)(jian)督(du)(du)信(xin)(xin)(xin)息化認識不到位、思想跟不上(shang),基層監(jian)(jian)督(du)(du)信(xin)(xin)(xin)息化發展不平(ping)衡、程度有差(cha)異,有的利用信(xin)(xin)(xin)息化助力小微權力監(jian)(jian)督(du)(du)存在不足,各項保障相(xiang)(xiang)對(dui)薄弱(ruo),有的缺乏信(xin)(xin)(xin)息化統籌,一定程度上(shang)存在指尖上(shang)的形式(shi)主義(yi)問(wen)題(ti),需要(yao)糾正問(wen)題(ti)、整合(he)融(rong)通。
信息化助力監督下沉落地、融入基層治理的發展趨勢和主要方向

深(shen)入貫(guan)(guan)徹落(luo)實黨的十九大(da)戰略部署(shu),深(shen)化(hua)檢(jian)舉(ju)(ju)(ju)舉(ju)(ju)(ju)報平(ping)(ping)臺建(jian)(jian)(jian)設應(ying)用(yong)。黨的十九大(da)提(ti)出建(jian)(jian)(jian)設覆蓋紀(ji)(ji)(ji)檢(jian)監(jian)(jian)察系(xi)(xi)(xi)統的檢(jian)舉(ju)(ju)(ju)舉(ju)(ju)(ju)報平(ping)(ping)臺,本質上(shang)就是要構建(jian)(jian)(jian)紀(ji)(ji)(ji)檢(jian)監(jian)(jian)察機關履行(xing)監(jian)(jian)督(du)第一職責的信息化(hua)平(ping)(ping)臺。必須堅決貫(guan)(guan)徹落(luo)實黨的十九大(da)戰略部署(shu),持續推動(dong)檢(jian)舉(ju)(ju)(ju)舉(ju)(ju)(ju)報平(ping)(ping)臺深(shen)化(hua)應(ying)用(yong),2022年上(shang)半(ban)年實現全(quan)面建(jian)(jian)(jian)成(cheng)。繼(ji)續完善(shan)平(ping)(ping)臺功(gong)能,加強(qiang)平(ping)(ping)臺與(yu)紀(ji)(ji)(ji)檢(jian)監(jian)(jian)察其他業務系(xi)(xi)(xi)統的數(shu)據共享交換。鞏固拓展(zhan)建(jian)(jian)(jian)設成(cheng)果,牽引帶動(dong)黨風(feng)政風(feng)監(jian)(jian)督(du)、巡視巡察等(deng)業務系(xi)(xi)(xi)統從中央(yang)到(dao)地方上(shang)下貫(guan)(guan)通(tong)。建(jian)(jian)(jian)立健(jian)全(quan)應(ying)用(yong)管(guan)(guan)理(li)和考核(he)機制,壓實各級紀(ji)(ji)(ji)檢(jian)監(jian)(jian)察機關應(ying)用(yong)管(guan)(guan)理(li)主體責任(ren),加強(qiang)使用(yong)培訓(xun),規(gui)范(fan)運(yun)維保障(zhang),開展(zhan)督(du)促檢(jian)查。
加(jia)(jia)強全系(xi)統(tong)統(tong)籌(chou)和頂(ding)層設(she)計(ji)(ji)(ji),推動(dong)監(jian)(jian)督信(xin)息化下沉落地。籌(chou)備編制(zhi)紀檢監(jian)(jian)察信(xin)息化新的五(wu)年規(gui)劃,將基(ji)層監(jian)(jian)督信(xin)息化作為重(zhong)要內容,納入整體設(she)計(ji)(ji)(ji),規(gui)范(fan)建設(she)、管理(li)和服務模式,制(zhi)定技術標準。省級紀委監(jian)(jian)委加(jia)(jia)強統(tong)籌(chou)謀劃,以省或以地市為單(dan)位,建立直通縣(xian)(市、區)、鄉鎮(街道)、村(社區)的監(jian)(jian)督信(xin)息化系(xi)統(tong),逐步引導規(gui)范(fan)并整合集成小散系(xi)統(tong),避免(mian)(mian)一縣(xian)一模式、功(gong)能(neng)簡單(dan)重(zhong)復。省市兩級紀委監(jian)(jian)委加(jia)(jia)強平臺建設(she)管理(li),推動(dong)貫通審計(ji)(ji)(ji)、財政(zheng)、統(tong)計(ji)(ji)(ji)、國資(zi)等(deng)部(bu)門監(jian)(jian)督資(zi)源,兼(jian)容同類信(xin)息系(xi)統(tong),打(da)破(po)信(xin)息孤島,避免(mian)(mian)多頭(tou)建設(she),堅決防止“指(zhi)尖上(shang)的形式主義”。各級紀檢監(jian)(jian)察機關加(jia)(jia)強信(xin)息化人才隊伍建設(she),推進信(xin)息化全員(yuan)培訓(xun),加(jia)(jia)強經(jing)費保障,強化基(ji)礎設(she)施。
圍繞(rao)深化(hua)紀(ji)(ji)(ji)檢(jian)監(jian)(jian)(jian)(jian)(jian)察體(ti)(ti)制改革,補齊小(xiao)微(wei)(wei)權(quan)(quan)(quan)力監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)短板(ban)。要運用信(xin)息化(hua)手(shou)段破解(jie)小(xiao)微(wei)(wei)權(quan)(quan)(quan)力監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)難題,明(ming)確監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)重點,推動小(xiao)微(wei)(wei)權(quan)(quan)(quan)力運行規(gui)范化(hua)透明(ming)化(hua),以(yi)公開(kai)促公正,以(yi)透明(ming)保廉潔。省級(ji)紀(ji)(ji)(ji)委(wei)監(jian)(jian)(jian)(jian)(jian)委(wei)要加強(qiang)對小(xiao)微(wei)(wei)權(quan)(quan)(quan)力監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)的統籌指導,明(ming)確基(ji)層紀(ji)(ji)(ji)檢(jian)監(jian)(jian)(jian)(jian)(jian)察機關(guan)內(nei)部,以(yi)及與(yu)派(pai)駐機構、鄉鎮(街(jie)道)紀(ji)(ji)(ji)檢(jian)監(jian)(jian)(jian)(jian)(jian)察機構加強(qiang)小(xiao)微(wei)(wei)權(quan)(quan)(quan)力監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)的責任,理順上下貫通、橫(heng)向協同、分級(ji)履職的機制流程。市縣兩級(ji)紀(ji)(ji)(ji)委(wei)監(jian)(jian)(jian)(jian)(jian)委(wei)要深化(hua)信(xin)息公開(kai),明(ming)確小(xiao)微(wei)(wei)權(quan)(quan)(quan)力的權(quan)(quan)(quan)力清(qing)單、責任清(qing)單、監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)清(qing)單,為(wei)各方監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)奠定基(ji)礎。鄉鎮(街(jie)道)紀(ji)(ji)(ji)檢(jian)監(jian)(jian)(jian)(jian)(jian)察機構要重點加強(qiang)對村(社區)落實惠(hui)民富民政策、“三務”公開(kai)、集體(ti)(ti)“三資”管理等(deng)情況監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du),織(zhi)密小(xiao)微(wei)(wei)權(quan)(quan)(quan)力監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)網。
堅(jian)持創(chuang)新(xin)(xin)發(fa)展,推(tui)(tui)進監(jian)(jian)(jian)督(du)(du)(du)工(gong)作數(shu)(shu)字(zi)化(hua)規范化(hua)智能化(hua)。積極應(ying)對新(xin)(xin)一(yi)輪科(ke)技革命和產業變革帶(dai)來的影響,注重以大(da)數(shu)(shu)據(ju)、信息化(hua)提(ti)升工(gong)作專業化(hua)規范化(hua)水(shui)(shui)平(ping)(ping),推(tui)(tui)動(dong)上下貫通、動(dong)態更新(xin)(xin)、實時監(jian)(jian)(jian)督(du)(du)(du)、精準處(chu)理。鼓勵新(xin)(xin)技術應(ying)用(yong)創(chuang)新(xin)(xin),借助(zhu)智慧(hui)城市、數(shu)(shu)字(zi)政府(fu)建設成果(guo),運用(yong)新(xin)(xin)技術推(tui)(tui)動(dong)基(ji)層(ceng)監(jian)(jian)(jian)督(du)(du)(du)理念、思路、方法和模式創(chuang)新(xin)(xin),推(tui)(tui)進監(jian)(jian)(jian)督(du)(du)(du)工(gong)作數(shu)(shu)字(zi)化(hua)智能化(hua)。發(fa)揮數(shu)(shu)據(ju)資(zi)源(yuan)價(jia)值,充分(fen)挖掘監(jian)(jian)(jian)督(du)(du)(du)數(shu)(shu)據(ju)“富礦”,建立紀(ji)檢監(jian)(jian)(jian)察(cha)數(shu)(shu)據(ju)資(zi)源(yuan)目錄(lu)體系(xi),為基(ji)層(ceng)監(jian)(jian)(jian)督(du)(du)(du)提(ti)供數(shu)(shu)據(ju)支撐(cheng)。推(tui)(tui)進科(ke)技裝(zhuang)備研發(fa)配備,研發(fa)應(ying)用(yong)一(yi)批(pi)符(fu)合紀(ji)檢監(jian)(jian)(jian)察(cha)業務特(te)點(dian)、軟硬件(jian)一(yi)體、安全保密的便攜式科(ke)技裝(zhuang)備,提(ti)升監(jian)(jian)(jian)督(du)(du)(du)工(gong)作智能化(hua)水(shui)(shui)平(ping)(ping)。
強化(hua)數(shu)(shu)(shu)(shu)據(ju)(ju)安(an)(an)(an)全(quan)(quan)(quan)(quan),守住(zhu)監督(du)信息(xi)化(hua)發展底(di)線。注重公(gong)民(min)隱(yin)私保護,遵(zun)照(zhao)民(min)法典(dian)、數(shu)(shu)(shu)(shu)據(ju)(ju)安(an)(an)(an)全(quan)(quan)(quan)(quan)法等(deng)法律法規保護公(gong)民(min)隱(yin)私權利,嚴格數(shu)(shu)(shu)(shu)據(ju)(ju)使用范(fan)圍,嚴防數(shu)(shu)(shu)(shu)據(ju)(ju)泄露。強化(hua)數(shu)(shu)(shu)(shu)據(ju)(ju)安(an)(an)(an)全(quan)(quan)(quan)(quan)防護,樹立底(di)線思(si)維,構建數(shu)(shu)(shu)(shu)據(ju)(ju)存儲、傳輸、應(ying)用、供應(ying)等(deng)全(quan)(quan)(quan)(quan)鏈條安(an)(an)(an)全(quan)(quan)(quan)(quan)防線,逐步實現數(shu)(shu)(shu)(shu)據(ju)(ju)安(an)(an)(an)全(quan)(quan)(quan)(quan)全(quan)(quan)(quan)(quan)程態勢感知、監測預(yu)警、風險評(ping)估、應(ying)急處置(zhi)。加強數(shu)(shu)(shu)(shu)據(ju)(ju)安(an)(an)(an)全(quan)(quan)(quan)(quan)監管(guan),堅持(chi)歸口(kou)管(guan)理、分級負責(ze),明確監督(du)數(shu)(shu)(shu)(shu)據(ju)(ju)分級分類、依權限使用、監督(du)制衡等(deng)制度,落實使用主體的管(guan)理責(ze)任(ren)、監督(du)部(bu)門(men)的監督(du)職責(ze),定期開展安(an)(an)(an)全(quan)(quan)(quan)(quan)檢查(cha),堅決(jue)守住(zhu)安(an)(an)(an)全(quan)(quan)(quan)(quan)底(di)線。
探索建設小微權(quan)力(li)“監(jian)督(du)一點(dian)通”服(fu)務平臺,打造人(ren)民群眾參(can)與監(jian)督(du)的“新(xin)名片”。按照清(qing)單(dan)化(hua)公(gong)開、精(jing)細(xi)化(hua)服(fu)務原則,因地制(zhi)宜、實(shi)事求是、勤儉節約,為(wei)(wei)小微權(quan)力(li)監(jian)督(du)提供新(xin)途徑。實(shi)施(shi)監(jian)督(du)內(nei)容清(qing)單(dan)化(hua),以(yi)縣為(wei)(wei)單(dan)位設置監(jian)督(du)事項清(qing)單(dan),問(wen)題辦理直通主責部門,明確辦理時效、流程(cheng)、責任等。支持監(jian)督(du)服(fu)務精(jing)細(xi)化(hua),通過掃(sao)描二維碼(ma),或從紀(ji)委(wei)監(jian)委(wei)已有APP、微信(xin)(xin)公(gong)眾號等方式進入,提供鄉鎮(街道)乃至(zhi)村(社區)級(ji)的智能化(hua)精(jing)準服(fu)務。采取多樣化(hua)建設模式,充分利用(yong)各地已建系統和成熟機(ji)制(zhi),整合分散小系統,對(dui)接規模較大(da)的省級(ji)平臺,確保監(jian)督(du)可(ke)落地、見(jian)成效,以(yi)信(xin)(xin)息(xi)化(hua)釋放群眾參(can)與監(jian)督(du)的強大(da)力(li)量(liang)。(中央紀(ji)委(wei)國(guo)家監(jian)委(wei)信(xin)(xin)息(xi)化(hua)專項課題調研(yan)組)
